Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, Head of the National Assembly Delegation of An Giang Province, Tran Thi Thanh Huong, agreed and highly appreciated the drafting agency for its thorough research and review, fully absorbing the opinions of National Assembly deputies, relevant agencies and organizations. The draft law is basically complete, contributing to overcoming limitations and shortcomings, creating a legal corridor, and creating preferential mechanisms for the digital technology industry.
Regarding the promotion of research and development of digital technology products and services (Article 15), the draft law has promptly institutionalized Resolution 57-NQ/TW, with many incentive mechanisms, such as: Outstanding incentives for special projects; encouraging research and development, digital technology innovation; incentives for renting and purchasing digital technology products and services to shift from processing and assembling to creating, designing, and manufacturing in Vietnam...
In addition to the mechanisms and policies mentioned, delegate Tran Thi Thanh Huong recommended that the drafting agency consider and assign the Government to study regulations to have more outstanding preferential policies, such as: For educational and training institutions in digital technology training activities, ensuring feasibility and consistency with legal regulations on investment and research. There should be appropriate mechanisms to increase support for creative startups in this field; there should be better support and investment incentives in building innovation centers and incubating startups in the development and application of digital technology.
The draft law dedicates Section 8 in Chapter II to regulating issues related to sustainable development in the digital technology industry, clearly demonstrating concern for the importance of this issue. Accordingly, the draft has determined that the development of the digital technology industry must aim at reuse; recycling, remanufacturing, ensuring the saving of resources; developing environmentally friendly digital technology products and services; refurbishing used products to contribute to reducing industrial waste and protecting the environment.
However, in the context of Vietnam's current environmental pollution situation, in the face of the trend of the scientific and technological revolution, delegate Tran Thi Thanh Huong suggested that the drafting agency consider supplementing, or assigning the Government to supplement, more outstanding policies. Thereby, contributing to minimizing the impacts of environmental pollution in the best and most effective way. Along with appropriate sanctions, it is necessary to increase investment incentives, specific and superior mechanisms, to promptly collect and handle digital technology products after their expiration date.
