New initiatives are needed to create breakthroughs.
According to the unit's report, at the Department of Agriculture and Rural Development, as of the inspection date (September 2024), the unit had completed 24 out of 32 planned tasks, achieving 75%, with the remaining tasks being implemented within the stipulated timeframe. The unit has focused on disseminating information about administrative reform through various forms, such as briefing meetings, conferences, flag-raising ceremonies; the Department's website; and through the Ca Mau newspaper... In particular, to ensure effective and widespread dissemination of agricultural information throughout the province, the Department has developed and implemented an online information portal on agricultural production, through which people can access information in the agricultural sector, effective models; agricultural production techniques; and share topics related to agriculture... The Department of Agriculture and Rural Development regularly and effectively conducts inspections at its affiliated units. The issues identified during the inspection are being rectified in accordance with regulations.
An inspection of the Department of Agriculture and Rural Development's administrative reform revealed that there is still a situation where civil servants and public employees are not assigned according to the approved job position plan. Specifically: 5 out of 198 civil servants (2.53%); 44 out of 720 public employees (6.11%); and 21 out of 918 civil servants and public employees (2.29%) do not meet the required standards. The Department has not publicly disclosed the budget estimates and final accounts of the entire sector as required by Circular No. 61/2017/TT-BTC dated June 15, 2017 and Circular No. 90/2018/TT-BTC dated September 28, 2018 of the Ministry of Finance . Furthermore, it has not developed a plan to inspect financial and asset management in 2023 and the allocation and assignment of budget estimates for 2024 to its subordinate units. The unit's rate of online documents and work files has not met the administrative reform plan target (reaching 85.89%/100%).
Following the inspection at the Provincial Department of Agriculture and Rural Development, the Head of the Inspection Team pointed out existing shortcomings and limitations that need to be addressed.
Ms. Le Thi Kim Chung, Deputy Chief of the Provincial People's Committee Office and Head of the Provincial Administrative Reform Inspection Team, requested that the heads of units under the Department's direct supervision and management of administrative reform be empowered to boldly propose new solutions and initiatives to create breakthroughs in the implementation of administrative reform at the provincial and unit levels. She also urged regular review and proposals to shorten the processing time for administrative procedures; and recommendations to competent authorities to amend and supplement cumbersome and inappropriate administrative procedures. Furthermore, she emphasized the need to continue improving the quality of administrative procedure processing, minimizing the number of overdue applications; and to properly apologize to organizations and individuals for any errors or delays in processing compared to regulations (if any).
“Further strengthen administrative discipline and order in the performance of official duties; assign and arrange civil servants and public employees with expertise suitable to the approved job position plan; boldly streamline civil servants and public employees who do not meet the job requirements, in order to create a transformation in the spirit and responsibility of civil servants and public employees, especially the heads of agencies and units. At the same time, implement effective solutions to overcome the situation of civil servants and public employees who do not meet the standards as prescribed,” Ms. Le Thi Kim Chung clearly stated.
In the coming period, it is necessary to continue improving the quality of iOffice software usage, increasing the percentage of work files processed online; promoting the dissemination of information on administrative reform, especially online public services, on the unit's website and other communication channels, ensuring effectiveness. Improve efficiency and ensure the correct implementation of regulations on autonomy and accountability in organizational structure, staffing, and funding for state administrative agencies and public service units; practice thrift and combat waste to increase income for civil servants and public employees; increase the level of autonomy of affiliated public service units...
