From January 1st, 2025, units and localities throughout the province will begin accessing the Ministry of Finance 's Public Asset Inventory software to begin entering inventory data. Following the directives of the Government and the province, along with local authorities, departments and agencies in the province are striving to complete the inventory quickly, accurately, and on schedule.

Officials from the Administrative and General Affairs Department of the Quang Ninh Forest Protection Sub-Department, under the Department of Agriculture and Rural Development, reviewed and inspected the current status and compiled a list of public assets of the unit.

The Department of Education and Training currently has 38 units, including the Department's headquarters and 37 affiliated units, that are subject to the comprehensive inventory of public assets invested and managed by the State, as directed by the Government and the province. Recognizing the importance of this comprehensive inventory, the Department established an Inventory Committee, developed a plan, and assigned responsibility to the heads of these units. Simultaneously, management staff and employees fully participated in all guidance conferences on the comprehensive inventory of public assets organized by the Ministry of Finance and the Department of Finance; a permanent unit was established to monitor and support the units during the inventory process and input the data into the Ministry of Finance's asset inventory software. All 38 affiliated units completed their comprehensive inventory by January 12, 2025; the Department completed its report and submitted it to the Department of Finance in January 2025, the earliest in the province.

Mr. Dinh Ngoc Son, Deputy Director of the Department of Education and Training, said: "This comprehensive inventory of public assets involves a large volume of data, tables, and charts, requiring a very high degree of accuracy. The types of public assets invested by the State in units under the Department include buildings, teaching equipment, software, etc. Every year, these units proactively review, compile, and inventory their assets, and simultaneously record and store them fully. This is important data that helps this comprehensive inventory of public assets to proceed quickly, smoothly, and effectively, providing the most complete and accurate figures. This will then be used to classify assets and serve as a basis for improving policies and laws on the management and use of public assets."

Officials from the Provincial Center for Disease Control (Department of Health) are reviewing and verifying the equipment.

With 32 subordinate units, the Department of Health manages over 25,000 assets of various types. To conduct a comprehensive inventory of public assets, the Department issued guiding documents, directives, and instructions to expedite the implementation plan, clearly outlining the contents, timelines, and regulations in accordance with current guidelines. Simultaneously, a Steering Committee was established at the Department and its subordinate units. The Department directed units to submit weekly reports to promptly monitor progress, resolve any issues, and ensure completion according to schedule. In particular, to ensure the timely completion of the comprehensive asset inventory, officials, staff, and workers maintained overtime work, including Saturdays and Sundays. As a result, to date, 27 out of 32 units have had their reports approved by the Department of Health on the Ministry of Finance's Public Asset Inventory software.

Mr. Truong Hoang Kien, Deputy Director of the Provincial Center for Disease Control, said: "In recent times, the Center in particular, and the provincial health sector in general, have received significant investment from the province in many medical equipment and facilities. Through a review, the Center currently manages over 900 public assets invested by the State. Following the directives of the Government, the province, and the Department of Health, the Center has established a Steering Committee, issued a plan, and organized an Inventory Council; in particular, it has developed a public asset inventory process to be applied in all departments and wards. Based on this, departments and wards proactively review, inventory, compare, summarize, and report. From there, the Center's accounting department will check, review, and compare again. All public assets are labeled with QR codes for easy retrieval of information, records, and storage. The Center's public asset inventory report was approved by the Department of Health on February 17th."

Mr. Bui Manh Hung, Deputy Director of the Department of Health, said: The Department is continuing to direct units to conduct a comprehensive inventory of public assets according to schedule, ensuring the inventory is completed and the report approved before February 28th. Based on that, the Department will quickly compile the report and send it to relevant sectors before March 15th, ensuring accuracy, compliance with regulations, and adherence to guidelines. This inventory is of significant importance to the health sector in strengthening the management of public assets, efficiently utilizing infrastructure, equipment, and machinery, and preventing waste.

Following the directives of the Ministry of Finance and the Provincial People's Committee, from February 25-28, the Department of Finance will preside over and coordinate with relevant departments and agencies to inspect the preparation and progress of the comprehensive inventory of public assets and infrastructure assets invested and managed by the State at the People's Committee of Dong Trieu City, the People's Committee of Binh Lieu District, the Department of Agriculture and Rural Development, and Yen Lap Quang Ninh Irrigation Company Limited. The aim is to strengthen administrative discipline and order, promptly identify difficulties and obstacles in the implementation process, and propose solutions to overcome them so that the general inventory work is carried out on schedule.
