
According to the report from the People's Committee of Phu Ninh District and the Department of Construction, the urban classification assessment includes 5 criteria. As of now, Phu Thinh urban area has achieved 82.43 points out of a minimum standard of 75 points. None of the 5 criteria meet the minimum standard score.
Several criteria achieved maximum scores, such as: the criteria for location, function, and role of the new town, which were assessed at 5/5 points; and the percentage of non- agricultural labor, which reached 6/6 points. Through analysis, evaluation, and scoring of the criteria, it is evident that the expanded Phu Thinh town fully meets the criteria for a type V urban area.

As the only commune-level administrative unit in the province to merge a commune with a town (Tam Vinh commune with Phu Thinh town), at the 14th session of the Phu Ninh District People's Council (12th term), the District People's Committee submitted a proposal requesting approval of the plan to classify the expanded Phu Thinh town as meeting the criteria for a type V urban area.
In its report on this matter, the Legal Committee of the Phu Ninh District People's Council stated that: In recent years, the pace of urbanization has been slow and somewhat spontaneous, and the urban economy has not seen many breakthroughs. Technical and social infrastructure has not been invested in comprehensively, urban amenities are still lacking, and the quality of life and income of residents in Phu Thinh urban area remain low. State management of urban areas still has many limitations, the management of the current situation is ineffective, and urban development plans are still affected by obstacles in land clearance and resources for implementation.
Based on the above situation, the Legal Affairs Committee of the Phu Ninh District People's Council proposes that the District People's Committee set forth breakthrough directions and solutions for urban development in the coming period. Specifically, it is necessary to recognize that planning always precedes urban development and to continue refining and reviewing the 1/5,000 general plan, 1/2,000 zoning plan, and 1/500 detailed plan. This will serve as a basis for proposing adjustments to inadequacies and inconsistencies with reality to the competent authorities, thereby facilitating management and infrastructure investment, and ensuring the early completion of the urban development program.
Along with that, accelerate economic development; mobilize all resources to the maximum extent and use capital effectively to meet the needs of urban construction and development. Implement solutions to mobilize capital and attract investment through various forms to create investment resources for urban development. In particular, focus on investing in areas such as transportation infrastructure development, urban landscape, commerce, and services…
According to the Provincial People's Committee's plan for merging district and commune-level administrative units in the province for the period 2023-2025, which was recently approved by the Provincial People's Council, the entire natural area and population of Tam Vinh commune (natural area of 13.84 km² , reaching 46.13% and population of 5,607 people, reaching 70.09% of the standard) and Phu Thinh town (natural area of 6.48 km² , reaching 46.29% and population of 5,321 people, reaching 66.51% of the standard) will be merged to form the new Phu Thinh town.
After its establishment, Phu Thinh town has a total natural area of 20.32 km² and a population of 10,928 people; meeting both criteria regarding natural area and population size according to Resolution No. 1211 dated May 25, 2016 of the Standing Committee of the National Assembly .
