Following Typhoon No. 3 (Yagi), the education sector suffered significant damage. In particular, incomplete statistics from schools in the 18 provinces and cities affected by Typhoon No. 3 (Yagi) show that nearly 41,600 sets of textbooks were lost. This includes approximately 24,000 sets at the primary school level, nearly 10,600 at the secondary school level, and over 7,000 at the high school level. Specifically, Yen Bai province suffered the heaviest losses, with over 35,000 sets lost, followed by Cao Bang with over 7,400. Authorities in Lao Cai province are still compiling the data.
To quickly address the textbook shortage, the Ministry of Education and Training (MOET) has instructed publishers to prepare and readily supply textbooks to localities affected by the storm, so that learning is not interrupted. The Ministry also called on publishers, organizations, and individuals to donate textbooks to students.
According to information from the Vietnam Education Publishing House (the unit that compiled and published the two textbook series "Connecting Knowledge with Life" and "Creative Horizons"), immediately upon receiving instructions from the Ministry of Education and Training, the unit organized the printing of 10 million additional textbooks. Adding to the books currently in stock, the publishing house will supply approximately 18 million textbooks to the provinces affected by storms and floods.
Representatives from VEPIC Company (the unit coordinating with publishers to compile and distribute the "Wings of the Kite" textbook series) mobilized 4.5 million copies of existing stock and printed an additional 500,000 copies to ensure timely supply. At the same time, VEPIC Company implemented a policy to support schools and students in localities severely affected by the typhoon by reducing the price of textbooks by 50%. In addition, the company donated books to poor students throughout Yen Bai province; and directly supported students by covering 50% of the cover price of textbooks purchased to replace those damaged by Typhoon No. 3.
According to the new general education curriculum, the country currently has three sets of textbooks compiled by various author groups. Most schools choose books from multiple sets. A grade level might use the "Wings of the Kite" textbook for one subject and the "Connecting Knowledge" textbook for another... This is causing difficulties in securing and providing textbooks to flood-affected areas, both from publishers and from organizations and individuals wishing to donate textbooks.
Specifically, many volunteer groups have reported that, along with necessities and clothing, textbooks are among the priority items they are calling for donations to send to flood victims. However, because this act stems primarily from the enthusiasm of each individual, and it's not always possible to immediately contact the localities they wish to visit, they don't know the exact list of textbooks the schools are currently using to make the donation process difficult.
Ms. Kim An (Thanh Xuan Bac district, Hanoi ) said that when calling for donations of textbooks, her group received many brand-new textbooks, beautifully printed and bound, but each school used a different set, so the group was confused about how to sort them. “Fortunately, we contacted the local authorities where we wanted to send the donations, asking the schools for a specific list of textbooks for the schools in the commune to use as a basis for sorting the textbooks for each grade level. Then we packed them into boxes to avoid sending too many but still lacking the necessary books,” Ms. An said.
However, according to Associate Professor Tran Xuan Nhi, former Deputy Minister of Education and Training, the difficulty in providing enough textbooks according to the list of books currently used by schools is evident but not insurmountable.
"We cannot simply go against the policy of socializing textbooks that we have persistently pursued over the years, returning to the textbook monopoly as before, just because it is difficult. The 2018 General Education Program, with its orientation towards developing students' competencies and emphasizing the proactive role of teachers and students in teaching and learning, emphasizes the selection of textbooks suitable for teaching and learning in each school, chosen by the teachers themselves," Mr. Tran Xuan Nhi stressed.
