Although the Yen has recently depreciated, many Hai Phong workers are still determined to go to Japan to work. Ms. Nguyen Thi Hai Yen, from Nam Thanh Mien commune, is studying Japanese at Kiyokawa Human Resources Joint Stock Company. She said: “Compared to many other labor markets, workers who go to Japan to work receive quite good salaries and benefits. Moreover, in my commune, there are many workers working in Japan, so I decided to choose to come here to receive support and have easier access to work.”
For many years, Japan has been a key labor export market in the West Hai Phong region. In 2024, the entire region will have nearly 9,000 people working abroad under contracts, of which nearly 50% will choose Japan. The main reason is that this market offers stable income, transparent insurance policies and diverse job opportunities.
Vietnam and Japan are also implementing the Project “Supporting job information connection for workers working abroad under contract”. Thanks to that, after returning home, workers can quickly access recruitment information from domestic enterprises and find suitable jobs.
According to the assessment of Global Investment, Trade and International Cooperation Joint Stock Company (East Hai Phong area), the cost of going to Japan to work is not too high compared to some other markets, while the income is stable. Moreover, after returning home, workers will receive insurance subsidies of up to hundreds of millions of VND. This is an important factor that makes Japan an attractive destination. In addition, the large community of Hai Phong workers in Japan is also a motivation for many people to choose this market.
Since the beginning of 2025, Hai Phong Employment Service Center has provided consultation, information and policy support to nearly 600 people wishing to work abroad.
The Department of Internal Affairs also informed that since the beginning of the year, Japan has continued to be the leading market in the number of Hai Phong workers going to work abroad, accounting for more than 50% of the total number of workers going abroad. In particular, workers after graduating from college or university in the fields of mechanics, electricity, electronics, etc. are given priority by many Japanese enterprises. Workers who go as engineers not only have stable jobs and high incomes, but also enjoy many attractive benefits.
Expanding cooperation

In 2025, Hai Phong city will implement many cooperation programs with Japanese localities to send workers to work officially. Earlier this year, Vice Chairman of the City People's Committee Nguyen Minh Hung welcomed a delegation from Fukushima city led by Mayor Hiroshi Kohata to visit and work with the former Hai Duong province, now in the western region of Hai Phong city. One of the topics discussed was creating conditions for local workers to go to Fukushima to work, especially in the fields of nursing, manufacturing industry, high-tech agriculture, etc.
Hai Phong is also a pioneer in the movement of teaching and learning Japanese. The city has nearly 30 high schools maintaining Japanese clubs with about 3,000 students. This is not only an advantage in foreign language training but also creates a good foundation for labor cooperation. In addition, many universities and colleges in the area have built joint programs to train human resources for Japanese enterprises.
Along with that, many cooperation programs are being implemented such as: technical interns, sending Vietnamese nurses and caregivers to Japan under the Vietnam - Japan Economic Partnership Agreement (VJEPA)... These programs open up comprehensive and long-term opportunities in labor cooperation.
Vietnamese workers are now present in all 47 provinces and cities of Japan, becoming an important force contributing to solving the labor shortage. In return, Japan accepting more and more Vietnamese workers also helps Vietnam achieve the goal of improving the quality of human resources and developing the economy and society.
Labor cooperation between Hai Phong and Japan is facing great opportunities for strong development. With the advantage of young, high-quality human resources, and the support of all levels, sectors and businesses, Hai Phong continues to be a bright spot in labor export to Japan.
