On August 18, the National Cyber Security Association coordinated with the Department of Cyber Security and High-Tech Crime Prevention (A05) of the Ministry of Public Security to organize the Conference "KOL with the era of national rise", gathering more than 300 typical influential people (KOL) across the country.
Create an environment for KOLs to spread positivity
Opening the conference, Major General Le Xuan Minh, Director of Department A05, said that in the digital age, influencers on cyberspace have become a special force, contributing to shaping social awareness, leading trends, promoting creativity and promoting and spreading Vietnamese identity and values to the world .

According to Director A05, in the context of the country making important and strategic changes, KOLs are the resources accompanying the Party, State and people to build a digital economy , digital culture, and digital society rich in identity and sustainability. The Party and State always pay special attention, issuing many policies and guidelines to create a healthy development environment for KOLs. Therefore, the greater the influence, the higher the responsibility, each KOL needs to be deeply aware of the impact of each statement, image and action. In addition, management agencies, technology platforms... need to join hands to orient, accompany, support and create a healthy environment for KOLs to promote patriotism, promote positive influence, and promote the development of the national economy, culture, society and media.
Speaking at the conference, Ms. Nguyen Thi Thanh Huyen, Deputy Director of the Department of Radio, Television and Electronic Information (Ministry of Culture, Sports and Tourism), said that there should be a management perspective and specific sanctions for KOLs. From there, the quality of KOLs will be improved, and authorities can take advantage of them to participate in policy communication, create positive digital content, preserve Vietnamese culture and turn KOLs into "cultural ambassadors", introducing Vietnamese culture to friends around the world.
Raise sanctions, raise quality
According to Ms. Thanh Huyen, China and Korea have had a long time of KOL management and have been very effective. In China, KOLs are symbols of cultural and social values, a way of life for young people. Similarly, in Korea, KOLs and celebrities are also examples for audiences and young people to follow. Both countries do not allow KOLs to violate the law, ethics, and culture, so they have very high and specific sanctions for KOLs.

For example, Ms. Huyen said that in China, KOLs who violate the law will be severely punished, from administrative sanctions, "banning", to even imprisonment. In Korea, when celebrities or KOLs violate the law or deviate from ethical standards, they will be "boycotted" for several years, or even permanently. Whether "banned" or "boycotted", Ms. Huyen affirmed that this is considered the end of their career.
According to Ms. Huyen, our country currently does not have specific regulations on effective management of KOLs, while many KOLs have violated the law, ethics, and customs. Therefore, there needs to be sanctions to manage and strictly handle violations of KOLs, even applying measures to limit performances and media appearances of violators, causing negative impacts on society.
From her analysis, Ms. Huyen hopes that our country will have a team of quality KOLs. At that time, the authorities need to take advantage of them to participate in policy communication, create positive digital content, preserve Vietnamese culture and bring our country's culture to the world.
Mr. Hoang Ninh, Deputy Director of the Department of E-commerce and Digital Economy (Ministry of Industry and Trade), acknowledged the contributions and important role of KOLs in the era of increasingly developing e-commerce. However, Mr. Ninh said that recently, many KOLs have taken advantage of their personal reputation to sell fake, counterfeit, and poor quality products, and some KOLs have provided non-transparent information, affecting businesses, brands, and losing people's trust.
Creativity must comply with law and culture
At the conference, the organizers established the "Digital Trust Alliance" and launched the "influencer trust" program, aiming to build a transparent digital media culture, protect consumers, help KOLs affirm their reputation, and help businesses choose reliable partners.
Sharing on the sidelines of the conference, rapper Den Vau said that he is clearly aware of the role and influence of a famous person in society. From there, the male rapper feels that he must be more responsible in his behavior, spread positive values and continue to improve himself. Den Vau said that at work, he always spends time learning, listening and understanding legal regulations to become more and more perfect. Therefore, he thinks very carefully and thoroughly about every mouse click and every content shared on social networks to avoid leaving consequences for the younger generation, who use technology very early and a lot.
According to rapper Den Vau, for creative people, the first thing is to obey the law and preserve cultural identity. Besides, it is necessary to demonstrate the spirit of solidarity, love, sharing and responsibility towards the community.
