Tuy Hoa ward voters proposed to consider, study and advise on the issuance of support policies for those who directly participated in the resistance war against France, the US, the Southwestern border war, the Northern border war, and international missions in Laos, Cambodia, etc. but did not meet the conditions to be recognized as meritorious people. Most of these cases currently have low pensions and difficult lives. It is recommended that, when budget conditions allow, there should be appropriate support policies to partially recognize the contributions of these subjects to the country.

Implementing the Party's guidelines and policies for people with revolutionary contributions; the Government and the Prime Minister issued Decree No. 159/2006/ND-CP dated December 28, 2006; Decree No. 11/2011/ND-CP dated January 30, 2011 amending and supplementing a number of articles of Decree No. 159/2006/ND-CP; Decree No. 23/2012/ND-CP dated April 3, 2012; Decision No. 47/2002/QD-TTg dated April 11, 2002; Decision No. 290/2005/QD-TTg dated November 8, 2005; Decision No. 142/2008/QD-TTg dated October 27, 2008; Decision No. 62/2011/QD-TTg dated November 9, 2011 and Decision No. 49/2015/QD-TTg dated October 14, 2015; accordingly, subjects directly participating in the resistance war against France, against the US, the Southwestern border war, the Northern border war, performing international missions in Laos, Cambodia... are considered for one-time or monthly allowances (depending on the number of years of service) and health insurance and funeral expenses upon death.
The subjects and conditions for enjoying the regimes and policies according to the above decrees and decisions have been carefully studied by ministries and branches, reported to the Government Party Committee to submit to the Politburo for implementation, in accordance with socio-economic conditions and in general balance with the subjects enjoying the promulgated regimes and policies.
Adjusting pension levels, social insurance benefits and monthly allowances has always been of interest to the Party and State. Accordingly, from 2000 to now, the Government has adjusted them 18 times, contributing to improving the lives of pensioners and monthly allowance recipients.
However, the adjustment of pension levels, social insurance benefits and monthly allowances depends on the socio-economic development conditions of the country in each specific period.
