Accordingly, the first urban light rail (LRT) line in Vietnam will be built on Phu Quoc Island. Phase 1 of the LRT line is being implemented under the BOT (Build-Operate-Transfer) model, with Sun Group as the investor, and a total investment of nearly 9,000 billion VND, expected to be completed in the second quarter of 2027. The LRT line is 17.59 km long, including elevated, ground-level, and underground sections; it will have 6 stations, including 5 ground-level stations and 1 underground station at the APEC Convention Center.
The mode of transport is a 3-car electric train with a design speed of 70-100 km/h and a transport capacity of approximately 4,500 passengers per hour. The LRT line connects Phu Quoc International Airport with the APEC Convention Center, forming a modern, integrated, and high-quality public transport system. This is a strategically important transportation infrastructure project, playing a leading role in urban development and creating new growth momentum for Phu Quoc in the coming period.
Next, the Duong Dong 2 Reservoir, with a capacity of approximately 7.5 million m3 and a water supply capacity of about 49,500 m3/day, and a total investment of approximately 2,950 billion VND, will serve the needs of daily life, tourism , and production on Phu Quoc Island. It will contribute to balancing water supply and demand in the entire special economic zone's water supply system, reduce pressure on existing facilities, and ensure stable water supply during the dry season and peak periods. Simultaneously, it will integrate the development of the landscape and ecotourism around the reservoir, creating a foundation for the development of a green tourism city in Phu Quoc.
In addition, the Ham Ninh resettlement area project, covering 103 hectares, will create over 2,000 resettlement plots and approximately 2,500 apartment units, with a total investment of about 1,200 billion VND. The main components include: land leveling, transportation systems, rainwater drainage, wastewater drainage, water supply, lighting, electricity supply, and telecommunications. Similarly, the Cua Can resettlement area project, covering approximately 98.2 hectares, will create over 3,600 resettlement plots, with a total investment of about 1,650 billion VND.
Both projects create residential land for the resettlement of people whose land is being acquired for projects serving the APEC 2027 Conference and socio-economic development projects in the Phu Quoc Special Economic Zone, contributing to achieving the long-term and sustainable development goals of Phu Quoc island.
Decision No. 948/QD-TTg dated May 17, 2025, of the Prime Minister assigned An Giang province to implement 21 projects serving the APEC 2027 Conference, including 10 public investment projects and 11 projects invested under the public-private partnership (PPP) method and business investment using non-budgetary capital. To date, all 21 projects have completed investment preparation procedures and commenced construction, with some projects exceeding the planned schedule.
The investment in these projects aims to ensure the best possible infrastructure to improve and upgrade the urban quality, landscape, and environment of the Phu Quoc Special Economic Zone, making it civilized, green, and beautiful, befitting the APEC 2027 Summit. This event also aims to strongly promote the image and culture of Phu Quoc, An Giang province, Vietnam, as a green tourism destination, a paradise resort, and a safe, attractive, and promising investment location with sustainable development potential, to countries and territories around the world.
Speaking at the ceremony, Minister of Finance Nguyen Van Thang requested An Giang province to support and create all conditions for land clearance and resettlement, and directed relevant agencies to assist investors and contractors during construction, focusing on completing projects and works on schedule and ensuring the best quality. He urged Sun Group, investors, supervisory consultants, and contractors to demonstrate the highest sense of responsibility, strictly adhering to legal regulations on project investment management; quickly implementing construction to ensure safety, quality, and efficiency; striving to complete projects ahead of schedule and bring them into operation as soon as possible, making a significant contribution to the success of the APEC 2027 Conference.
Mr. Nguyen Van Quang, from Duong Dong neighborhood, Phu Quoc Special Economic Zone, expressed: “Today, witnessing the solemn atmosphere of the groundbreaking ceremony for 4 projects on the island, I feel extremely proud and moved. My hometown, Phu Quoc, is gradually changing, becoming a more modern and attractive destination. These projects not only bring a new look to the pearl island, but also open up job opportunities and improve the lives of our people. I believe that with strong investment and the right direction, Phu Quoc will both preserve its inherent natural beauty and develop into an important tourism and economic center of the country. As a resident here, I wish to contribute my small part to building and preserving Phu Quoc, making it even more prosperous and beautiful.”
Mr. Nguyen Thanh Phong, Standing Vice Chairman of the People's Committee of An Giang province, emphasized that the province is committed to implementing projects serving the APEC 2027 High-Level Week with the utmost determination, enthusiasm, and urgency, strictly adhering to legal regulations, with the aim of ensuring progress, quality, efficiency, preserving the landscape, protecting the environment, and not affecting national security and defense tasks; absolutely preventing any negative incidents, corruption, losses, waste, or group interests.
At the same time, An Giang province requires investors and construction contractors to be extremely proactive and serious in implementing projects to ensure they are completed on schedule, strictly comply with legal regulations on public investment, construction, and cost management; and focus on project quality, labor safety, and environmental protection.
