"Skillful mass mobilization" in cultural development

In recent years, the Steering Committee for Grassroots Democracy Regulations and the emulation movement "Skillful Mass Mobilization" (Steering Committee) of Chau Thanh district has promoted the dissemination and implementation of directives and resolutions of the Party and State, which have been deployed by Party committees and authorities at all levels to all cadres, party members, union members, association members and people. This is an important and continuous task in the mass mobilization work of the Party, positively affecting the development of economic , cultural and social life of all classes of people. In the field of culture and society, there have been many outstanding changes in recent times, contributing to improving the criteria for building new rural areas.

Party committees at all levels identify the importance of mass mobilization work, the Grassroots Democracy Regulations and the emulation movement "Skilled Mass Mobilization", regularly pay attention to leading, directing the implementation and organizing the implementation. Continuing to implement Directive No. 33-CT/TTg, dated November 26, 2021 of the Prime Minister "on continuing to strengthen innovation in mass mobilization work of state agencies and authorities at all levels in the new situation" and guiding documents of the Central Government and the province on mass mobilization work of the government, the District Steering Committee develops and directs the implementation for the period 2022 - 2026.

Party committees, authorities and organizations at all levels in the district have implemented Decision No. 714-QD/HU, dated January 12, 2022 of the Standing Committee of the District Party Committee "Issuing regulations on mass mobilization work of the Chau Thanh district political system". Developing, reviewing and supplementing regulations on mass mobilization work in agencies and units; directing the rectification of working styles and manners of cadres, civil servants and public employees with the spirit of serving the people, being close to the people, understanding the people, being attached to and respecting the people. The District Party Committee's Mass Mobilization Committee coordinated with the People's Committee, the Vietnam Fatherland Front Committee and departments, branches and organizations of the district to actively participate in the mass mobilization work. Timely directing campaigns and praising and rewarding collectives and individuals with outstanding achievements in implementing the emulation movement "Skillful mass mobilization".

The emulation movement "Skillful Mass Mobilization" has always been promoted and implemented by the Party Committee, the government, the Fatherland Front, organizations, and armed forces in the district in residential areas, agencies, units, schools, etc. with many diverse and practical forms. Thereby, it has positively impacted the awareness of cadres, civil servants, public employees, union members, association members, and the masses; creating a widespread emulation movement, with many collective and individual models registered to implement in various fields. In 2022, out of a total of 91 collective and individual models in various fields, there were 62 "Skillful Mass Mobilization" models in the cultural and social fields (52 collectives and 10 individuals). Through the survey, there were a number of models that achieved practical results for the cultural and social life of local people.

Party committees at all levels have focused on directing and promoting the role of the Fatherland Front and mass organizations in propagating and mobilizing people to implement the model of "Skilled mass mobilization" in the movement "All people unite to build cultural life at the grassroots level" associated with the movement "All people unite to build new rural areas and civilized urban areas".

Promoting the strength of national solidarity, propagating and mobilizing people to voluntarily donate land, fruit trees, crops to build rural roads, creating people's consensus in clearing land for construction of works, projects, and flower roads; mobilizing the Gratitude Fund, the Fund for the Poor, charitable and humanitarian activities, sponsoring poor students, building a learning society, developing the movement to encourage learning and talent; building studious families and clans... models have created bright spots and highlights, such as: the model "New initiatives and experiences in mobilizing people to participate in universal health insurance" of the Party Committee of Luong Hoa A commune; the model "Improving the quality of religious activities to sponsor and help poor households" of the Party Committee of Hoa Minh commune; the model "Supporting lonely elderly people for life in Chau Thanh town" of the Chau Thanh town police.

Many effective models continue to develop and expand, such as: the model "Collecting agricultural waste associated with environmental protection, building new rural areas" of the Farmers' Association of Hoa Loi commune; the model "Promoting the implementation of social security policies" of the Abbot of Vinh Phuoc pagoda, Phuoc Hao commune; the model "Promoting savings to raise funds to help poor students, not letting students drop out of school because of poverty" of Vu Dinh Lieu High School...

Vu Dinh Lieu High School currently has 927 students in 3 grades (10, 11, 12), with 59 staff, teachers and employees. Implementing the model "Mobilizing savings to raise funds to help poor students, not letting students drop out of school because of poverty", the school is determined to carry out the motto of caring for and helping poor students, not letting students drop out of school because of poverty, the mass organizations in the school play a good role in deploying and implementing the model;

In coordination with the Parents' Representative Board, the Education Promotion Association has done a good job of mobilizing support from organizations and individuals. Since 2010, the school has mobilized cadres, teachers and staff to contribute 20,000 VND/person/month and associated it with the task of sponsoring disadvantaged students in each school year. The model demonstrates meaningful work, has practical effects, strengthens the relationship between teachers and students; encourages students to try hard to study well; educates on thrift, the spirit of mutual love, sharing, helping and supporting each other in life.

In the 2022-2023 school year alone, the school mobilized and coordinated with organizations and individuals inside and outside the school to sponsor, support, and award scholarships to students with excellent achievements, poor students, and students in difficult circumstances, with a total amount of over 179 million VND. Ms. Nguyen Thi Thuy Lieu, Principal of Vu Dinh Lieu High School, said that for the Vu Dinh Lieu scholarship alone, the school annually supports students with 500 - 600 million VND.

The emulation movement "Skillful mass mobilization" has always been promoted by Party committees, authorities, the Fatherland Front, organizations, and armed forces to raise awareness. At the same time, it has been organized and implemented, promoting practical effectiveness. Many models have spread widely, bringing new vitality to localities, residential areas, agencies, units, and schools, with many diverse and practical forms, contributing to building and improving the criteria of new rural areas and increasingly civilized urban areas.
