Issuing a Plan to develop a Circular amending and supplementing the organization and operation of grassroots sports clubs

Deputy Minister of Culture, Sports and Tourism Hoang Dao Cuong signed Decision No. 2463/QD-BVHTTDL promulgating the Plan to develop a Circular amending and supplementing a number of articles of Circular No. 18/2011/TT-BVHTTDL dated December 2, 2011 of the Minister of Culture, Sports and Tourism regulating the model for organization and operation of grassroots sports clubs.

The plan is issued to develop a Circular amending and supplementing a number of articles of Circular No. 18/2011/TT-BVHTTDL to complete the legal system, supplement and adjust missing provisions in Circular No. 18/2011/TT-BVHTTDL, ensuring consistency and consistency with current laws; Assigning specific tasks, ensuring close coordination between relevant agencies and units in organizing implementation to ensure the quality and progress of the Circular.

Accordingly, the content of the tasks from July 2025 to the end of December 2025 assigned to the Vietnam Sports and Physical Training Department includes 23 items. The plan requires ensuring the order and procedures for promulgating legal documents according to the provisions of the Law on promulgation of legal documents in 2025 and Decree No. 78/2025/ND-CP dated April 1, 2025 of the Government detailing a number of articles and measures to organize and guide the implementation of the Law on promulgation of legal documents.

Ensure consistency, synchronization with the legal system and feasibility of the provisions in the Circular; Specifically define the work content, completion deadline and responsibilities of agencies in implementing the development of the draft Circular.

During the drafting process, it is necessary to ensure close coordination between agencies inside and outside the industry, promptly urge and remove difficulties and obstacles in the drafting process to ensure progress.

The Ministry of Culture, Sports and Tourism assigns the Vietnam Sports Administration to be the presiding agency, coordinating with relevant agencies and units to implement the development of the Circular according to the Plan, ensuring the correct order and procedures according to the provisions of the Law on Promulgation of Legal Documents; periodically reporting to the Ministry's leaders on the progress of the Plan implementation.

The Legal Department is responsible for coordinating comments and reviewing the Circular dossier before submitting it to the Ministry's leaders for approval. Assign agencies and units under the Ministry to coordinate with the Vietnam Sports and Physical Training Department to provide comments to complete the draft Circular when requested for comments.
