The development of the Decree stipulating a number of regimes and policies for civil servants and professional workers in public service units in the field of performing arts aims to implement the direction of Deputy Prime Minister Mai Van Chinh in Official Dispatch No. 6027/VPCP-KGVX dated June 30, 2025 of the Government Office on the development and submission of the draft Decree stipulating a number of regimes and policies for civil servants and professional workers in public service units in the field of performing arts.

At the same time, determine the work contents, deadlines, completion progress, specific products and responsibilities of relevant agencies and units in organizing the implementation of the Decree stipulating a number of regimes and policies for civil servants and professional workers in public service units in the field of performing arts (replacing Decision No. 14/2015/QD-TTg dated May 20, 2025 of the Prime Minister on preferential occupational allowances and compensation regimes for people working in the field of performing arts) to ensure progress, consistency and efficiency.
Accordingly, the Ministry of Culture, Sports and Tourism assigned the Department of Performing Arts to preside over and coordinate with relevant agencies and units to develop a Decree stipulating a number of regimes and policies for civil servants and professional workers in public service units in the field of performing arts. Deadline for completion: before October 20, 2025.
The implementation contents include: Establishing a drafting team to develop the Decree; Developing a draft Decree dossier and collecting comments from the drafting team; Posting the draft Decree; collecting comments from ministries, branches, localities and relevant subjects of the draft Decree; Synthesizing, receiving and explaining comments to complete the draft Decree dossier and collecting comments from the drafting team; Completing the draft Decree dossier to send to the Ministry of Justice for appraisal; Receiving appraisal comments from the Ministry of Justice and revising and completing the draft Decree dossier, submitting to the Government for consideration and signing for promulgation.
The Ministry of Culture, Sports and Tourism requests to ensure the development and submission to the Government for promulgation of the Decree in accordance with the order and procedures prescribed in the Law on Promulgation of Legal Documents 2025 and Decree No. 78/2025/ND-CP dated April 1, 2025 of the Government detailing a number of articles and measures to organize and guide the implementation of the Law on Promulgation of Legal Documents. Specifically determine the content of work, completion deadline and responsibilities of agencies, organizations and units in implementing the development of the draft Decree.
During the drafting process, it is necessary to ensure close coordination between agencies, organizations and units inside and outside the Ministry, promptly urge and remove difficulties and obstacles during the drafting process./.
