Speaking at the George W. Bush Center, William Burns said that with real military support and moral support, Ukraine could hold out through 2024. But without more aid, the situation could get much worse. Burns warned that Ukraine risks losing the war this year, or could be forced to accept some unfavorable conditions in order to move toward a political solution to the conflict.

Earlier, Ukrainian President Volodymyr Zelensky also warned that the country would lose the conflict with Russia unless it received more military support.

Mr Burns' remarks came after US House Speaker Mike Johnson presented a foreign aid package, but is in need of more support to move forward with discussions.

The United States remains by far the largest military aid donor to Ukraine, providing tens of billions of dollars in security aid and repeatedly pledging to support Kiev for as long as necessary. However, opposition from hard-line Republicans has undermined the ability of the United States to maintain this support for Ukraine.
