The report of the Steering Committee for Land Acquisition and Site Clearance of the Van Ninh - Cam Lo Expressway Project through the province said that, up to now, localities have completed compensation and payment of land acquisition and site clearance support for 28.84 km/32.53 km, reaching 88.7% (Cam Lo district 6.58/6.58 km reaching 100%, Gio Linh district 9.66/11.7 km reaching 82.6%, Vinh Linh district 12.6/14.25 km reaching 88.4%). The remaining length that has not been compensated and paid is 3.69 km.
26.85/32.53 km of clean land has been handed over, reaching 82.5% (Cam Lo district 6.58/6.58 km reaching 100%, Gio Linh district 9.22/11.7 km reaching 78.8%, Vinh Linh district 11.05/14.25 km reaching 77.5%), the remaining 5.68 km has not been handed over clean land.
In the past time, localities have actively prioritized the resettlement of households on the main highway route to hand over to investors and contractors. Currently, 93/155 households (on the main highway route) have been relocated, with 62 households remaining. Localities are continuing to propagate and mobilize households to temporarily relocate and hand over the site to the project.

According to the direction of the Provincial Party Committee and the Provincial People's Committee, by the end of April 2024, localities must complete the handover of 100% of the main route to investors. But so far, only Cam Lo district has achieved 100%, while Gio Linh and Vinh Linh districts have not ensured progress (of which Gio Linh district has only achieved 78.8%, Vinh Linh district has only achieved 77.5%).
Currently, the difficulties and obstacles in Gio Linh and Vinh Linh districts have been directed by the Provincial People's Committee to be resolved and handled by departments, branches and sectors. However, there are still some problems and obstacles, and the districts are focusing on propaganda and mobilization to resolve them.

Specifically, for Vinh Linh district, the appraisal of compensation, support and land acquisition plans for the assets of Mr. Vo Van Giao's household and Quang Tri Forestry Products Joint Stock Company has not been completed. Quang Tri Rubber One Member Co., Ltd. has not completed the liquidation of assets on the land and handing over the site to the locality to relocate Quang Tri Forestry Products Joint Stock Company.
Compensation and support for households building houses on agricultural land has not been completed because households have not agreed on the price. Some households have not agreed on the type of land and have not signed the confirmation form for land acquisition and measurement results, so compensation and support procedures have not been completed.
Households subject to resettlement under the Decision of the District People's Committee have not completed their compensation records (have not been granted land use right certificates and have built stable houses on agricultural land). Some households have received compensation and have been relocated to the resettlement area, but the work of dismantling houses, temporary residence and handing over the site is still slow, and some households have received money but have obstructed the construction unit.

In Gio Linh district, households have carried out lotteries at resettlement areas but have not agreed on compensation prices, so they have not received money to relocate and hand over the site. Some households have received compensation and lotteries at resettlement areas, but the work of dismantling houses, temporary residences and handing over the site is still slow.
For Linh Truong Commune Health Station, repairs at the temporary location and relocation of equipment and supplies have been completed. However, the liquidation of Linh Truong Health Station has not been completed, so the site has not been handed over to the project.
For the 3 cases of building houses on public land, the Provincial People's Committee and the Department of Natural Resources and Environment have issued implementation instructions, and the district is focusing on completing procedures to compensate and support households.
Speaking at the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang requested the Provincial People's Committee to direct localities to continue to propagate and mobilize, remove obstacles and problems to soon complete the handover of the site to the construction unit.
For special cases, it is recommended that relevant departments and branches, based on their functions, duties, and legal basis, carefully study and promptly advise the Chairman of the Provincial People's Committee to make decisions within their own authority to resolve the matter in a reasonable manner.
Head of the Provincial Party Committee's Mass Mobilization Commission Le Thi Lan Huong suggested that Vinh Linh and Gio Linh districts re-identify the remaining cases, further strengthen the involvement of the entire political system, and assign responsibilities to specific areas; district-level leaders must engage with commune-level leaders to directly resolve difficulties and problems.
Vice Chairman of the Provincial People's Committee Le Duc Tien requested that working groups increase their forces to support localities in continuing to resolve remaining bottlenecks in site clearance work...
Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung accepted the opinions of the delegates. At the same time, he frankly acknowledged that compared to the requirements set by the Government, Quang Tri was behind schedule in handing over the site to implement the project.
It is recommended that departments and branches continue to accompany the two districts of Vinh Linh and Gio Linh to urgently complete the handover of the site with the viewpoint of "as soon as the site is cleared, hand over that meter immediately"; local authorities should strengthen direct direction at the scene to urge the progress of implementation.
Praising the effective way of land acquisition and clearance of Cam Lo district, the Chairman of the Provincial People's Committee emphasized that land acquisition and clearance work to implement projects has never been easy, each locality has different difficulties, however, it is necessary to further strengthen the responsibility of leadership and direction of local leaders, the participation of the entire political system to resolve difficulties and obstacles.
At the same time, please note that in the coming time, in parallel with the plan to mobilize, propagate and mobilize people to resolve the remaining problems, Vinh Linh and Gio Linh districts urgently develop a plan to protect the construction and report to the Provincial People's Committee for consideration and implementation.
Request the Provincial Police to deploy forces, grasp the situation in the areas, advise the leaders of Vinh Linh and Gio Linh districts in developing a construction protection plan.
