According to the People's Army, on July 9, Senior Lieutenant General Pham Hoai Nam, Deputy Minister of National Defense chaired a working session on deploying, researching, designing, manufacturing, and mastering smart artillery shell manufacturing technology with units under the General Department of Defense Industry.
Also at the working session, the Institute of Weapons under the General Department of Defense Industry and related agencies and units emphasized that the domestic defense industry has enough capacity to research, manufacture, master technology and organize the production of smart artillery shells, thereby promptly equipping forces to serve the task of training, combat readiness and protecting the Fatherland.

Speaking at the meeting, Senior Lieutenant General Pham Hoai Nam emphasized that smart artillery shells are integrated with many advanced technologies and have high scientific content. Therefore, the General Department of Defense Industry must closely coordinate with strong units inside and outside the Army such as: Military Technical Academy, Military Science and Technology Institute, Military Industry-Telecom Group ( Viettel ), Vietnam Academy of Science and Technology, Hanoi University of Science and Technology... and at the same time, it is necessary to promote international cooperation in research and technology transfer.
Senior Lieutenant General Pham Hoai Nam also requested agencies and units to continue researching and developing appropriate and practical product development roadmaps to effectively carry out tasks, achieving targets and technical and tactical features approved by competent authorities.
Over the years, the Vietnamese defense industry has been proactive in producing all ammunition for infantry and artillery, air defense, ground and many types of artillery for naval vessels. In particular, the production of artillery ammunition has been constantly improved and modified to suit the requirements of combat in the modern war environment.
Nowadays, the power of artillery is enhanced when smart artillery shells appear, capable of self-correcting their flight path to the target according to the information provided to increase the probability of destroying the target many times compared to conventional artillery shells.

In terms of operating principles, smart artillery shells are similar to conventional shells, so they can use the same firing systems. The only difference is that when fired, smart artillery shells can self-correct their trajectory through rudders and gyroscopes to destroy targets. Based on the guidance method, smart artillery shells can be divided into two types: Semi-active guidance type; shells based on target indication by laser, radar guided by reconnaissance vehicles such as aircraft, drones, ground reconnaissance forces, satellites, etc.
Smart artillery shells have been and are being used in the armies of many countries around the world , such as Russia's Krasnopol (semi-active) laser-guided artillery shell; the US's Excalibur Block M982 and SADARM 203mm.
Besides the advantages of high accuracy and the ability to destroy targets with just "one shot", the mass use of smart artillery shells still faces many difficulties due to production costs, storage methods, and the ease of being neutralized by the enemy's ability to jam and camouflage.
