Kinhtedothi - On February 25, the Prime Minister signed and issued Decree 33/2025/ND-CP stipulating the functions, tasks, powers, and organizational structure of the Ministry of Construction after merging the Ministry of Construction and the Ministry of Transport.
Pursuant to Decree No. 33/2025/ND-CP, the Ministry of Construction is a Government agency, performing the State management function on: planning, architecture; construction investment activities; urban development; technical infrastructure (including: clean water supply; drainage and wastewater treatment; parks, urban trees; urban lighting; cemeteries and crematoriums; urban traffic infrastructure; underground construction space management; management of shared use of urban technical infrastructure works and rural residential areas); infrastructure of roads, railways, inland waterways, maritime and civil aviation; housing; real estate market; construction materials; labor safety in construction.

Regulations on training, testing, granting, recognition, and revocation of licenses, diplomas, and professional certificates for drivers of vehicles, operators of specialized vehicles and equipment in transportation (except for the task of testing and granting driving licenses for road motor vehicles; drivers of specialized vehicles and equipment serving defense, security, and fishing vessels); inspectors, professional inspection staff, and specialized workers in the field of transportation under authority.
Perform duties and powers over associations and non-governmental organizations under the Ministry's State management as prescribed by law; inspect, examine, receive citizens, resolve complaints, denunciations, reflections and recommendations of organizations and citizens, prevent corruption, negativity, waste and handle violations of the law in areas under the Ministry's State management as prescribed by law.
In addition, the Ministry of Construction also has a group of tasks and powers regarding internal administration, including: managing the organization, payroll, cadres, civil servants, public employees, and workers; implementing salary regimes and regimes, policies on treatment, rewards, and discipline for cadres, civil servants, public employees, and workers; training and fostering cadres, civil servants, and public employees within the Ministry's State management scope; managing and organizing the implementation of financial work, state assets, development investment, and construction within the Ministry's management scope; organizing the implementation of State budget management allocated according to the provisions of law.
At the same time, the Ministry of Construction performs other tasks when assigned, assigned or authorized by the Government, the Prime Minister and in accordance with the provisions of law.
Decree 33/2025/ND-CP stipulates the organizational structure of the Ministry of Construction with Minister Tran Hong Minh (Member of the Party Central Committee), 8 Deputy Ministers including: Nguyen Van Sinh, Bui Xuan Dung, Pham Minh Ha, Nguyen Viet Hung, Nguyen Tuong Van, Nguyen Xuan Sang, Nguyen Danh Huy, Le Anh Tuan.
And 23 units, reducing more than 40% of focal points, of which: 19 units assist the Minister in performing the State management function, including: Office; Inspectorate; Department of International Cooperation; Department of Legal Affairs; Department of Organization and Personnel; Department of Planning and Finance; Department of Planning and Architecture; Department of Transport and Traffic Safety; Department of Science, Technology, Environment and Construction Materials; Department of Economics - Construction Investment Management; Department of State Appraisal of Construction Quality; Department of Urban Development, Department of Construction Infrastructure, Department of Housing Management and Real Estate Market, Vietnam Road Administration; Vietnam Maritime and Waterways Administration; Civil Aviation Authority of Vietnam; Vietnam Railway Authority; Vietnam Register.
4 public service units serving the State management function of the Ministry include: Information Technology Center; Construction Newspaper; Construction Magazine; Academy of Strategy, training of construction staff.
Decree 33/2025/ND-CP stipulates: The Department of Planning and Finance has 5 divisions. The Vietnam Maritime and Waterways Administration, the Civil Aviation Authority of Vietnam, and the Vietnam Road Administration have seals with the national emblem.
Decree 33/2025/ND-CP assigns the Minister of Construction to promulgate regulations on functions, tasks, powers and organizational structure of units under the ministry; submit to the Prime Minister for promulgation a decision on the list of other public service units under the ministry according to regulations.
