The conference was attended by Mr. Trieu The Hung, Deputy Chairman of the National Assembly 's Committee on Culture and Social Affairs; members involved in drafting the Law on Advertising, the Law on Heritage, and the National Target Program on Cultural Development for the period 2025-2035 under the National Assembly's Committee on Culture and Social Affairs; and members from relevant departments and units of the Ministry of Culture, Sports and Tourism.

Towards the effective and practical implementation of the Law on Cultural Heritage.
At the Conference, the report of the Ministry of Culture, Sports and Tourism on the drafting of the Law on Cultural Heritage stated that, in the Program of the 8th Session of the 15th National Assembly, with 413 out of 422 delegates present voting in favor (reaching a rate of 86.22%), the National Assembly of the Socialist Republic of Vietnam officially passed the Law on Cultural Heritage on the afternoon of November 23, 2024 - Vietnam Cultural Heritage Day.
The Law on Cultural Heritage comprises 9 chapters and 95 articles, an increase of 2 chapters and 22 articles compared to the current Law (7 chapters, 73 articles). It closely adheres to the major goals, viewpoints, and policies approved by the National Assembly, institutionalizing the Party's guidelines and policies on building and developing Vietnamese culture and people to meet the requirements of sustainable national development.
Simultaneously, address institutional bottlenecks, align with the current legal system, and ensure compatibility with international treaties to which the Socialist Republic of Vietnam is a signatory in the process of organizing and implementing activities related to the management, protection, and promotion of cultural heritage values.
The Law on Cultural Heritage, recently passed by the National Assembly, contains fundamental new points to address shortcomings, ensure constitutionality and continuity, only regulating new issues that are clear, verified in practice, and highly stable; amending overlapping, inadequate, and impractical regulations.

The Law on Cultural Heritage was passed by the National Assembly with a very high approval rate, creating a legal basis for the development of detailed regulations for the implementation of the Law and related legal documents concerning the management, protection, and promotion of cultural heritage values. This will ensure a complete and synchronized approach, meeting the urgent demands arising from the practical work of protecting and promoting the cultural heritage values of the country. The Law on Cultural Heritage will come into effect on July 1, 2025.
The Ministry of Culture, Sports and Tourism acknowledges the dedicated contributions and collaboration with the Drafting Committee of the 2024 Law on Cultural Heritage from domestic and international experts and managers on cultural heritage; and the responsible and committed spirit towards the goal of ensuring that the Law on Cultural Heritage is implemented effectively and practically by the National Assembly's Committee on Culture and Education (now the Committee on Culture and Social Affairs).
The collaborative efforts of ministries and agencies from the central to local levels in proposing solutions to practical issues and obstacles, contributing to the improvement of the draft Law, and the timely reporting and dissemination of information by the press and media, have helped to bring major policies into practice, enhancing the responsibility of each citizen, community, agency, and organization in the management, protection, and promotion of documentary heritage values.

A significant milestone in the process of perfecting the legal framework for advertising.
Regarding the Advertising Law, in implementation of Resolution No. 129, after a meticulous preparation process, on July 4, 2024, the Minister of Culture, Sports and Tourism - authorized by the Prime Minister - signed Submission No. 350/TTr-CP, submitting to the National Assembly the Draft Law amending and supplementing a number of articles of the Advertising Law.
After the Government submitted the draft law to the National Assembly, the Ministry of Culture, Sports and Tourism closely coordinated with the National Assembly's Committee on Culture and Society to review, compare, and finalize the contents of the draft law.
On September 24, 2024, at its 37th session, the Standing Committee of the National Assembly officially reviewed and commented on the draft law. Immediately afterwards, the Ministry coordinated with relevant agencies to seriously study and incorporate the opinions of the Standing Committee of the National Assembly and the verification report of the National Assembly's Committee on Culture and Social Affairs, and continued to finalize the draft law.
With thorough preparation and practical content, the Project received strong support from the delegates of the 15th National Assembly.
Since the draft law was submitted for comments, the Ministry of Culture, Sports and Tourism has proactively coordinated with the Committee on Culture and Education – the body responsible for reviewing the draft – to organize numerous workshops and seminars to gather in-depth opinions from ministries, sectors, associations, businesses, domestic and foreign experts, as well as those directly affected by the law.

The process of receiving and revising the content was carried out in a constructive, scientific, and practical manner, aiming to ensure that the amendments and additions would truly address existing shortcomings, while simultaneously building a modern and effective legal framework that meets the requirements of managing advertising activities domestically and aligns with development trends and international integration.
After meticulous and thorough preparation, on June 16, 2025, at the 9th session of the 15th National Assembly, the Law amending and supplementing a number of articles of the Advertising Law was officially passed. The law will come into effect on January 1, 2026.
The enactment of the Law is not only the result of a long period of effort, but also a significant milestone in the process of perfecting the legal framework for advertising.
This is the result of close coordination, a high sense of responsibility, and dedication from all the agencies tasked with the project: from the lead drafting agency, the appraisal agency, the verification agency, to the ministries and sectors that collaborated and provided feedback.

National target programs - an important driving force.
Regarding the National Target Program on Cultural Development for the period 2025-2035, the investment policy was approved by the National Assembly at its 8th session of the 15th National Assembly in Resolution No. 162 dated November 27, 2024. To date, the implementation has completed the drafting of the most basic documents of the Feasibility Study Report, which has been submitted to the competent authority for approval.
To gain the support and consensus of the political system, agencies from the central to local levels, and individuals and organizations related to the cultural field, there has been continuous contribution from the agencies involved in and coordinating the development of the Program's policies, especially agencies of the National Assembly such as the Committee on Culture and Education (now the Committee on Culture and Social Affairs).
The initiative to develop the Program may have received significant impetus from the highest leaders of the Party and State at the 2021 National Cultural Conference. The directions for cultural development in the next phase were clearly outlined, and tasks were assigned to cultural agencies to begin researching and developing the Program.
From the beginning of 2022, the Ministry of Culture, Sports and Tourism proactively researched and developed a proposal for investment in the Program and consulted with agencies, research institutes, scientists, especially the Committee on Culture and Education as an agency of the National Assembly, while also seeking opinions from members of the Committee in their personal capacity—individuals dedicated to the development of the country's culture.
On August 14, 2023, the Ministry of Culture, Sports and Tourism submitted Report No. 219/TTr-BVHTTDL regarding the appraisal of the Investment Policy Proposal Report for the Program, along with Investment Policy Proposal Report No. 218/BC-BVHTTDL.

Following the procedures stipulated in the Law on Public Investment, on April 17, 2024, the Government issued Resolution No. 50/NQ-CP approving the Report proposing the investment policy and authorizing the Minister of Culture, Sports and Tourism to submit the investment policy for the program to the 15th National Assembly for consideration and approval on behalf of the Government.
In a spirit of urgency and support for the Government and the Ministry of Culture, Sports and Tourism, and based on the advice of the Committee on Culture and Education, on May 12, 2024, the Standing Committee of the National Assembly held a meeting to provide feedback on the Report proposing the investment policy for the program.
On May 13, 2024, the National Assembly's Committee on Culture and Education issued Verification Report No. 2429/BC-UBVHGD15. On May 19, 2024, the Secretary General of the National Assembly issued Notice No. 3652/TB-TTKQH summarizing the Standing Committee of the National Assembly's comments on the proposed investment policy report.
In implementing Resolution No. 142/2024/QH15 dated July 9, 2024, on the 7th Session of the 15th National Assembly, the Ministry of Culture, Sports and Tourism has seriously considered and addressed the opinions of the National Assembly and finalized the dossier for the Report proposing the investment policy for the Program.

On September 13, 2024, the Government issued Resolution No. 140/NQ-CP approving the Report proposing the investment policy for the Program and authorizing the Minister of Culture, Sports and Tourism to submit the Program's investment policy to the 15th National Assembly for consideration and approval on behalf of the Government.
Once again, the Committee on Culture and Education promptly organized the review, reported to the Standing Committee of the National Assembly, sought opinions from National Assembly deputies, and worked closely with the Ministry of Culture, Sports and Tourism to incorporate and revise the content according to the requirements of the National Assembly deputies, ensuring that the submitted dossier complied with regulations.
On November 27, 2024, at its 8th session, the National Assembly approved Resolution No. 162/2024/QH15 approving the investment policy for the Program.
To date, the Ministry of Culture, Sports and Tourism has closely followed the content of Resolution No. 162 to prepare a feasibility study report to be submitted to the Prime Minister (on May 20, 2025) and is finalizing the Prime Minister's Decisions approving the criteria for implementing the Program as well as the Decision stipulating the principles, criteria, allocation norms of central government budget funds and the matching ratio of local budgets for implementing the Program.
Putting legal regulations into practice in real life.
At the Conference, on behalf of the Minister of Culture, Sports and Tourism Nguyen Van Hung, Deputy Minister Trinh Thi Thuy presented the Minister's Certificate of Commendation to individuals who made positive contributions to the drafting and completion of the Law amending and supplementing a number of articles of the Law on Advertising, the Law on Cultural Heritage, and the National Target Program on Culture for the period 2025 - 2035.

In her congratulatory remarks and expression of appreciation and gratitude for the contributions and cooperation of the Committee on Culture and Society (formerly the Committee on Culture and Education), and the members involved in the process of drafting the Law amending and supplementing a number of articles of the Law on Advertising, the Law on Heritage, and the National Target Program on cultural development for the period 2025-2035, Deputy Minister Trinh Thi Thuy stated: At two consecutive sessions of the National Assembly, the Ministry of Culture, Sports and Tourism has submitted reports and had three important tasks approved by the National Assembly according to the work plan of the Ministry of Culture, Sports and Tourism and the direction of the Minister of Culture, Sports and Tourism.
These are all key tasks, important legal tools, and the basis for implementing state management tasks in the field of culture, sports, and tourism.
At the same time, it contributes to perfecting the foundation for reforming the methods of state management in the extremely important areas of the Culture, Sports and Tourism sector.
According to the Deputy Minister, all three tasks involved a very meticulous and serious process from the lead agency, the Ministry of Culture, Sports and Tourism, and the coordination between the Ministry of Culture, Sports and Tourism and other ministries, sectors, and localities to complete the dossiers for submission to the National Assembly.
The Deputy Minister stated that during the implementation process, many difficulties arose, and many lessons were learned.
The 2021 National Cultural Conference proposed guiding principles of the Party, including the direction for building a National Target Program on cultural development.
To accomplish this task, the Ministry of Culture, Sports and Tourism closely coordinated with other ministries and agencies, especially with the National Assembly's Committee on Culture and Education at that time, and advised competent authorities to organize a national workshop on "Institutions, policies and resources for cultural development". At this workshop, Party and State leaders and agencies identified the key tasks for building a national target program on cultural development and considered this a strategic task.

Regarding the Law on Cultural Heritage and the Law amending and supplementing certain articles of the Law on Advertising, these are backbone areas in the state management of the industry and are closely linked to the people and businesses. During the drafting process, there have been many changes and adjustments to the policies and laws.
According to the Deputy Minister, the Ministry of Culture, Sports and Tourism still has many tasks that require the coordination of the Committee on Culture and Social Affairs to complete the legal framework for the management of the industry, such as the plan to draft and submit to the National Assembly for approval amendments and supplements to some articles of the Law on Tourism, the Law on Physical Education and Sports, or to complete the legal framework for the fields of Performing Arts, Fine Arts, Photography and Exhibitions.
“During the implementation of functions and tasks, in order for legal regulations to be put into practice, monitoring the implementation is extremely important. I hope that the comrades in the Committee on Culture and Social Affairs will continue to direct and coordinate the organization of monitoring the implementation of legal regulations to contribute to promoting and bringing legal regulations into practical life,” Deputy Minister Trinh Thi Thuy expressed.
