Incentive policies from Resolution 68, especially encouraging investment in R&D and supporting capital and land, will be valuable resources to help businesses accelerate the process of automating production, applying green technology and modern digital systems, towards an efficient, sustainable and environmentally friendly business model.
Taking advantage of its strategic geographical location, synchronous infrastructure and abundant labor resources, the province aims to develop key economic sectors such as processing industry, high-tech agriculture and logistics. In particular, the vision of merging Long An and Tay Ninh into a new growth pole opens up a large space for the development of the private economy.

Desire to create a favorable and transparent business investment environment
To turn those expectations into reality, the Long An business community has sent heartfelt recommendations to the provincial government, hoping to create a truly favorable and transparent investment and business environment. Although Long An has achieved impressive results in the Provincial Competitiveness Index (PCI) and Provincial Green Index (PGI), businesses still crave a deeper and broader administrative revolution. They proposed establishing a special working group to review and simplify land, investment and construction procedures, and at the same time effectively implement the “one-stop, one-stop” model with full online public services. An effective monitoring mechanism, publicizing the results of handling recommendations and strictly handling harassment and negative behaviors are also urgent requirements to eliminate the “matrix” of procedures and legal risks.
The Provincial Business Association and the Provincial Young Entrepreneurs Association are always important partners, accompanying the socio-economic development of the province.
Access to resources is the lifeblood of enterprises. The Long An business community especially recommends increasing support for capital, land and high-quality labor. It is necessary to strengthen the connection between banks and enterprises, organize investment promotion forums to introduce Long An's potential to domestic and foreign funds as well as effectively implement capital support programs from the Central and local levels.
Regarding land, the province needs to proactively allocate “clean” land in new or expanded industrial zones for small and medium-sized enterprises and innovative enterprises, while at the same time publicizing and making planning information transparent. To improve labor quality, enterprises recommend promoting the three-way cooperation relationship between the State - schools - enterprises, encouraging enterprises to participate in building training programs that are close to actual needs and having attractive policies to attract talented people and good experts to contribute to the province.
Chairman of the Provincial Business Association - Trinh Van Hai expects: “The Long An business community has strong faith in Resolution 68, considering it a strategic boost for the overall development of the province. The development of businesses will lead to a strong wave of investment, creating tens of thousands of new jobs and increasing budget revenue, thereby promoting remarkable economic growth.
The breakthrough of enterprises also activates supporting and service industries, forming a vibrant business ecosystem, spreading benefits to the entire local economy. With a great vision, the business community expects Resolution 68 to turn Long An into a bright spot in the national economy, a symbol of sustainable development and prosperity in the future, turning hope into concrete actions so that Long An becomes a model of success.
Public-private partnerships and ongoing dialogue are the foundation for sustainable development. Businesses expect regular dialogue forums between provincial leaders and associations to be held regularly, not only to listen but also to inform the government about new policies and plans, creating consensus. The role and real power of business associations need to be enhanced so that they can truly become effective “bridges”, gathering recommendations and policy criticism.
Finally, building a strong team of entrepreneurs with sufficient qualities and capacity to meet the requirements of the new era is a key task. Resolution 68 pays special attention to training and fostering a team of entrepreneurs with ethics, advanced business culture, strong political will, intelligence, dynamism, creativity and aspiration to rise up.
According to the Chairman of the Provincial Young Entrepreneurs Association - Duong Long Thanh, many young people are very good at ideas, very passionate but still have two difficulties: One is that their management experience is still lacking, and two is that their resources are not thick enough. In terms of human resources, Long An still lacks technology talent, especially in the fields of software, AI, data analysis - while this is the core for creative startups. To retain talented people, there must be a quality environment. More importantly, there must be a real ecosystem - where the government, businesses, schools, and supporting organizations participate together. There needs to be a place for sharing - mentoring - capital support - market connection.
“I recommend that the province try to research a Long An Innovation Fund - compact but with clear criteria to accompany young startups. In addition, there is a need for a Digital Startup Support Center - where entrepreneurs can learn, experiment, and connect. If this is done, Long An will become one of the ideal destinations for young entrepreneurs, not only from Ho Chi Minh City but also from the whole Western region,” Mr. Duong Long Thanh suggested.
To create a breakthrough development, close cooperation between the government and the business community is a prerequisite.
