The vehicle inspector made a mistake and must write a report.

Regarding the case where the 50-05V Vehicle Inspection Center – Hong Ha Branch (Tan Binh District, Ho Chi Minh City) failed the vehicle inspection for Mr. Long Vu's original Mercedes C250 Exclusive (residing in Thu Duc City, Ho Chi Minh City), a representative of the Center confirmed to VTC News on the evening of May 21st that the inspector had made a mistake. The center has requested the employee to write a report and submit it to the Vietnam Registering Authority.

Representatives from the 5005V Vehicle Inspection Center – Hong Ha Branch (Tan Binh District) have scheduled a meeting with Mr. Long Vu to resolve the issue of his vehicle failing the inspection. The center will work in a constructive manner and support Mr. Vu with priority inspection and cover all inspection costs.

Mr. Long Vu shared that representatives from the Vietnam Registering and Inspection Department had also discussed with him the fact that the 5005V Inspection Center – Hong Ha Branch had failed the inspection of his original Mercedes C250 Exclusive.

Accordingly, officials from the Vietnam Registering and Inspection Department announced that Mr. Vu's original Mercedes car failed the inspection due to a system error and confirmed that Mr. Vu's car was not a modified vehicle; this version had been registered by Mercedes.

Earlier, on the afternoon of May 17th, vehicle inspector Tran Vu Phuong inspected the Mercedes for Mr. Long Vu. Mr. Vu's car had all the necessary documents and was in its original condition, with no modifications or changes to its structure.

However, after thoroughly inspecting all aspects of the vehicle, during the photo-taking phase, the vehicle inspector, Tran Vu Phuong, called Mr. Vu back and informed him that the front grille of his car had been replaced and did not match the vehicle's original technical specifications.

Mr. Vu explained to vehicle inspector Tran Vu Phuong that the Mercedes C250 (W205) model has two versions sold by Mercedes to consumers.

The first version is the C250 AMG, just like the image in the registration system file that registration officer Tran Vu Phuong printed and showed to Mr. Vu. The second version is the C250 Exclusive, just like Mr. Vu's car.

However, vehicle inspector Tran Vu Phuong still insisted that Mr. Vu's car had its grille replaced, refused to approve the inspection, returned the documents, and forced him to replace the grille and bumper with the C250 AMG version before it could be re-inspected.

At 4 PM on May 17th, Mr. Vu contacted Mercedes-Benz and asked them to check the VIN (vehicle identification number) to prove that the grille on his car was a C250 Exclusive model.

At 5 PM the same day, Mr. Vu returned to the Vehicle Inspection Center No. 5005V - Hong Ha Branch to present images showing that his Mercedes C250 (W205) had two versions, AMG and Exclusive, along with images verifying that the car's grille was original and not modified. However, inspector Tran Vu Phuong remained certain that Mr. Vu's car was in violation, refused to register it, returned the documents, and requested that he make corrections to the vehicle.

Mr. Vu also provided the vehicle inspector with evidence from document No. 5239/ĐKVN-VAR issued by the Vietnam Registering Agency on December 26, 2022, which listed six items deemed as minor defects or damage, allowing the vehicle to still be granted a Certificate of Technical Safety and Environmental Protection. Specifically, "replacement grilles and front grilles must have the same shape, size, and material as the old grilles and front grilles, without altering the vehicle's structure."

The Mercedes owner stated that the aforementioned regulation indicates that even if Mr. Vu changed the grille but did not alter the vehicle's dimensions, his car would still be eligible for inspection and would not be deemed in violation and therefore "failed" the inspection as concluded by inspector Tran Vu Phuong.

In addition, the Hong Ha Branch of the Motor Vehicle Inspection Center No. 5005V contacted the Motor Vehicle Inspection Center No. 6601S in Cao Lanh City, Dong Thap Province, to verify the previously stored images of Mr. Vu's vehicle. The images exchanged between the two centers clearly show that the front of vehicle 66A-024.68 from previous inspections matches the current condition of Mr. Vu's vehicle.

However, the inspectors at the 5005V Motor Vehicle Inspection Center - Hong Ha Branch still did not accept the results and concluded, "Center 6601S may not have understood the vehicle's technical specifications, made a mistake, and Center 5005V cannot continue to follow that mistake."
