National Digital Transformation Agency: Continuing to affirm its leading role in the country's digital transformation.

On the afternoon of July 18, 2025, in Hanoi, the Party Committee of the National Digital Transformation Agency held its 5th Congress for the 2025-2030 term. Comrade Pham Duc Long, Standing Deputy Secretary of the Party Committee and Deputy Minister of Science and Technology, attended and delivered a guiding speech.

In his opening remarks, Comrade Nguyen Thanh Phuc, Secretary of the Party Committee and Director of the National Science and Technology Development Department, stated that the 5th Party Congress of the National Science and Technology Development Department is taking place at a special time when the country is entering a new era, and the entire science and technology, innovation, and digital transformation sector has been identified by the Party as the main driving force for rapid and sustainable national development according to Resolution 57-NQ/TW.

The Congress has three main tasks: Evaluating the implementation of the Resolution of the Congress for the 2020-2025 term, identifying strengths and weaknesses, causes, and lessons learned, and determining the goals, directions, and tasks for the 2025-2030 term in line with the requirements of the comprehensive digital transformation era; electing the new Executive Committee and the delegation to attend the Party Congress of the Ministry of Science and Technology for the 2025-2030 term. The success of the Congress is a prerequisite for the National Digital Transformation Agency to continue innovating and improving the effectiveness and efficiency of its operations, contributing to realizing the goal of making digital transformation a new development platform for the nation, contributing 1-1.5% to the country's economic growth.

Contributing to the improvement of the legal framework for national digital transformation.

The Party Committee of the National Bureau of Standards, Metrology and Quality Control currently has 50 party members, accounting for 51.54% of the total staff, with 6 subordinate party branches. With a dedicated team of party members and staff possessing good professional qualifications and skills, the Bureau has implemented a large volume of tasks requiring in-depth and complex expertise during the 2020-2025 term.

One of the outstanding achievements is its role in advising on policies, contributing to the completion of the national legal framework for digital transformation, creating new space and impetus for development serving digital transformation. Specifically, the Department has advised and submitted to the Government for promulgation many important documents such as: Resolution No. 03/NQ-CP and Resolution No. 71/NQ-CP of the Government. The Government has issued the Action Program to implement Resolution No. 57-NQ/TW of the Politburo ; Government Decree 194/2025/ND-CP detailing some provisions of the Law on Electronic Transactions on national databases, data connection and sharing, and open data serving electronic transactions of state agencies; Government Decree 82/2024/ND-CP dated July 10, 2024, amending and supplementing some articles of Government Decree 73/2019/ND-CP on the management of investment in IT applications using state budget funds; and many other legal documents. Regarding national databases, online public services, etc.

Overview of the Congress

In terms of international rankings, Vietnam has made remarkable progress in e-government development according to the United Nations' assessment. In 2024, Vietnam ranked 71st out of 193 countries, an increase of 15 places compared to 2022.

In the field of digital government, the rate of online public service applications nationwide has reached approximately 40%. The Department has implemented the evaluation and publication of the quality of the Information System for resolving administrative procedures at the ministerial and provincial levels; and effectively monitored online public services using the EMC system to serve state management. In 2024, the first National Conference on Improving the Efficiency of Online Public Service Delivery was held under the chairmanship of the Prime Minister.

Currently, regarding national digital platforms and shared digital platforms for sectors, fields, and regions, there are 225 digital platforms at 14 central and local agencies that have been, are being, or are planned to be implemented.

In particular, the Community Digital Technology Team (CTC) model has been widely implemented: nearly 100,000 teams with 500,000 members have been established in all 63 provinces and cities, reaching down to the commune, ward, village, hamlet, and neighborhood levels. From a model developed individually at the local level, the CTC has now become a nationwide digital transformation network, serving as an extension of the Digital Transformation Steering Committee from the provincial to the grassroots level.

During the 2025-2030 term, the Party Committee of the National Digital Transformation Department will continue to affirm its pivotal role in political leadership and guiding the development of the unit amidst the strong digital transformation process. The Department has identified key and breakthrough tasks that need to be implemented in the next term. The top priority is the development of a Law on Digital Transformation. The law is being developed in the direction of... The framework law plays an overarching role, connecting and coordinating the overall activities of digital transformation; contributing to the creation of a unified legal ecosystem for digital transformation, ensuring high feasibility.

Other key tasks include: Improving the quality of online public services; AI strategy and action plan; Digital government development program; Deploying shared digital platforms and upgrading NDXP.

Focus on developing a Digital Transformation Law, creating a framework law to promote national digital transformation.

Delivering a keynote address at the Congress, Deputy Minister Pham Duc Long, Permanent Deputy Secretary of the Party Committee of the Ministry of Science and Technology, acknowledged and highly appreciated the outstanding efforts and results achieved by the Party Committee of the National Surveying and Mapping Department during the 2020-2025 term.

The Deputy Minister noted that the National Digital Transformation Department is one of the busiest units with the largest workload within the Ministry. Despite having a small staff and many positions yet to be filled, the Department has completed a very large volume of work, including implementing the Party and Government's programs and action plans on digital transformation, building and perfecting the institutional framework, and issuing numerous guidelines to ministries, sectors, and localities on digital government.

Digital transformation is a technology-related field that develops very rapidly and not sequentially. The Ministry of Science and Technology is the leading ministry in digital transformation, therefore the Department needs to clearly define its leading role in digital transformation and ensure that all work leads to final results.

The Department's leadership should regularly organize and facilitate the participation of staff in programs to update and enhance their knowledge and skills in order to perform their work effectively and efficiently.

In the coming period, the National Digital Transformation Agency will focus on institution building, implementation, and playing a leading role in digital transformation. Regarding institution building, the Agency will focus on developing the Law on Digital Transformation, establishing a legal framework for this field, and further improving the legal framework for digital government, smart cities, etc.

Resolution 57-NQ/TW clearly states that science and technology, innovation, and digital transformation will be the main driving forces for national growth in the new period. The science and technology sector has acknowledged to the government and the country that science and technology, innovation, and digital transformation will contribute 5% to the country's economic growth, with science and technology accounting for 1%, digital transformation 1-1.5%, and innovation 3%. This is a huge responsibility, a very high pressure, but also a great honor to be entrusted with this responsibility by the Party and the Government, the Deputy Minister emphasized.

Finally, the Deputy Minister expressed his gratitude to all the leaders, officials, Party members, and employees of the Department for their tireless efforts and dedication to successfully completing the tasks assigned by the Party, the Government, and the Ministry. All tasks were completed on schedule. This is an extraordinary achievement.
