According to the resolution, the beneficiaries include children from poor households, near-poor households, households with average living standards according to government standards, and children who are receiving monthly social welfare allowances as prescribed by law.
The policy supports the payment of the remaining costs of medical examinations related to heart surgery and the cost of heart surgery itself, after deducting the portion covered by health insurance and other mobilized, sponsored, and aided funds from organizations and individuals both domestically and internationally.
In addition to treatment costs, children receive a daily food allowance of 100,000 VND, calculated based on the actual number of days from the date of admission for heart surgery to the date of discharge as confirmed by the hospital, with the support period not exceeding 15 days.
Regarding travel expenses, for examinations and surgeries within the city, support will be provided based on the actual cost of common transportation. For cases where examinations and surgeries are prescribed at medical facilities outside the city, the support will be based on the actual cost of public transportation, but not exceeding 3 million VND per child per examination and surgery.

According to the Da Nang City People's Council, based on initial results from implementation in Da Nang City and the former Quang Nam province, the estimated cost for implementing the policy is approximately 500 million VND per year.
During the period 2023-2025, in the former Quang Nam province and Da Nang city, 208 children received support for heart surgery with a total amount of 15.6 billion VND.
According to assessments, the policy supporting congenital heart surgery has received support from many organizations and individuals both domestically and internationally, contributing to the timely detection, examination, and treatment of heart disease in children, restoring their health and enabling them to continue their education. It also reduces the economic burden on families, especially those in poor, near-poor, and middle-income households, as well as children receiving monthly social welfare allowances.
