
Speaking at a meeting of NATO foreign ministers in Helsingborg, Sybiha said that Ukraine was still holding its ground and that Russia's manpower advantage was no longer as decisive as it once was.
“Ukraine is holding its ground, and Russia’s manpower advantage is no longer a decisive factor. To achieve peace, we need to focus on three key elements: diplomacy , pressure, and strength,” he said.
The Ukrainian Foreign Minister emphasized the need to boost momentum for peace efforts while increasing pressure on Russia, including long-range sanctions and other tools of coercion.
In addition, the Ukrainian Foreign Minister urged NATO countries to increase defense spending, arguing that this is a "guarantee for peace." He proposed that each member state contribute more to Ukraine's defense capabilities, asserting that this would be the "greatest investment in peace" they have ever made.
Sybiha's statement comes amid stalled negotiations between Russia and Ukraine aimed at ending hostilities.
The most recent round of negotiations took place in Geneva in February, mediated by the United States, just before hostilities broke out in the Middle East.
According to Politico, both Moscow and Kyiv are ready to resume dialogue, but the US is currently deeply embroiled in its conflict with Iran, while Europe has yet to find a suitable envoy for the peace process.
Meanwhile, the Pentagon argues that US-mediated negotiation efforts have so far failed to produce a ceasefire because Ukraine is unwilling to cede territory to Russia, and Moscow refuses to accept post-war security guarantees for Kyiv.
