Deputy Director of the Department of Science and Technology Tran Ngoc Thach said that after more than a month of implementing the two-tier local government model, many localities in the city have recorded positive results. However, in practice, many difficulties have also arisen, especially in receiving and handling administrative procedures (TTHC), operating new operating systems, software, and digital platforms.

The rotation and arrangement of staff and the use of new tools for leadership and management have caused many wards and communes to face difficulties due to the lack of specialized IT human resources. To solve this problem, the city has a policy of mobilizing IT students, giving priority to those with local household registration, to participate in direct support at the grassroots level.

“The Department has coordinated with local universities to receive final-year IT students and support local authorities. It is expected that in early August, communes and wards will receive the first batch of volunteer students,” Mr. Thach informed.

At the training session, students were trained in IT application and digital transformation in the activities of the People's Committees of wards and communes; handling technical errors; operating operating software, information systems for handling administrative procedures, online public services (DVCTT), specialized digital signatures; applying AI tools in administration - office.

In addition, students are also trained in skills to support people and businesses at the Public Administration Service Center at the commune and ward levels such as: instructions on how to use IT equipment, get a queue number, look up records; submit records online, reuse digital documents; perform personal digital signatures and many other digital utilities.
