What will the organizational structure of the Ministry of Construction be like after the merger?

Kinhtedothi - On February 25th, the Prime Minister signed Decree 33/2025/ND-CP stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction after the merger of the Ministry of Construction and the Ministry of Transport.


According to Decree No. 33/2025/ND-CP, the Ministry of Construction is a government agency responsible for the state management of: planning and architecture; construction investment activities; urban development; technical infrastructure (including: clean water supply; drainage and wastewater treatment; urban parks and green spaces; urban lighting; cemeteries and crematoriums; urban transport infrastructure; management of underground construction space; management of shared use of urban and rural residential technical infrastructure); road, rail, inland waterway, maritime and civil aviation transport infrastructure; housing; real estate market; construction materials; and occupational safety in construction.

Regulations concerning the training, examination, issuance, recognition, and revocation of licenses, diplomas, and professional certificates for drivers of vehicles, operators of specialized vehicles and equipment in transportation (excluding the examination and issuance of driver's licenses for road motor vehicles; operators of specialized vehicles and equipment serving national defense, security, and fishing vessels); vehicle inspectors, inspection technicians, and other personnel working in specific fields within the scope of authority.

To perform duties and exercise powers regarding associations and non-governmental organizations under the Ministry's state management scope as prescribed by law; to conduct inspections, examinations, receive citizens, resolve complaints, denunciations, feedback, and suggestions from organizations and citizens; to implement measures to prevent and combat corruption, negative practices, and waste; and to handle violations of the law in areas under the Ministry's state management scope as prescribed by law.

In addition, the Ministry of Construction also has a group of tasks and powers related to internal governance, including: managing the organizational structure, staffing, officials, civil servants, and employees; implementing salary regimes and other regimes, policies on remuneration, rewards, and discipline for officials, civil servants, and employees; training and developing officials, civil servants, and employees under the Ministry's state management; managing and organizing the implementation of financial work, state assets, investment and development, and construction within the Ministry's scope of management; and organizing the implementation of the allocated state budget according to the provisions of law.

At the same time, the Ministry of Construction performs other tasks as assigned, delegated, or authorized by the Government, the Prime Minister, and in accordance with the law.

Decree 33/2025/ND-CP stipulates that the organizational structure of the Ministry of Construction includes Minister Tran Hong Minh (Member of the Central Committee of the Party), and 8 Deputy Ministers: Nguyen Van Sinh, Bui Xuan Dung, Pham Minh Ha, Nguyen Viet Hung, Nguyen Tuong Van, Nguyen Xuan Sang, Nguyen Danh Huy, and Le Anh Tuan.

And 23 units, a reduction of over 40% in the number of departments, including: 19 units assisting the Minister in performing state management functions, comprising: the Office; the Inspectorate; the Department of International Cooperation; the Department of Legal Affairs; the Department of Organization and Personnel; the Department of Planning and Finance; the Department of Planning and Architecture; the Department of Transport and Traffic Safety; the Department of Science, Technology, Environment and Construction Materials; the Department of Economic and Investment Management in Construction; the Department of State Inspection of Construction Quality; the Department of Urban Development; the Department of Construction Infrastructure; the Department of Housing and Real Estate Market Management; the Department of Roads of Vietnam; the Department of Maritime and Inland Waterways of Vietnam; the Department of Aviation of Vietnam; the Department of Railways of Vietnam; and the Department of Vehicle Registration of Vietnam.

The ministry has four public service units that serve its state management functions: the Information Technology Center; the Construction Newspaper; the Construction Magazine; and the Academy of Strategy and Training for Construction Cadres.

Decree 33/2025/ND-CP stipulates: The Planning and Finance Department has 5 divisions. The Vietnam Maritime and Inland Waterways Administration, the Vietnam Aviation Administration, and the Vietnam Road Administration have seals bearing the national emblem.

Decree 33/2025/ND-CP assigns the Minister of Construction the authority to issue regulations on the functions, tasks, powers, and organizational structure of units under the Ministry; and to submit to the Prime Minister for issuance a decision on the list of other public non-business units under the Ministry as prescribed.
