"Effective mass mobilization" in cultural development.

Over the years, the Steering Committee for Grassroots Democracy Regulations and the "Skilled Mass Mobilization" Emulation Movement (the Steering Committee) of Chau Thanh district has intensified the dissemination and implementation of directives and resolutions of the Party and State, which have been disseminated by Party committees and authorities at all levels to all cadres, Party members, union members, association members, and the people. This is an important and continuous task in the Party's mass mobilization work, positively impacting the development of the economic , cultural, and social lives of all strata of the people. In the socio-cultural field, there have been many outstanding changes recently, contributing to improving the criteria for building new rural areas.

Party committees at all levels recognize the importance of mass mobilization work, the Regulations on Democracy at the grassroots level, and the "Skilled Mass Mobilization" emulation movement, and consistently pay attention to leading and directing their implementation. Continuing to implement Directive No. 33-CT/TTg dated November 26, 2021, of the Prime Minister "on continuing to strengthen the innovation of mass mobilization work of state agencies and governments at all levels in the new situation" and other guiding documents from the Central Government and the province on government mass mobilization work, the District Steering Committee has developed and directed the implementation for the period 2022-2026.

The Party Committee, government, and mass organizations at all levels in Chau Thanh district have implemented Decision No. 714-QD/HU, dated January 12, 2022, of the Standing Committee of the District Party Committee, "Promulgating the regulations on mass mobilization work of the political system of Chau Thanh district." They have proceeded to develop, review, and supplement regulations on mass mobilization work in agencies and units; directed the rectification of working methods and styles of cadres, civil servants, and public employees with the spirit of serving the people, being close to the people, understanding the people, and respecting the people. The District Party Committee's Mass Mobilization Department, in coordination with the People's Committee, the Fatherland Front Committee, and other departments, agencies, and mass organizations of the district, actively participated in and effectively carried out mass mobilization work. They promptly directed campaigns and commended and rewarded collectives and individuals with outstanding achievements in the "Skilled Mass Mobilization" emulation movement.

The "Effective Mass Mobilization" emulation movement has been continuously promoted and implemented by Party committees, government agencies, the Fatherland Front, mass organizations, and armed forces in the district, in residential areas, agencies, units, schools, etc., with many diverse and practical forms. This has positively impacted the awareness of cadres, civil servants, employees, union members, association members, and the general public; creating a widespread emulation movement with many collective and individual models registered for implementation in various fields. In 2022, out of a total of 91 collective and individual models in various fields, 62 were "Effective Mass Mobilization" models in the socio-cultural field (52 collectives and 10 individuals). Surveys show that some models have achieved practical effectiveness in the cultural and social life of local people.

Party committees have focused on directing and promoting the role of the Fatherland Front and mass organizations in propagating and mobilizing the people to implement the "Skilled Mass Mobilization" model in the "All People Unite to Build a Culturally Rich Life at the Grassroots" movement, linked with the "All People Unite to Build New Rural Areas and Civilized Cities" movement.

Leveraging the strength of national unity, promoting and mobilizing the people to voluntarily donate land, trees, and crops for rural road construction, creating public consensus in land clearance for the construction of projects and flower-lined roads; mobilizing the Gratitude Fund, the Fund for the Poor, charitable and humanitarian activities, sponsoring poor students, building a learning society, developing the movement to encourage learning and talent; building studious families and clans... these models have created bright and outstanding examples, such as: the model "New initiatives and experiences in mobilizing people to participate in universal health insurance" of the Party Committee of Luong Hoa A commune; the model "Improving the quality of activities of religious establishments sponsoring and assisting poor households" of the Mass Mobilization Block of the Party Committee of Hoa Minh commune; the model "Supporting elderly people living alone for life in Chau Thanh town" of the Chau Thanh town police.

Many effective operational models continue to develop and expand, such as: the "Agricultural waste collection linked to environmental protection and rural development" model of the Hoa Loi Commune Farmers' Association; the "Campaign to implement social welfare policies" model of the Abbot of Vinh Phuoc Pagoda, Phuoc Hao Commune; the "Campaign to save and raise funds to help poor students, preventing students from dropping out of school due to poverty" model of Vu Dinh Lieu High School…

Vu Dinh Lieu High School currently has 927 students across three grade levels (10, 11, and 12), with 59 staff, teachers, and employees. Implementing the model of "Mobilizing savings to raise funds to help poor students, preventing students from dropping out of school due to poverty," the school is determined to uphold the principle of caring for and assisting poor students, ensuring they do not drop out because of poverty. The school's organizations and associations are playing a crucial role in implementing and carrying out this model.

In coordination with the Parents' Association, the Education Promotion Association has done a good job of mobilizing support from organizations and individuals. From 2010 to the present, the school has encouraged its staff, teachers, and employees to contribute 20,000 VND/person/month, linking this to the task of sponsoring disadvantaged students each school year. This model demonstrates meaningful and practical effectiveness, strengthening the bond between teachers and students; motivating students to strive for academic excellence; and educating them about frugality, mutual support, and helping each other in life.

In the 2022-2023 school year alone, the school mobilized and coordinated with organizations and individuals inside and outside the school to sponsor, support, and award scholarships to outstanding students, poor students, and students with difficult circumstances, totaling over 179 million VND. Ms. Nguyen Thi Thuy Lieu, Principal of Vu Dinh Lieu High School, said that the Vu Dinh Lieu scholarship alone provides support to the school's students annually from 500 to 600 million VND.

The "Effective Mass Mobilization" emulation movement has been actively promoted by Party committees, government agencies, the Fatherland Front, mass organizations, and the armed forces through effective propaganda and awareness-raising efforts. Simultaneously, its implementation has yielded practical results. Many models have spread widely, bringing new vitality to localities, residential areas, agencies, units, and schools, with diverse and practical forms, contributing to the construction and improvement of new rural criteria and increasingly civilized urban areas.
