Continuing the 7th session of the 15th National Assembly , this afternoon, June 27, the National Assembly discussed the Draft Law on Fire Prevention, Fire Fighting and Rescue. Delegate Hoang Duc Thang, Deputy Head of the Provincial Delegation of National Assembly Deputies, participated in the discussion and contributed comments to the draft Law.
The 2001 Law on Fire Prevention and Fighting (PCCC), amended in 2013, does not include search and rescue (CNCH) in its scope of regulation.
In the current context, when accidents are increasingly complicated, expanding and supplementing the scope of regulation of the Law on Fire Prevention and Fighting and Rescue is necessary and reasonable.

This aims to complete the legal corridor for fire prevention and fighting work, ensure the implementation of legal regulations on fire prevention and fighting and rescue is synchronous and unified from the central to local levels, in accordance with the 2013 Constitution, and at the same time provide a solid legal basis for fire prevention and fighting and rescue forces in performing their tasks.
Participating in giving comments on specific laws; in Clause 5, Article 5 regulating the principles of fire prevention and fighting, delegate Hoang Duc Thang said that the presentation as in the draft is not complete, because when practicing fire prevention and fighting activities, in addition to emphasizing the role of on-site forces and means, the preparation for operating the on-site command mechanism and on-site logistics in the motto "4 on-site" is very important, indispensable and helps us to proactively prepare in prevention as well as have conditions for human resources, material resources and unified command to handle promptly when situations occur in the most effective way. The delegate suggested revising this principle in the direction of clarifying the motto of action "4 on-site".
Regarding the regulations on priority and ensuring priority for forces and means participating in fire fighting as stipulated in Article 27 of the draft, delegates suggested clarifying Clause 1: "Forces mobilized for fire fighting tasks are given priority to travel on means of transport" what kind of priority is it? Priority in using vehicles, priority when moving on roads, or priority for people traveling on means of transport?
On the other hand, the firefighting force includes many forces such as: Civil defense, grassroots forces, specialized forces, semi-specialized forces, including people... So, in this case, which force will be prioritized, some forces or all and is it feasible? Accordingly, the delegate suggested that the drafting agency consider designing the full content of this Clause appropriately.
Delegate Hoang Duc Thang said that fire prevention and fighting in people's houses has not received enough attention so far. The provisions of the Law seem to be only recommendations and warnings, not mandatory regulations.
Therefore, people are not ready for fire prevention and fighting, escape and subjective, simple thinking is still common among people about fire prevention and fighting.
Delegates suggested that the draft Law should approach research more thoroughly, deeply, fully, and specifically on fire prevention and fighting for people's houses, establish regulations on equipment of facilities and rules of conduct and actions of people regarding fire prevention and fighting, and escape in a specific and mandatory manner.
Accordingly, delegate Hoang Duc Thang proposed that Article 17 of the draft regulations on fire prevention in housing and Clause 2, Article 46 regulating the provision of fire prevention and fighting equipment for households need to be designed to be more appropriate and specific in the direction of requiring full equipment, principles and rules of conduct for people regarding fire prevention and escape, ensuring proactive prevention, effective and safe handling of situations.
In addition, the delegate also suggested that the drafting committee study and have more reasonable regulations on fire fighting commanders and rescue organizations.
