Recently, many people traveling along the road connecting National Highway 4B with National Highway 18C in Tien Yen district ( Quang Ninh province) have been surprised to see many people using shovels, hoes, sacks, etc., to dig up the soil on the embankment of this road.
On the morning of March 7th, a reporter from Giao Thong Newspaper traveling on the aforementioned road also saw many people digging and shoveling soil on the road's embankment.
As a result, many sections of the embankment have been deeply eroded, creating "gaps" that pose a risk of soil and rocks falling onto the road at any time, especially during the rainy season, thus creating a potential traffic safety hazard.
Images show a group of people "casually" digging and excavating the embankment of the over 100 billion VND road connecting National Highway 4B with National Highway 18C in Tien Yen district to take soil on the morning of March 7th.
A young man busily shoveling soil into small sacks told a reporter from Giao Thong Newspaper that he was taking this soil home to grow seedlings.
"My house is a few kilometers from here. The soil here is very good, suitable for growing seedlings, so I took some back to plant," the young man said.
A section of the embankment has been deeply eroded, posing a risk of landslides and rockfalls onto the road.
Continuing further along the route, a reporter from Giao Thong Newspaper encountered a group of people digging up soil from the embankment and dumping it into small sacks. A pickup truck was nearby, ready for transport.
When asked why they were digging into the roadside embankment like that, one person in the group said that they were taking soil from there to plant seedlings and had not foreseen the consequences of digging into the roadside embankment.
A local resident is excavating the roadside embankment to remove soil.
Speaking by phone with a reporter from Giao Thong Newspaper on March 7th about the situation of soil being excavated from the road embankment, a leader of the Tien Yen District People's Committee said that they will conduct an inspection and raise awareness among the people to stop this practice.
It is known that the road connecting National Highway 4B with National Highway 18C, located in Yen Than commune, Tien Yen district, was started on December 21, 2018, and completed and put into use on December 15, 2020, and handed over to the People's Committee of Tien Yen district for management.
The excavation of soil to bring back seedlings for planting has resulted in "gaps" on the road embankment.
The road, which is 3.2km long and built to the standards of a Class IV mountain road, has a total investment of 100 billion VND from the Quang Ninh provincial budget and is managed by the Quang Ninh Provincial Project Management Board for Investment and Construction of Transportation Works.
The purpose of constructing the road is to reduce traffic congestion and shorten the transportation route from National Highway 4B to National Highway 18C leading to the Hoành Mô border gate area in Bình Liêu district.
When the road was put into use, it shortened the distance from National Highway 4B to National Highway 18C leading to the Binh Lieu border gate by nearly ten kilometers.
Recently, during the rainy and stormy season, the road embankment has experienced numerous landslides and slippages, posing a potential traffic safety hazard and costing the Tien Yen district authorities significant funds to address.
Therefore, the current practice of excavating slopes to obtain soil for seedling cultivation is seriously jeopardizing the safety of the road, and local authorities need to find effective solutions to prevent this practice as soon as possible.
