
According to the Tax Department, the Plan was issued with the aim of objectively assessing the quality of public administrative service provision of tax authorities, thereby identifying strengths and limitations, promptly grasping the requirements, desires and difficulties of taxpayers to develop solutions to perfect policies, solutions to improve service quality and service provision of tax authorities to improve service efficiency, enhance transparency and publicity, create a favorable tax environment and promote voluntary compliance of taxpayers, contributing to building a service-oriented administration with taxpayers at the center.
In order to implement the measurement of taxpayer satisfaction according to the Plan in a timely and consistent manner and achieve the set goals, the Tax Department continues to issue an official dispatch directing the Provincial and Municipal Tax Departments to disseminate and thoroughly implement the Plan for measuring taxpayer satisfaction to all leaders and civil servants of the Provincial and Municipal Tax Departments and the Tax Departments to clearly understand the goals, contents and significance of measuring taxpayer satisfaction.
Accordingly, the Tax Department requires tax officials to enhance their sense of responsibility, service attitude, and readiness to receive feedback from taxpayers during the survey process. At the same time, tax officials are strictly prohibited from influencing or intervening in the process of taxpayers participating in the satisfaction survey and distorting the results of taxpayers' assessment.
