There are still difficulties and obstacles in the operation of Party Committees of provincial-level agencies and enterprises.

On November 14-15, the Party Committee of the Bloc of Agencies in Hanoi City organized the 16th annual meeting of the Party Committees of the Bloc of Agencies and the Party Committees of the Bloc of Agencies and Enterprises in the Northern Delta provinces and cities in 2024.

Attending the conference were Comrade Lai Xuan Lam, Standing Deputy Secretary of the Party Committee of the Central Agencies Bloc; leaders of the Hanoi City Party Committee and People's Council; and leaders of 10 Party Committees of the Central Agencies Bloc and the Party Committees of the Agencies-Enterprises Bloc of provinces and cities in the Northern Delta region.

The conference included a discussion on the topic "Implementation of Regulation No. 293-QD/TW dated March 23, 2010, of the Secretariat of the Central Committee on the functions, tasks, and organizational structure of the Party Committee of the Bloc of Provincial and City Agencies in the current period".

Comrade Nguyen Thuy Ha, Secretary of the Party Committee of the Bloc of Provincial Agencies of Hai Duong (seated in the middle), attended the conference.

Representatives from the Party Committees of the Bloc of Agencies in many provinces and cities shared practical experiences, difficulties, and proposed solutions to enhance leadership capacity in directing the Party committees of subordinate grassroots Party organizations.

On March 23, 2010, the Secretariat of the Central Committee issued Regulation No. 293-QD/TW on the functions, tasks, and organizational structure of the Party Committee of the Bloc of Provincial and City Agencies under the Central Government.

Over the past 14 years, the Party Committee of the Bloc of Provincial and City Agencies has consistently pondered and explored ways to define and affirm the role and position of the Party Committee of the Bloc and of the grassroots party organizations.

However, during the implementation of the task, due to the incompleteness of Regulation 293-QD/TW, the Party Committees of the Bloc encountered numerous difficulties and obstacles that need to be resolved.

Currently, the operational model of the Party Committees of the Blocs in each province and city of the Northern Delta Cluster is different (there are 6 Party Committees of Blocs of provincial and city agencies and 4 Party Committees of Blocs of provincial and city agencies and enterprises).

The arrangement and consolidation of the Party organization model of some Party Committees of the Blocks after the merger of the Party Committees of the Blocks of agencies and the Party Committee of enterprises still lack uniformity and consistency.

The rotating flag was handed over to the Party Committee of the Agencies and Enterprises Bloc of Ninh Binh province, the host unit of the 17th Inter-agency Conference in 2025 .

The Party Committee of the Bloc of Agencies, and the Bloc of Agencies and Enterprises of the provinces and cities in the Northern Delta region, comprising 10 centrally-administered provinces and cities: Hanoi, Hai Phong, Hai Duong, Vinh Phuc, Ninh Binh, Nam Dinh, Thai Binh, Ha Nam, Hung Yen, and Bac Ninh.

Currently, the Party Committee of the Provincial Agencies Bloc of Hai Duong Province has 66 affiliated grassroots party organizations (including 47 party committees and 19 grassroots party branches) with more than 5,600 party members.

According to the leaders of the Party Committee of the Provincial Agencies Bloc, there are currently some difficulties and shortcomings in the operation and performance of the unit's tasks.

The Party Committee of the Bloc is a unique level of Party committee; it does not have a corresponding government authority and does not provide comprehensive leadership in all aspects of work, yet it holds an important position within the Provincial Party Committee. Its nature, methods of operation, and leadership differ in some respects from those of the Party Committees of districts, towns, and cities.

The organizational model of grassroots Party organizations under the Party Committee of the Provincial Agencies Bloc of Hai Duong province lacks uniformity and consistency compared to the Party Committees of other provinces and cities. Currently, most grassroots Party organizations of colleges and universities in the province, and provincial-level hospitals in the city, are still operating under the District, Town, and City Party Committees.

The organizational structure and operations of mass organizations still lack synchronization and uniformity at all levels according to the Party's organizational system.

Some regulations, allowances, and policies for specialized staff have not received sufficient attention.

The limited number of personnel poses difficulties for the Party Committee of the Bloc of Provincial Agencies in Hai Duong Province in fulfilling its assigned functions and tasks...
