On the evening of October 2, after receiving information from the public that a person had been swept away by floodwaters, the Ta Lung International Border Guard Station urgently deployed rescue forces and vehicles, mobilizing local people and militia to participate in the search.
At 9:45 p.m. the same day, the rescue team discovered Le Xuan Nghi (born in 1998, residing in Vinh Gia commune, Soc Trang province) trapped under a stream, Nam Khao waterfall area, in a state of exhaustion, bleeding and showing signs of head injury. Border guards quickly brought the victim to a safe location, performed first aid and transferred him to Phuc Hoa Medical Center for further treatment. Thanks to timely first aid, Nghi's mental state was stable and his health was restored.
Mr. Nghi was part of a group of 5 people traveling by bus from Hanoi to Ta Lung International Border Gate. Due to the road being blocked in Nam Khao area, they decided to walk over the mountain and waterfall to Na Chao hamlet. While traveling, Mr. Le Xuan Nghi slipped and fell into a stream and was swept away by floodwaters.
Previously, at around 9am on October 1, on a road in Ban Khau hamlet, Ha Lang commune, Mr. Nong Van Hai (born in 1993, Ban Khau hamlet, Ha Lang commune) was also swept away by floodwaters. After being informed, the authorities quickly organized a search, and by 11am on October 2, the victim's body was found.
Cao Bang provincial leaders have requested units to increase forces to guard, control, and guide traffic safety for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water, areas and locations where landslides have occurred and are at high risk of continuing; resolutely not allowing people and vehicles to pass through if safety is not ensured; not allowing unfortunate human losses due to subjectivity and carelessness.
