Prime Minister: “8.5% growth in 2025 is difficult, but not impossible”

(Dan Tri) - Stabilizing the macro economy, controlling inflation below 4.5%, and achieving GDP growth of 8.3-8.5% in 2025, according to Prime Minister Pham Minh Chinh, is a very difficult goal with many challenges, but not impossible.

This was the assessment emphasized by Prime Minister Pham Minh Chinh when concluding the Government's online conference with localities on economic growth scenarios and tasks and solutions to achieve the 2025 growth target on the morning of July 16.

The Head of Government emphasized important goals such as stabilizing the macro economy; controlling inflation at around 4.5%; achieving GDP growth of 8.3-8.5% in 2025 and 10% or more in 2026; and ensuring major balances of the economy.

The Prime Minister also mentioned the target of total social investment in 2025 of about 2.8 million billion VND, of which public investment is about 1 million billion VND and other sources are about 1.8 million billion VND. Along with that, well control public debt, government debt, foreign debt, budget deficit; improve the material and spiritual life of the people.

“This is a very difficult and challenging goal, but we cannot help but do it and this goal is not impossible,” the Prime Minister emphasized, adding that if we cannot achieve this goal this year, it will affect growth in the coming years and the two 100-year goals that have been set.

Specifying 16 groups of key tasks and solutions, the Prime Minister requested the entire political system to take action with high determination, great efforts, drastic and effective actions, and complete each task with the motto "6 clear": clear people, clear work, clear time, clear responsibility, clear results, clear authority.

The Prime Minister requested to continue implementing a proactive, flexible, timely and effective monetary policy. He assigned the State Bank to direct the stabilization of exchange rates, strive to continue reducing interest rates, support production, business and people's livelihoods, and control credit flows into the growth engines of the economy.

According to the Government leader, monetary and fiscal policies must be coordinated harmoniously, reasonably, effectively, supportive, promoting, and relying on each other to boost economic growth.

Regarding the implementation of the three strategic breakthroughs, the Prime Minister requested that the targets for highways, coastal roads, and railway projects must be completed and construction started. Localities assigned to the projects must promote the spirit of self-reliance, self-reliance, self-control, and self-responsibility.

To promote new growth drivers, the Prime Minister requested to continue implementing the four "four pillars" resolutions of the Politburo, resolutions of the National Assembly and the Government. The Ministries of Health, Education and Training, Culture, Sports and Tourism were assigned to complete draft resolutions on breakthroughs in the development of health, education and culture to submit to the Politburo for promulgation.

On this occasion, the Prime Minister requested ministries, localities and agencies to prepare well for participating in the national exhibition on "80 years of the journey of independence - freedom - happiness" with a spirit of urgency and creativity.

Regarding agriculture, the Prime Minister noted ensuring food security and expanding exports to markets such as China, the Middle East, Africa, South America, etc.

Regarding culture and tourism, the Prime Minister requested promoting the development of cultural and entertainment industries; having appropriate visa policies along with stepping up tourism promotion to achieve the target of 25 million tourists in 2025.

The head of the Government requested to promote decentralization and delegation of power along with resource allocation, improve enforcement capacity and strengthen inspection and supervision; cut administrative procedures, reduce inconvenience, costs and compliance time for people and businesses.

For localities, the Prime Minister noted the need to promote a proactive and creative spirit, not to wait or rely on others.

Regarding social security, the head of the Government emphasized the need to focus on eliminating temporary and dilapidated houses nationwide before August 31, including eliminating temporary and dilapidated houses for people with revolutionary contributions before July 27; and resolutely and effectively implementing the social housing program.

The Prime Minister directed the establishment of a flexible, periodic monitoring, evaluation, and summary mechanism and appropriate adjustments. At the same time, he noted the need to build a team of grassroots cadres capable of fulfilling their tasks, being close to the people, serving the people, and immediately resolving work for the people at the grassroots level.
