Multiple spoof calls
Mr. Nguyen Minh Long, residing in Ha Giang 2 ward, said that on October 24, he received a call from phone number 03362963XX claiming to be an officer of the 23.01S Motor Vehicle Training and Inspection Center. After that, this person talked about the fact that after the merger of the Ministry of Transport with the Ministry of Construction , the inspection stamp model of cars had to be changed. He asked me to go to the Ha Giang Inspection Center to change the stamp. If I didn't have time to come in person, I could add him on Zalo and he would be guided to download the online change app... Before that, around mid-September, he also received a call from a strange phone number with a similar request. Suspecting a problem, Mr. Long immediately called an officer of the Inspection Center to verify and was told that it was not true.

Mr. Nguyen Van Hieu, residing in Viet Lam commune, shared: "My car's registration has not expired yet, but recently I received a call informing me that the car's registration is about to expire, supporting me to download the application to schedule a registration, and at the same time, I have to transfer money to change the stamp via post . Luckily, I called the Registration Center directly to check and was informed that it was a scam, otherwise I would have lost money."
Mr. Le Duc Tho, residing in Ha Giang 1 ward, added that the day before, a person who introduced himself as an officer of the Ha Giang Registration Center called to ask him to change the inspection stamp according to the new circular of the Ministry of Construction. However, when he asked why it had to be changed and according to which regulations, this person explained in a roundabout way and then hung up.
According to the report, the subjects often use strange phone numbers, speak with different regional accents, and claim to be officers of the Inspection Center, creating psychological pressure that makes people easily believe and follow the request. Mr. Truong Dang Luu, in charge of inspection of the 23.01S Motor Vehicle Training and Inspection Center, Department of Construction, said that since September, we have received many phone calls from people and vehicle owners asking whether the center's officers requested to change the stamp model and color of the inspection stamp? We replied that there was no such incident and sent documents to communes and wards warning about impersonating officers of the Inspection Center for other purposes.

Faced with the above situation, the 23.01S Motor Vehicle Training and Inspection Center (Department of Construction) issued Notice No. 72, dated October 27, 2025, to agencies, departments, branches and People's Committees of communes and wards, requesting to strengthen propaganda so that people can be more vigilant. Deputy Director of the 23.01S Motor Vehicle Training and Inspection Center, Khuong Manh Ha, affirmed that currently the stamp model and color of the inspection stamp have not changed compared to before. There have been no documents or regulations on changing the inspection stamp of motor vehicles. The officers and employees of the Center also did not make any calls or messages asking people to transfer money, change stamps or download applications related to inspection. All information about vehicles is received directly at the Center or through the official channels of the Department of Construction.

The 23.01S Motor Vehicle Training and Inspection Center is one of four motor vehicle inspection centers operating in the province. Since the beginning of the year, the Center has inspected nearly 15,000 vehicles, issuing more than 11,000 inspection certificates. In order to meet the increasing demand for vehicle inspection from people and businesses, the unit has expanded its working hours to Saturdays every week. Currently, the 23.01S Motor Vehicle Training and Inspection Center is coordinating with the People's Committees of communes and wards in the province to propagate to people, drivers, and transport businesses, helping to effectively prevent high-tech fraud in the field of inspection. The Center recommends that people do not provide personal information, do not access strange links sent via text messages or social networks. When receiving suspicious calls or messages, immediately report to the police or contact the 23.01S Inspection Center directly for verification.
