Recently, U Minh district simultaneously implemented the "Congratulatory Letter" model in handling administrative procedures for first-time birth and marriage registration, distributing 1,030 congratulatory letters along with birth certificates and marriage certificates. "Besides ensuring that administrative procedures are handled quickly and in accordance with regulations, this has created a sense of excitement and closer ties between the government and the people, building and strengthening trust and affection among the people, especially in the area of handling administrative procedures," Mr. Liem happily shared, noting that Khanh An commune is a unit that has successfully implemented this initiative.
Members of the Provincial People's Council's Legal Affairs Committee's Supervisory Delegation surveyed and learned about the implementation of civil registration work and administrative reform in civil registration at the One-Stop Service Center of U Minh district on October 31st.
In Thoi Binh district, the locality has completed the digitization of historical civil registration records throughout the district; civil registration agencies have checked, reviewed, cleaned up data, and officially transferred the approved digitized data (on the 158 civil registration software) to the Ministry of Justice 's electronic civil registration database, covering all 13 units. “For many years, administrative procedure reform has been identified as a key, breakthrough area and has been strongly implemented at all administrative levels in the direction of simplification, creating a favorable and open environment for socio-economic development, ensuring the legitimate interests and rights of the people. In particular, civil registration work and administrative reform related to civil registration have been seriously and fully implemented by the locality, bringing about positive changes and creating satisfaction among the people,” shared Mr. Tran Minh Nhan, Vice Chairman of the People's Committee of Thoi Binh district.
In reality, civil registration work and administrative reform in the field of civil registration still face difficulties that require attention and more investment in resources, funding, facilities, and working equipment for civil registration agencies. A recent survey by the Legal Affairs Committee of the Provincial People's Council in districts and communes revealed many outdated computers that have not been upgraded, and a lack of storage facilities and filing cabinets. Currently, some administrative procedures in the field of civil registration require simultaneous implementation across multiple systems (using the Ministry of Justice's shared civil registration software and the provincial administrative procedure information system), while also requiring the recording of civil registration events in paper registers, which is time-consuming and puts pressure on civil servants.
Besides continuing to promote administrative procedure reform in civil registration; implementing data comparison, updating, and synchronization between the National Population Database and the electronic civil registration database, Ca Mau proposes that the Ministry of Justice amend, supplement, or repeal Joint Circular No. 05/2015/TTLT-BTP-BCA-BYT dated May 15, 2015, of the Ministry of Justice, the Ministry of Public Security , and the Ministry of Health guiding the implementation of interconnected administrative procedures for birth registration, permanent residence registration, and issuance of health insurance cards for children under 6 years old, because the legal basis has expired (the 2006 Residence Law, amended and supplemented by the 2013 Law amending and supplementing a number of articles of the Residence Law; Government Decree No. 158/2005/ND-CP dated December 27, 2005, on civil registration and management).
