As an area with many inter-communal roads and a high volume of people and vehicles, the Cao Duong Commune Police Department recognizes that maintaining security and order requires "staying close to the people and the locality," proactively gathering information early and from afar. Therefore, in addition to maintaining a duty roster, the commune police force regularly goes down to the grassroots level, coordinating with security and order teams in villages to review and manage individuals at risk of violating the law and promptly resolve any emerging incidents.

Along with prevention efforts, the Cao Duong Commune Police pay special attention to combating drug-related crimes and social vices at the grassroots level. The police force regularly monitors individuals with suspicious behavior and coordinates with relevant agencies to closely manage drug addicts and illegal drug users in order to limit the 발생 of crime.
Typically, in mid-December 2025, through surveillance and monitoring of drug-related individuals, the police discovered that Nguyen Van Vuong (born in 1982, residing in Bang Hop village), who was under post-rehabilitation management at his residence, showed suspicious signs of continuing to illegally use drugs. On December 17, 2025, the Cao Duong Commune Police summoned and conducted a surprise inspection and drug test on Nguyen Van Vuong, which yielded a positive result. At the police station, Nguyen Van Vuong initially confessed to illegally using heroin by inhaling it directly. Nguyen Van Vuong had one prior record of compulsory drug rehabilitation and was an individual under the management of the commune police. On December 22, 2025, a case was initiated, charges were filed, and an arrest warrant was issued for Nguyen Van Vuong for the crime of illegally using narcotics.
According to statistics, from December 15, 2025 to the present, the Cao Duong Commune Police have received and handled 14 cases related to security and order, including 5 drug-related cases, 3 gambling cases, 4 traffic safety violations, 1 murder case, 1 theft case, and many minor conflicts and disputes among the people that were resolved at the grassroots level. In addition, the Commune Police have issued administrative fines totaling 13.5 million VND for 4 cases of trading goods without clear origin and provenance; and administrative fines totaling 62 million VND for 2 cases of illegal mineral exploitation.
In addition, the Cao Duong Commune Police are actively implementing Government Decree 06, guiding people to use online public services in resolving administrative procedures such as residence registration, residence information verification, and activation of level 2 electronic identification accounts. In the first four months of the year, the commune police force received and processed hundreds of residence registration applications electronically, contributing to reducing travel time for people and improving the efficiency of administrative reform.

Mr. Nguyen Van Tai, from Om Lang hamlet, shared: “Now the people feel very secure because they see the police patrolling every night. If there is any problem, the officers come down immediately. The security and order situation is stable, so people can focus on doing business and developing the economy .”

Besides combating crime, the Cao Duong Commune Police also intensified patrols to ensure traffic safety on inter-commune and inter-village roads. The commune police force regularly coordinated with local security and order teams to conduct over 40 patrols during peak hours, especially in the evenings and on weekends, to remind and handle cases of young people not wearing helmets, speeding, reckless driving, and carrying more passengers than allowed. Through these patrols, since the beginning of the year, the commune police force has reminded dozens of violators, contributing to reducing accidents and maintaining traffic order in the area.

At the same time, the effective management of residence registration, the management of conditional business sectors, and the dissemination of legal information in residential areas were maintained. Strict management of individuals serving sentences in the locality, those with criminal records, and those at risk of violating the law were ensured to proactively prevent future offenses. Thanks to effective prevention efforts, no complex security and order incidents occurred in the area, and criminal activity was kept under control.
In addition to combating illegal activities, the Cao Duong Commune Police also focuses on disseminating legal information in residential areas and schools, encouraging people to raise their vigilance, attracting hundreds of participants. Regular awareness campaigns on the harmful effects of drugs, crime prevention, online fraud, and the management of weapons and explosives are held in residential areas, helping people to be more proactive in protecting their property and reporting crimes. Students and households in the area have signed commitments not to manufacture, possess, buy, sell, or use weapons, explosives, supporting tools, and fireworks. Since the beginning of the year, they have successfully recovered 9 PCP guns, homemade guns, and rudimentary weapons.

The commune police have effectively maintained self-governing models for security and order, closely coordinating with departments, organizations, and influential people at the grassroots level to grasp the situation and promptly resolve conflicts arising at the village level. We always emphasize to our officers and soldiers the need to be close to the grassroots, close to the people, and listen to their thoughts and aspirations. Each police officer must truly be a reliable support for the people in ensuring security and order.”
Thanks to the proactive and decisive work, along with the sense of responsibility of the local police force, the security and order situation in Cao Duong commune continues to be maintained, contributing to creating a peaceful environment for the locality to develop socio-economic activities and build cultural life in residential areas.
