PV: Sir, we have a Resolution on utilizing talented individuals. Based on your experience participating in scientific councils, what are your views on this issue?

Professor Dao Trong Thi: We must understand talent correctly in order to select the right talent. Talent must be outstanding, of international caliber, on par with advanced countries in the world . Talent must be pioneers, superior, and ahead of others. With many talented individuals, we can meet the demands and enable the country to rise to the top in scientific and technological development.
As we accelerate socio -economic development to achieve double-digit growth and move towards a new era of national progress, we urgently need a high-quality workforce. How do you assess the current quality of our high-quality human resources?
- Vietnam's great success lies in the fact that, during wartime and difficult times, we sent many outstanding students abroad to study. This demonstrates the far-sighted vision of the Party. Then, 10-20 years later, they returned to the country and made significant contributions to its development.
Now we want to "jump" into the semiconductor chip production chain, while a large number of people are still in training, not to mention that even after training, it might take another 10 years before they can start working. It's a whole process; university education takes many years, not to mention training talented individuals, which can take decades. We can't rush things, so in the short term, we must attract, or even hire, high-quality human resources from abroad. These are highly skilled individuals in crucial stages of the supply chain, capable of leading the way. These are exceptional talents of world-class caliber. To develop, we must be ahead of others; following behind and imitating won't work, and there won't be any significant profits.
Many believe that we have a large pool of Vietnamese intellectuals abroad. If we can attract them, we will have an abundant source of high-quality human resources, sir?
- Attracting high-quality human resources, whether foreign experts or Vietnamese people living abroad, requires selective recruitment of highly qualified individuals, but we can only attract a limited number. Training and developing domestic human resources to reach the same level as these experts will take a long time. Therefore, we must attract exceptionally high-quality human resources. However, attracting these individuals from abroad is very expensive because they are already living in high-paying environments; the cost would be even higher if we brought them back because they would be far from home. Therefore, we can hire them. They are a "specialized unit" to handle issues that the domestic high-quality human resources cannot yet address.
Sir, attracting or hiring experts is only a short-term solution, but in the long run, if we want to master technology, we must focus on domestic training.
- Training must always be a long way ahead. It takes 5 years to train an average person to a university degree, let alone to train talented individuals. If we wait another 10 years, it will be too late. In the short term, while we are still struggling to train enough, and urgently need high-quality human resources to serve the country's rapid development, we must attract and hire experts from abroad. In the long term, domestic training must remain fundamental and proactive, focusing on training exceptional talents.
Sir, General Secretary To Lam once mentioned that education should focus on fundamental sciences, which will then lead to major research projects. Perhaps we need to aim for this in our training programs, as these fields currently have few students?
- If we want to be at the forefront, we must be a country with a high level of expertise, a leader in basic science. All the world's most famous scientists are in basic science. High technology must be truly innovative; that's what truly defines talent. In our country, we have the opposite: we're good at the lower levels, but the higher we go, the more mediocre we become. That is, high school students compete internationally and are on par with their peers worldwide, but few have inventions or innovations. How can we possibly lead, how can we keep up with, or surpass them?
