
On the morning of May 27th, in Thach Ha commune, Mr. Duong Tat Thang - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council, and leaders of Thach Ha commune chaired a meeting between the Delegation No. 6 of the Provincial People's Council and voters in the communes of Thach Ha, Toan Luu, and Viet Xuyen.

At the conference, Ms. Nguyen Thi Mai Thuy - Deputy Secretary in charge of the Party Committee of the provincial Party agencies - reported on the socio -economic and national defense and security situation in the first months of 2026, the tasks and solutions for the coming period of the province; and the main contents expected to be presented at the mid-year regular session of the 19th Provincial People's Council in 2026.

Following this, local voters expressed their opinions, highly appreciating the province's achievements in the first months of 2026 and making suggestions and proposals on many issues related to people's lives.

At the conference, voters requested that the Provincial People's Council pay attention to the village merger process, noting the timelines and progress of implementation to ensure objective and effective monitoring and evaluation. In addition, voters suggested that solutions be implemented soon to effectively utilize surplus facilities after the merger; and that appropriate policies be enacted to motivate local officials.
Voters also proposed upgrading the infrastructure of village cultural centers; providing funding for the development of software and a synchronized platform to implement a paperless meeting model at the commune-level People's Councils. In addition, many suggestions were made to address shortcomings related to allowances for concurrent duties and special benefits for grassroots officials, especially those working at commune-level public administrative centers.

Furthermore, voters also requested that the province implement solutions to accelerate the progress of projects in the area; suggested researching the conversion and effective utilization of some surplus facilities into public welfare projects; and paid attention to investing in upgrading the Huu Nghen dike to ensure safety and prevent natural disasters. In addition, solutions are needed to effectively exploit marine fishing grounds and create sustainable livelihoods for fishermen.
Many opinions also suggested researching mechanisms for seconding and strengthening the number of officials and staff in localities to suit practical requirements. At the same time, voters proposed reducing the requirement for verbal reports and increasing reports using data and tables linked to specific recommendations and proposals to improve work efficiency. Regarding digital transformation at the grassroots level, voters suggested researching the integration and synchronization of software to facilitate the work of grassroots officials.

Speaking at the conference, Mr. Duong Tat Thang, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council, received, discussed, and explained some issues of concern to the voters.

Regarding the opinions of commune-level voters on issues such as village mergers, handling of surplus office buildings, commune-level authority, staffing and operation of the Public Administrative Service Center, the leaders of the Provincial People's Council stated that they have worked with the Provincial People's Committee to soon issue specific guidelines. For localities with many key projects and a large volume of land clearance work, representatives of the Provincial People's Council delegation shared their understanding of the current pressure on the staff; and stated that the province will consider these concerns and report to the Standing Committee of the Provincial Party Committee for consideration of appropriate staffing increases.
Regarding software to support the activities of the Provincial People's Council, the province is researching and developing a common, synchronized software for all functions and tasks. This is a new initiative, so it requires time for research and refinement, and is expected to be implemented in the second quarter. Regarding recommendations related to the progress of projects in Thach Ha district, such as the AFD project and wastewater treatment, the Provincial People's Council generally agrees with the voters' opinions; at the same time, it requests the locality to strengthen supervision and submit specific written recommendations to the Provincial People's Council for consideration.
