Strict quality control
On December 26, 2025, the Government issued Decree No. 166/2024/ND-CP regulating the conditions for conducting motor vehicle inspection services; the organization and operation of inspection facilities; and the service life of motor vehicles (hereinafter referred to as Decree 166). This Decree emphasizes the personal responsibility of inspection officers in each inspection result, linking quality control with professional ethics. It also clarifies that inspection facilities must standardize inspection equipment to ensure accuracy and build and maintain a quality management system according to standards.

In implementing this Decree, the Bac Ninh No. 1 Vehicle Inspection Center in Bac Giang Ward has implemented a comprehensive set of solutions to improve the quality of vehicle inspections. Here, the work atmosphere is efficient and scientific; vehicles are directed and processed according to technical procedures, preventing congestion. Inspectors work independently at each stage, and data is directly entered into the system.
Mr. Le The Hung, Director of the Center, said: “To meet inspection requirements, the unit has upgraded and standardized its equipment system, including brake testing machines, standard exhaust gas measuring devices, and surveillance cameras throughout the entire inspection line. All images and data are stored for post-inspection purposes. Vehicles that fail to meet technical safety requirements must be repaired and rectified before being re-inspected. The Center absolutely will not relax standards due to pressure to meet quotas.” It is known that from the beginning of the year until now, the unit has inspected nearly 19,000 vehicles, of which 16,200 passed, while the rest failed.

Similarly, at the 98-02D Motor Vehicle Inspection Center in Da Mai Ward, the improvement of inspection quality is being implemented comprehensively. The center regularly maintains and services equipment to ensure accuracy; it focuses on professional training, skills development, and professional ethics for its inspection staff, assigning individual responsibility to each inspection shift. Simultaneously, it regularly updates, upgrades, and ensures proficient use of the inspection management software. From the beginning of the year until now, the center has inspected over 24,700 vehicles, of which 21,400 met the standards, while the remainder failed due to main faults such as electrical systems, lights, brakes, and exhaust emissions. Mr. Ngo Xuan Toan, a vehicle owner undergoing inspection, said that the center's staff provided attentive and professional service. When a vehicle encountered a fault, the inspectors explained and guided the owner on how to rectify it to ensure compliance with requirements before issuing the certificate.
The Vehicle Inspection Center 99-03D in Que Vo ward inspected nearly 16,000 vehicles; the Vehicle Inspection Center 99-05D in Tram Lo ward inspected over 15,200 vehicles; and the Vehicle Inspection Center 99-06D in Vo Cuong ward inspected 13,200 vehicles.
Strengthen supervision
According to the Department of Construction, the province has 12 vehicle inspection centers. From the beginning of the year until now, these centers have inspected nearly 220,000 vehicles, of which nearly 179,000 vehicles passed the inspection, while the rest failed. Reporters observed that since the implementation of Decree 166, the percentage of vehicles failing the first inspection at some centers has tended to increase. This accurately reflects the technical condition of the vehicles and shows that the inspection process has become more effective.

To improve the quality of inspections, centers throughout the province are focusing on upgrading and standardizing specialized equipment, reforming administrative procedures, and training staff to enhance their professional skills. During the inspection process, all procedures and processes are publicly displayed, and each stage is monitored by a camera system directly connected to the Vietnam Register.
Given the increasing number of motor vehicles in circulation, the Department of Construction has identified the inspection of vehicle registration and inspection activities as a crucial solution to ensure the safety of people and vehicles. From the beginning of the year, the Department developed a plan to inspect motor vehicle registration and inspection facilities. Accordingly, the Department inspected five facilities, focusing on compliance with inspection procedures, physical infrastructure conditions, the competence of inspectors, and the responsibility of the unit's head. Mr. Tong Ngoc Dong, Deputy Head of the Transport and Traffic Safety Department (Department of Construction), said that along with directing registration and inspection facilities to strictly follow the prescribed procedures and processes, the Department of Construction also strengthened direct supervision of compliance at these facilities. The Department not only checked records and documents but also directly supervised inspection activities on the production line, cross-referencing data on the system and extracting camera footage when necessary. The shortcomings and limitations will be clearly identified for timely rectification, and violations will be resolutely dealt with according to regulations.
In the coming period, the Department of Construction will continue to direct vehicle inspection facilities to innovate, improve service quality, maintain and enhance infrastructure, and publicly and transparently display complete information. At the same time, it will receive feedback and suggestions from the public to promptly resolve issues; and promote data digitization in operational processes. With the synchronized implementation of these solutions, the inspection of motor vehicles in the province is gradually becoming more systematic and effective, contributing to ensuring traffic safety and minimizing accidents caused by vehicle technical issues.
