Attending the conference, delegates were trained in professional skills related to Party building and organization, state management, organization and operation of the Fatherland Front , political organizations at the commune level (new); organization of the two-level local government apparatus; decentralization, delegation of power and determination of authority.

In addition, the conference also clarified the tasks and authorities of the Party Committees, People's Councils, and People's Committees at the provincial and communal levels and clearly defined for localities the reception of tasks, authorities, decentralization, and delegation of powers according to each management area of the ministries, departments, branches, and central organizations.

The main goal is to help cadres and civil servants clearly understand and grasp policies, regulations and guidelines for effective implementation, as well as promptly resolve difficulties and problems arising during the implementation process.
