The National Assembly will focus on supervising the arrangement of administrative units and the organization of two-level government.

Based on the monitoring programs approved by the National Assembly, in the coming time, the National Assembly Standing Committee and National Assembly delegations will develop a monitoring program and prioritize monitoring the implementation of two-level local government and the arrangement of administrative units.

On June 27, the National Assembly Office held a press conference on the results of the 9th Session of the 15th National Assembly.

The National Assembly passed 34 laws and 13 legal resolutions.

At the press conference, Mr. Vu Minh Tuan, Deputy Head of the National Assembly Office, said: The 9th session of the 15th National Assembly took place right after the great success of the 11th Conference of the 13th Party Central Committee to review and decide on many important and historical contents, closely linked to the requirements of innovation, institutional improvement, and organizational arrangement of the political system for rapid and sustainable national development.

After 35 working days (phase 1: from May 5 to May 29, 2025; phase 2: from June 11 to June 27, 2025) with a spirit of innovation, responsibility and high determination, on the basis of urgent and thorough preparation and scientific and effective program arrangement, the 9th Session of the 15th National Assembly has completed all the contents of the proposed program.

The National Assembly considered and approved the Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam; approved 34 laws and 13 legal resolutions, gave opinions on 6 other draft laws; considered and decided on the arrangement of provincial-level administrative units, shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, deciding on the election date of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, establishing the National Election Council; considered and decided on organizational and personnel work within its authority.

In addition, the National Assembly reviewed and decided on financial matters, state budget, investment policies for important projects; conducted questions and answers; reviewed reports on summarizing voters' and people's petitions, reported on the results of monitoring the settlement of voters' petitions, and a number of other important matters.

Creating a constitutional basis for streamlining the apparatus and perfecting the two-level local government model

Notably, at this session, the National Assembly considered and approved a Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam, creating a constitutional basis for streamlining the organizational apparatus of the political system and perfecting the model of organizing two-level local governments.

The National Assembly thoroughly discussed and unanimously passed the Resolution on the arrangement of provincial-level administrative units. At the same time, the National Assembly Standing Committee issued 34 Resolutions on the arrangement of commune-level administrative units of 34 provinces and cities; accordingly, after the arrangement, the whole country has 34 provincial-level administrative units including 6 centrally-run cities and 28 provinces (a reduction of 29 provinces, equivalent to 46.03%) and 3,321 commune-level administrative units, including 2,621 communes, 687 wards and 13 special zones (a reduction of 6,714 units, equivalent to 66.91%).

At the session, the National Assembly passed 14 laws and 2 legal resolutions to implement the organization of a 2-level local government model according to the Party's policy and new provisions of the Constitution.

Also at the Session, the National Assembly passed many important contents to create breakthroughs for the country's development, including Resolution No. 197/2025/QH15 on a number of special mechanisms and policies to create breakthroughs in law making and enforcement and Resolution No. 198/2025/QH15 on a number of special mechanisms and policies to develop the private economy to promptly institutionalize Resolution No. 66-NQ/TW and Resolution No. 68-NQ/TW of the Politburo - two of the "four important pillars" to help the country rise up, meeting the requirements of national development in the new era.

Strengthen supervision and ensure conditions for smooth and efficient operation of two-level local government.

In response to a reporter's question about the National Assembly's supervision roadmap on the implementation of the two-level local government and the arrangement of administrative units, Ms. Nguyen Phuong Thuy, Vice Chairwoman of the National Assembly's Committee on Justice and Law, said: This is to concretize the policies of the Central Conference, the Politburo and the Secretariat. This is a process that has been carried out continuously and at a very urgent pace. The work has been carried out very quickly and so far has been closely following the progress, ensuring the requirements of the work of arranging the apparatus of the political system.

As for the National Assembly, properly performing its functions and tasks, the National Assembly passed a Resolution amending and supplementing a number of articles of the Constitution of the Socialist Republic of Vietnam; passed the Law on Organization of Local Government and a series of related laws to serve as a legal basis for implementing the policy of streamlining the apparatus.

Currently, the Government as well as relevant agencies are urgently preparing other necessary conditions to ensure that the two-level local government will officially operate smoothly and seamlessly from July 1, 2025.

“As the agency exercising supreme supervision, the National Assembly will also regularly monitor, review and evaluate the implementation of laws and resolutions of the National Assembly on this content to promptly perfect institutions and policies as well as remove difficulties and obstacles (if any) in the process of implementing the Party and State's policies,” Ms. Thuy shared.

Ms. Thuy added that at the 9th Session, the National Assembly has just passed Resolution No. 207 on the National Assembly's supervision program in 2026, in which it assigned the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the National Assembly delegations and the National Assembly deputies to proactively develop and implement their supervision programs, including researching and organizing supervision of contents directly related to the implementation of resolutions of the National Assembly and the National Assembly Standing Committee on the arrangement of provincial and communal administrative units and the implementation of two-level local government in appropriate forms or integrated with other supervision activities, ensuring effectiveness and reporting implementation results in accordance with legal regulations.

According to Ms. Thuy, the arrangement of administrative units at the provincial and communal levels is an extremely important issue and is of great concern to all agencies in the political and local apparatus as well as all classes of people. Therefore, on the basis of the monitoring programs approved by the National Assembly, in the coming time, the National Assembly Standing Committee, the National Council, the National Assembly Committees, and the National Assembly delegations will also develop their own monitoring programs and this will be a priority in the coming time.

Regarding the large number of laws and resolutions passed by the National Assembly at this 9th Session, as well as any breakthrough plans the National Assembly has to ensure that the laws come into effect soon and maximize their effectiveness, avoiding creating pressure on the system, Ms. Nguyen Phuong Thuy affirmed that at this Session, the National Assembly passed a huge amount of documents, with 34 laws and 13 resolutions.

Ms. Thuy said that most of these laws and resolutions were submitted by the Government and that at this 9th Session, new provisions of the Law on Promulgation of Legal Documents were also applied. Accordingly, agencies submitting draft laws and resolutions must be responsible for their projects. The National Assembly will support and create the best conditions for the laws and resolutions proposed by the agencies to be considered by the National Assembly and, if qualified, approved at the session.

Ms. Thuy stated that the implementation of laws and resolutions is the main responsibility of the Government. However, during this process, the National Assembly also assigned the National Assembly Standing Committee, the Government, the Supreme People's Court, the Supreme People's Procuracy and relevant agencies and organizations to promptly implement the laws and resolutions passed at the 9th Session, ensuring close connection between law-making and law enforcement in a fair, strict, consistent, effective and efficient manner.

At the same time, the National Assembly requested the Government to resolutely direct relevant ministries and branches to develop and submit to competent authorities for promulgation of detailed regulations and instructions for the implementation of laws and resolutions to ensure that laws and resolutions are promulgated immediately after coming into effect.

Deputy Chairman Nguyen Phuong Thuy said that among the laws and resolutions passed this time, they basically take effect from the date of passing to serve the implementation of the two-level local government model.

In the recent past, the Government has promptly issued 28 decrees on promoting decentralization and delegation of power. Agencies are also continuing to issue necessary decrees, resolutions, circulars and directives to ensure the implementation of laws and resolutions of the National Assembly.

Referring to the next implementation, Ms. Thuy said that during this process, the National Assembly and National Assembly deputies will regularly monitor and supervise, and report to competent authorities any problems or difficulties that arise (if any) in order to promptly propose solutions.
