A person exhibiting "apathy towards the Party" is someone who misunderstands or misinterprets the meaning of the Party's guidelines and policies; who misunderstands the Party's goals and ideals , leading to a loss of faith in the revolutionary cause chosen by the Party, President Ho Chi Minh , and our people.

Another manifestation is a lack of enthusiasm and a feeling of neither honor nor pride in being a member of the Party, even engaging in actions that cause internal disunity or promote erroneous viewpoints. At a more serious level, they may deny the Party's leadership role and abet distorted and subversive rhetoric.

" Apolitical detachment" refers to an indifferent and detached attitude towards political and social issues; a lack of concern for the Party's guidelines and policies, and the State's laws and regulations. Common manifestations include a "don't care" mentality, "whatever happens, happens," avoiding responsibility, and a reluctance to fight against wrongdoing.

With the rapid development of digital technology and subversive activities from hostile forces, the phenomenon of "apathy towards the Party and detachment from politics" can lead to the decline of political ideology, morality, and lifestyle; reduce a sense of responsibility and work efficiency; and create conditions for erroneous viewpoints to infiltrate. Particularly in the revolution to reorganize and streamline the administrative apparatus and units, this "disease" is also manifested through the fear of "losing one's position," discouragement, and a shift towards self-evolution and self-transformation, affecting internal unity.
