Since its founding, the Communist Party of Vietnam has held 13 congresses. Each Party congress is an important historical milestone, recording and marking the victories, achievements, and lessons learned of the Vietnamese revolution under the leadership of the Party.
Following a day of internal meetings, the 11th National Congress of the Party convened from January 12-19, 2011, in Hanoi , with the participation of 1,377 delegates representing over 3.6 million Party members nationwide.
This includes 158 full members of the Central Committee and 20 alternate members of the Central Committee, 1,188 delegates elected at party congresses of subordinate party committees, and 11 delegates from overseas party committees appointed by the Politburo .
Of the 1,377 delegates, 150 were women, accounting for 10.89%; 167 were from ethnic minorities, accounting for 12.13%; 196 were officers in the armed forces (Army, Police), accounting for 14.23%; 13 were Heroes of the Armed Forces, accounting for 0.94%; and 3 were Labor Heroes, accounting for 0.22%; 18 were People's Teachers or Excellent Teachers, accounting for 1.31%; and 7 were People's Doctors or Excellent Doctors, accounting for 0.51%.
The Congress was also attended by invited guests: Comrade Do Muoi and Comrade Le Kha Phieu, former General Secretaries of the Central Committee of the Communist Party; Comrade Le Duc Anh and Comrade Tran Duc Luong, former Presidents of the Socialist Republic of Vietnam; Comrade Phan Van Khai, former Prime Minister; Comrade Nguyen Van An, former Chairman of the National Assembly; former members of the Politburo; former Secretaries of the Central Committee; former Vice Presidents, former Vice Chairmen of the National Assembly, former Deputy Prime Ministers; former members of the Central Committee of the Party from the 2nd, 3rd, 4th, and 5th terms; members of the Central Inspection Committee of the 10th term; representatives of Vietnamese Heroic Mothers; along with representatives of intellectuals and scholars; representatives of religions; and representatives of outstanding young people of the Vietnamese generation.

Comrade Nguyen Minh Triet, Member of the Political Bureau and President of the Socialist Republic of Vietnam, delivered the opening speech of the Congress on behalf of the Presidium.
The speech emphasized: “The 11th National Congress of our Party is taking place at a very important time. The comprehensive national renovation process has been underway for 25 years. The program for building the country during the transitional period to socialism has been implemented for 20 years. Over the past five years (2006-2010), our entire people and army have strived to achieve important and proud accomplishments. We have successfully completed the first stage of the renovation process, lifting the country out of underdevelopment, bringing about many positive changes in people's lives, strengthening national power in all aspects, maintaining independence, self-reliance and the socialist system, and enhancing Vietnam's position and prestige in the international arena, creating a foundation for our country to continue to develop more strongly and sustainably in the new period.”
The 11th National Congress of the Party has the task of facing the truth squarely, speaking the truth, and upholding the spirit of serious self-criticism in order to objectively and comprehensively review and assess the achievements, weaknesses, and shortcomings, while drawing lessons from the implementation of the Resolution of the 10th Party Congress, the implementation of the 5-year socio-economic development plan (2006-2010), the summary of the 10-year socio-economic development strategy (2001-2010), and the 20 years of implementing the Platform for building the country during the transitional period to socialism.
Based on that, the Congress decided to supplement and develop the 1991 Platform; determine the 10-year socio-economic development strategy (2011-2020); and set forth directions, objectives, and tasks for the 5-year period (2011-2015).




The Central Committee presented the following documents to the Congress: the Platform for Building the Country during the Transition Period to Socialism (supplemented and developed in 2011); the Socio-Economic Development Strategy 2011-2020; the Political Report; the Report on some issues regarding the supplementation and amendment of the Party Charter; and the Report on the review of the leadership and direction of the 10th Central Committee of the Party.
Comrade Nong Duc Manh, General Secretary of the Central Committee of the Party, read the Report of the 10th Central Committee of the Party on the documents submitted to the 11th Party Congress.
The report assessed the achievements and limitations during the five years of implementing the Resolution of the 10th Party Congress, the ten years of implementing the 2001-2010 socio-economic development strategy, and the twenty years of implementing the 1991 Platform, while also drawing some lessons from the practical experience of leading and directing the implementation of the Resolution of the 10th Party Congress.
At the same time, the Report also analyzes several other key issues such as: cultural development, education and training, science and technology, environmental protection, achieving social progress and equity, strengthening national defense and security, expanding foreign relations, promoting socialist democracy and the strength of national unity...

Based on the documents presented at the 11th National Congress of the Communist Party of Vietnam, the Central Committee unanimously adopted the Platform for Building the Country during the Transition Period to Socialism (supplemented and developed in 2011), which particularly emphasizes the overall goal at the end of the transition period in our country: to fundamentally build the economic foundation of socialism with a suitable political, ideological, and cultural superstructure, creating the basis for our country to become an increasingly prosperous and happy socialist nation.
From now until the middle of the 21st century, the entire Party and all the people must strive to build our country into a modern industrialized nation, following the socialist orientation. At the same time, the Platform also sets out major orientations for economic, cultural, social, national defense, security, and foreign policy development...

The Central Committee affirms: This Platform is the banner of struggle for the victory of the cause of building Vietnam's nation, gradually transitioning to socialism, and guiding all activities of the Party now and in the coming decades. Successfully implementing this Platform will certainly transform the country into a prosperous socialist nation.
Regarding the Socio-Economic Development Strategy 2011-2020, the 11th Party Congress decided on the overall objective of the Strategy as follows: Striving to ensure that by 2020 Vietnam will basically become a modern industrialized country; with political and social stability, democracy, discipline, and consensus; a significantly improved material and spiritual life for the people; the independence, sovereignty, unity, and territorial integrity of Vietnam maintained; Vietnam's position in the international arena further enhanced; and creating a solid foundation for higher development in the subsequent period.

To effectively achieve the set goals, the Congress unanimously adopted the development orientations outlined in the Strategy, such as perfecting the socialist-oriented market economy; ensuring macroeconomic stability; mobilizing and effectively utilizing resources; strongly developing industry and construction in a modern direction, improving quality and competitiveness, creating a foundation for an industrialized country; developing agriculture comprehensively in a modern, efficient, and sustainable direction; strongly developing service sectors, especially high-value services with great potential and competitiveness; and rapidly developing infrastructure, especially transportation infrastructure...
Regarding the direction and tasks for national development in the five years from 2011 to 2015, the Central Committee has set the overall goal for the next five years as follows: “Continuing to enhance the leadership capacity and fighting strength of the Party; comprehensively promoting the reform process; building a clean and strong political system; promoting democracy and the strength of national unity; developing the economy rapidly and sustainably; improving the material and spiritual lives of the people; maintaining political and social stability; strengthening foreign relations; firmly protecting independence, sovereignty, unity, and territorial integrity; and creating a foundation for Vietnam to basically become a modern industrialized country by 2020.”

Regarding the amendment and supplementation of the Party Charter, the Central Committee proposes steadfastly upholding the fundamental principles of the Party, building the Party on the basis of Marxism-Leninism and Ho Chi Minh Thought; while also considering issues that are mature and clear, based on the results of the 20-year review of the implementation of the Platform for building the country during the transitional period to socialism, a number of Central Committee resolutions on Party building, and regulations on the implementation of the Party Charter, in order to amend and supplement the Party Charter.
The 11th National Congress of the Party heard the Report reviewing the leadership and guidance of the 10th Central Committee of the Party.
The report states that over the past five years, the Central Committee has led the entire Party and people in striving to overcome difficulties and challenges, achieving important accomplishments in implementing the goals and tasks set forth by the 10th National Congress, but at the same time, there are still limitations and shortcomings that need to be addressed.
The Central Committee, the Politburo, and the Secretariat seriously criticized themselves before the entire Party regarding existing shortcomings and deficiencies, while also drawing some lessons from leadership work during the 10th Party Congress term.

The 10th Central Committee firmly believes that the strengths and experiences of the past term will be inherited and developed by the 11th Central Committee, while also overcoming shortcomings and weaknesses to enhance the leadership capacity and fighting strength of the Central Committee, continuing to lead the cause of national renewal forward in the coming years, worthy of the trust and confidence of the entire Party and people.
Regarding the personnel of the 11th Central Committee, delegates attending the 11th National Party Congress unanimously agreed that the new Central Committee needs to possess all the necessary qualities to shoulder the destiny of the country and steer the Vietnamese ship towards the open sea.
The new Central Committee comprises the most outstanding members out of 3.6 million party members, as demonstrated by their ability to address the country's and people's pressing issues, both domestically and internationally, in normal and extraordinary situations, favorable and unfavorable political, economic, social, and environmental contexts.
At the same time, the Congress also emphasized the criteria set by the Party when preparing personnel: these outstanding individuals must be people with integrity, vision, innovative thinking, aspirations, and the "fire" to always be creative, daring to think, daring to act, and daring to take responsibility.

On the morning of January 18, 2011, the 11th National Congress of the Communist Party of Vietnam elected the 11th Central Committee, consisting of 175 full members and 25 alternate members. Nine out of fifteen members of the 10th Politburo were re-elected to the 11th Central Committee.
Of the 175 full members, 72 are participating in the Central Committee for the first time, and 16 were previously alternate members of the 10th Central Committee.
Among the full members, 14 are women; the oldest member of the Central Executive Committee is Comrade Nguyen Phu Trong (67 years old) - Chairman of the National Assembly, and the youngest full member is Comrade Vo Van Thuong (41 years old) - First Secretary of the Central Committee of the Youth Union. 100% of the members of the 11th Central Executive Committee have a university degree or higher.

At its first Central Committee meeting, the 11th Central Committee elected a Politburo of 14 members, a Secretariat of 4 members, and a Central Inspection Committee of 21 members.
Comrade Nguyen Phu Trong was elected by the Congress to the position of General Secretary of the Central Committee of the Party for the 11th term.
Comrade Ngo Van Du was elected Chairman of the Central Inspection Committee.
After nine days of serious, urgent, and democratic work, with a high sense of responsibility to the Party and the people, the 11th National Congress of the Party successfully completed its entire agenda.
The Congress held lively and democratic discussions and unanimously adopted very important documents with strategic and long-term significance for the development of our country: the Platform for Building the Country during the Transition Period to Socialism (supplemented and developed in 2011), the Socio-Economic Development Strategy 2011-2020, directions and tasks for 2011-2015, and the Party Charter (supplemented and amended).
In his closing remarks at the Congress, General Secretary Nguyen Phu Trong emphasized: “The success of the 11th National Congress of the Party creates a great source of encouragement for the entire Party, the entire people, and the entire army to overcome all difficulties and challenges, seize new opportunities, and strive towards the goal of making our country basically an industrialized nation in the modern direction by 2020.”
