Mr. Nguyen Minh Long, residing in Ha Giang 2 ward, stated that on October 24th, he received a call from the phone number 03362963XX , claiming to be an official from the 23.01S Motor Vehicle Training and Inspection Center. The caller then discussed the need to change the vehicle inspection sticker design following the merger of the Ministry of Transport and the Ministry of Construction , suggesting he go to the Ha Giang Vehicle Inspection Center to have the sticker changed. If he couldn't go in person, he could add the caller on Zalo for instructions on downloading an online app. Prior to this, around mid-September, he had also received a similar call from an unknown number. Suspecting foul play, Mr. Long immediately contacted the Vehicle Inspection Center to verify the information and was told it was not him.

Nguyen Van Hieu, a resident of Viet Lam commune, shared: “My car's inspection certificate hadn't expired yet, but I recently received a call informing me that my inspection was about to expire, offering to help me download an app to schedule an inspection, and requiring me to transfer money to exchange the sticker via post . Luckily, I called the Vehicle Inspection Center directly to check and was informed that it was a scam; otherwise, I might have lost money unfairly.”
Mr. Le Duc Tho, residing in Ha Giang 1 ward, added that the other day, someone claiming to be an official from the Ha Giang Vehicle Inspection Center called and told him to change his vehicle inspection sticker according to the new circular from the Ministry of Construction. However, when he asked why he needed to change it and under which regulation, the person gave evasive explanations and then hung up.
According to reports, these individuals often use unfamiliar phone numbers, speak with regional accents, and impersonate officials from the Vehicle Inspection Center, creating psychological pressure that makes people easily believe and comply with their requests. Mr. Truong Dang Luu, in charge of inspection at the 23.01S Motor Vehicle Training and Inspection Center, Department of Construction, said that since September, they have received many phone calls from citizens and vehicle owners asking if center officials are requesting changes to the inspection sticker design or color. They have clarified that this is not the case and have sent warnings to communes and wards about the impersonation of Vehicle Inspection Center officials for other purposes.

In response to this situation, the 23.01S Motor Vehicle Training and Inspection Center (under the Department of Construction) issued Notice No. 72 on October 27, 2025, to relevant agencies, departments, and the People's Committees of communes and wards, requesting increased public awareness campaigns to encourage vigilance. Mr. Khuong Manh Ha, Deputy Director of the 23.01S Motor Vehicle Training and Inspection Center, affirmed that the current design and color of the inspection sticker remain unchanged. There are no documents or regulations regarding changes to the motor vehicle inspection sticker. Center staff also do not make any calls or send any messages requesting people to transfer money, change stickers, or download applications related to vehicle inspection. All vehicle information is received directly at the Center or through the official channels of the Department of Construction.

The 23.01S Motor Vehicle Training and Inspection Center is one of four motor vehicle inspection centers operating in the province. Since the beginning of the year, the Center has inspected nearly 15,000 vehicles and issued over 11,000 inspection certificates. To meet the increasing demand for vehicle inspections from individuals and businesses, the center has extended its working hours to include Saturdays. Currently, the 23.01S Motor Vehicle Training and Inspection Center is coordinating with the People's Committees of communes and wards in the province to raise awareness among the public, drivers, and transportation businesses, helping to effectively prevent high-tech fraud in the vehicle inspection sector. The Center advises people not to provide personal information and not to access suspicious links sent via text messages or social media. Upon receiving suspicious calls or messages, please report them immediately to the police or contact the 23.01S Vehicle Inspection Center directly for verification.
