APEC project in Phu Quoc: No delays or waste, not even a single day.

(Dan Tri Newspaper) - The Prime Minister affirmed the unwavering principle in the land clearance process: "The spirit must be focused on the people, for the people. The new homes of the people after resettlement must be better than their old homes."

On the morning of January 28th, Prime Minister Pham Minh Chinh visited the Phu Quoc Special Economic Zone in An Giang province to attend the groundbreaking ceremony and inspect the progress of key projects serving the Asia-Pacific Economic Forum (APEC) in 2027.

The trip aimed to resolve difficulties and obstacles and to encourage the forces involved in the deployment, construction, and implementation.

According to a report from An Giang province, the 21 projects serving the APEC Conference are divided into two main groups.

Group 1 comprises 10 public investment projects, of which 1 project has had its investor selected and 9 projects have had their construction contractors selected. An Giang province is committed to focusing on resolving bottlenecks related to procedures, land acquisition, materials, and construction organization to ensure the progress, quality, and legality of the projects.

Group 2 comprises 11 investment projects under the public-private partnership (PPP) and business investment methods. To date, all 11 projects have completed the investor selection process in accordance with regulations.

Decisive directives from the Prime Minister.

During an inspection of project progress, Prime Minister Pham Minh Chinh requested An Giang province to expedite land clearance, ensuring compliance with the law and the interests of the people, with the principle that new housing must be better than or equal to the old housing.

Regarding construction materials, the Prime Minister directed the application of a special mechanism according to Resolution No. 66.4/2025/NQ-CP, directly assigning mines to investors and contractors to avoid corruption and waste.

The Prime Minister emphasized the spirit of "only talking about doing, not talking about retreating"; "running and queuing at the same time", "overcoming the sun, conquering the rain, not losing to storms and strong winds", "working day and night, working on holidays", "working through holidays", "eating quickly, sleeping urgently" to accelerate construction progress. The highest goal is to prevent negative incidents, corruption, and waste.

The construction organization model should revolve around three pillars: site, materials, and contractor capabilities.

The Prime Minister also visited and encouraged the workers who were constructing the projects, demonstrating his deep concern for the progress and quality of the construction.

Construction begins on two major urban areas.

Also on the same morning, Prime Minister Pham Minh Chinh attended the groundbreaking ceremony for the Bai Dat Do Mixed-Use Urban Area and the Nui Ong Quan Eco-tourism Mixed-Use Urban Area - two of the 21 APEC projects approved.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh assessed that the commencement of these projects immediately after the very successful 14th National Party Congress demonstrates the spirit of "making the right choices - implementing quickly - doing it thoroughly - measuring by results".

The Prime Minister emphasized high determination, great efforts, and decisive action, with the motto "6 clear points": Clear person, clear task, clear time, clear responsibility, clear authority, clear product; putting the people and businesses at the center.

The Prime Minister affirmed that hosting APEC 2027 is a great honor for Vietnam in general and Phu Quoc, An Giang in particular. With the experience of organizing APEC 2006 and 2017, the Prime Minister expressed confidence that the infrastructure projects will contribute to the country's development, enhancing its potential, position, and prestige.

The Bai Dat Do mixed-use urban area covers 88.4 hectares with a total investment of approximately 64,000 billion VND, including 15 high-rise beachfront hotel buildings with nearly 6,500 rooms, along with towers up to 40 stories high integrating luxury hotels, shopping centers, and a beachfront plaza.

The Nui Ong Quan mixed-use eco-tourism urban area has a total investment of approximately 5,550 billion VND, covering an area of ​​over 21 hectares, and is expected to provide around 5,200 serviced apartments, addressing the shortage of accommodation facilities in Phu Quoc.

Upon completion, these two projects will add approximately 12,000 rooms, serviced apartments, and commercial centers, creating world-class landscapes, preparing the best accommodation infrastructure for APEC 2027, and shaping a new urban face for hotels and commerce in Phu Quoc.

Progress of infrastructure projects serving APEC 2027 (as of the end of January 2026):

Phu Quoc International Airport: Total investment of VND 21,998 billion. Terminal T2 has completed all rough construction and 80% of the steel structure, with Phase 1 expected to be handed over on December 30th. The VIP terminal has reached 100% completion of rough construction, steel structure, and 10% of MEP items, with completion expected by the end of September. Runway 2 has reached 30% completion, with completion expected in mid-2026.

The Metropolitan Rapid Transit (MRT) line is 17.7km long, with a total investment of nearly 8,950 billion VND. Construction began on December 19, 2025, and it is expected to be operational in the second quarter of 2027. The project currently requires adjustments to the master plan to connect the locations of stations and depots.

APEC Boulevard: The design has been adjusted to shorten the length to 1.45km, with the goal of handing over the entire cleared site by February.

APEC Conference Complex: Includes a Convention and Exhibition Center (capacity 6,500 seats) and a Multi-purpose Theater (4,000 seats). The reinforced concrete structure volume is 90% and 80% respectively. The project is implemented under the PPP (BT contract) model, with all components expected to be completed in Q2/2027.
