Mr. Nguyen To An, Deputy Director of the Vietnam Registering and Inspection Department, said that recently the Department has received many complaints from a number of agencies, organizations, citizens and businesses about vehicle inspectors and technical staff of motor vehicle inspection units suggesting or asking for bribes from vehicle owners when bringing their vehicles in for inspection.

Furthermore, vehicle inspection officers may suggest that vehicle owners purchase mandatory civil liability insurance even if the vehicle already has insurance, or that they purchase extended insurance coverage that violates regulations. If the vehicle owner refuses to purchase insurance, they create difficulties by delaying the delivery of inspection results.

In addition, some vehicle inspectors have been inconsistent in their inspection procedures, with instances of omitting items or content during the inspection process.

In particular, there have been instances of vehicles with fake yellow license plates being inspected to be "transformed" into commercial transport vehicles, and the issuance of extended inspection periods for some vehicles in violation of regulations.

Some vehicle inspection units are arbitrarily re-examining vehicles in violation of regulations in order to reissue certificates of technical safety and environmental protection for modified motor vehicles.

"In particular, there have been reports of inspection units colluding in conducting inspections for trucks with illegally modified cargo beds. Therefore, the situation of trucks with illegally modified cargo beds participating in traffic still persists," the head of the Vehicle Registration Department emphasized.

According to the Vehicle Registration Department, the aforementioned complaints have negatively impacted inspection activities. Therefore, in order to promptly rectify the situation and improve the quality of motor vehicle inspections, and to prevent the recurrence of violations in the field of motor vehicle registration and inspection, the Vehicle Registration Department has issued a document requesting inspection facilities to strictly comply with regulations on technical safety and environmental protection inspection of road motor vehicles.

Accordingly, the Department requests that the Departments of Transport implement and maintain the connection of surveillance camera data for vehicle inspection activities. This is to promptly detect and strictly handle cases where inspectors or inspection units skip inspection items or conduct inspections for vehicles that have committed administrative violations in the field of road traffic order and safety.

For vehicle inspection units, the Department requires that they do not arbitrarily or independently issue requirements or instructions to vehicle owners that are not stipulated in the law.

In cases where a truck's side panels or cargo bed have been modified to differ from the vehicle's documentation during inspection, the inspection unit will check, evaluate, and issue a notice of failure. Simultaneously, the inspection unit is responsible for logging into the vehicle warning software and notifying the local traffic police.

"It is strictly prohibited to arbitrarily reissue a renovation certificate that was previously inspected and issued by another unit...", the Vietnam Register Department requires.
