On the afternoon of July 18, 2025, in Hanoi, the Party Committee of the National Digital Transformation Agency held its 5th Congress for the 2025-2030 term. In his opening speech, Comrade Nguyen Thanh Phuc, Party Secretary and Director of the National Digital Transformation Agency, said that the 5th Party Congress of the National Digital Transformation Agency took place at a special time when the country entered a new era, the entire science and technology sector, innovation and digital transformation were identified by the Party as the main driving force for the country's rapid and sustainable development according to Resolution 57-NQ/TW.

The Congress has three key tasks: Assessing the implementation of the Congress Resolution for the 2020-2025 term, pointing out advantages and disadvantages, causes, lessons learned, determining goals, directions, and tasks for the 2025-2030 term in line with the requirements of the comprehensive digital transformation period; Electing the new Executive Committee and the delegation to attend the Party Congress of the Ministry of Science and Technology for the 2025-2030 term. The success of the Congress is a premise for the National Digital Transformation Agency to continue to innovate, improve the effectiveness and efficiency of operations, contributing to realizing the goal of making digital transformation a new development foundation for the country, contributing 1-1.5% to the country's economic growth.

Contribute to perfecting the legal corridor on national digital transformation

The Party Committee of the National Digital Transformation Department currently has 50 party members, accounting for 51.54% of the total number of cadres with 6 affiliated party cells. With a team of dedicated party members with good professional qualifications and skills, the Department has deployed and implemented a large volume of tasks requiring deep and complex expertise during the 2020-2025 term.

One of the outstanding marks is the role of policy advisory, contributing to the completion of the national digital transformation legal corridor, creating new space and development motivation to serve digital transformation. Specifically, the Department has advised the Government to issue many important documents such as Resolution No. 03/NQ-CP and Resolution No. 71/NQ-CP of the Government. promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo ; Decree 194/2025/ND-CP of the Government detailing a number of articles of the Law on Electronic Transactions on national databases, data connection and sharing, open data serving electronic transactions of state agencies; Decree 82/2024/ND-CP dated July 10, 2024 of the Government amending and supplementing a number of articles of Decree 73/2019/ND-CP of the Government on management of investment in IT applications using state budget funds and many other legal documents about national database, online public services...

Overview of the Congress

In terms of international rankings, Vietnam has made great strides in e-Government development rankings according to the United Nations assessment. In 2024, Vietnam ranked 71st out of 193 countries, up 15 places compared to 2022.

In the field of digital government, the rate of online public service records nationwide is about 40%. The Department has implemented the assessment and announcement of the quality of the administrative procedure settlement information system at the ministerial and provincial levels; and monitored the effectiveness of public services using the EMC system to serve state management. In 2024, the first National Conference on improving the effectiveness of online public service provision will be held under the chairmanship of the Prime Minister.

Currently, regarding national digital platforms, shared digital platforms of industries, fields, and regions, up to now, there have been 225 digital platforms at 14 central and local agencies that have been, are being, and are planning to be deployed.

In particular, the Community Digital Technology Team (CNSCĐ) model has been widely deployed: 63/63 provinces and cities have established nearly 100,000 Teams with 500,000 members down to the commune, ward, village, hamlet, and quarter levels. From a single development model at the local level, the CNSCĐ Team has now become a nationwide digital technology network, an extended arm of the Digital Technology Steering Committee from the provincial level to the grassroots level.

In the 2025-2030 term, the Party Committee of the National Digital Transformation Department will continue to affirm its core role, political leadership, and guiding the development of the unit in the context of strong digital transformation. The Department has identified key and breakthrough tasks that need to be deployed and implemented in the coming term. The top priority task is to develop the Digital Transformation Law. The Law is developed in the direction of Framework law, which has an overarching role, connecting and coordinating overall digital transformation activities; contributing to creating a unified legal ecosystem for digital transformation, ensuring high feasibility.

Other important tasks include: Improving the quality of online public services; AI strategy and action plan; Digital government development program; Deploying shared digital platforms and upgrading NDXP.

Focus on building the Law on Digital Transformation, creating a framework law to promote national digital transformation

Speaking at the Congress, Deputy Minister Pham Duc Long, Standing Deputy Secretary of the Party Committee of the Ministry of Science and Technology, acknowledged and highly appreciated the efforts and outstanding results that the Party Committee of the National Digital Transformation Department has achieved in the 2020-2025 term.

The Deputy Minister commented that the National Digital Transformation Agency is one of the busiest units with the largest workload of the Ministry. Although the staff is still small and many positions have not been fully staffed, the Agency has completed a huge amount of work, including implementing programs and action plans of the Party and the Government on digital transformation, building and perfecting institutions, and issuing many guidelines for ministries, branches and localities on digital government.

Digital transformation is a technology-related field that develops very quickly and not sequentially. The Ministry of Science and Technology is the leading ministry in digital transformation, so the Department needs to clearly define its leading role in digital transformation and all work needs to reach the final result.

The Department's leaders need to regularly organize and create conditions for employees to participate in programs to update and improve their knowledge and skills to perform their work well and effectively.

In the coming time, the National Digital Transformation Agency will focus on building institutions, implementing and playing a leading role in digital transformation. Regarding institutional building, the Agency will focus on building the Digital Transformation Law, building a legal framework for this field, in addition, it is necessary to continue to perfect the legal corridor for digital government, smart cities, etc.

Resolution 57-NQ/TW has clearly stated that science and technology, innovation and digital transformation will be the main driving force to promote the country's growth in the new period. The science and technology sector has committed to the government and the country that science and technology, innovation and digital transformation will contribute 5% to the country's economic growth, of which science and technology is 1%, digital transformation is from 1 to 1.5% and digital transformation is 3%. This is a huge responsibility, very high pressure, but it is also an honor to be entrusted by the Party and the Government, the Deputy Minister emphasized.

Finally, the Deputy Minister expressed his gratitude to all leaders, cadres, party members and employees of the Department for not minding difficulties and working hard day and night to successfully complete the tasks assigned by the Party, Government and Ministry. All tasks were completed on schedule by the Department. That was an extraordinary result.
