The Ministry of Education and Training removes English and computer skills certificates from teacher promotion application dossiers.

The Ministry of Education and Training (MOET) has recently issued Official Letter 8268/BGDĐT-NGCBQLGD to the People's Committees of provinces and centrally-administered cities, requesting them to continue reviewing and implementing the appointment and promotion of teachers' professional titles.

Teachers in Grade III are not required to have 9 years of experience or a university degree.

This guide outlines the standards and conditions for promotion to higher professional ranks for teachers in preschool, primary, secondary, and continuing education institutions, ensuring compliance with Circular No. 13/2024/TT-BGDĐT. The following points should be noted:

The determination of equivalent tenure is carried out according to the provisions of Article 13 of Circular No. 13/2024/TT-BGDĐT. Accordingly, the work experience of primary and lower secondary school teachers of rank III and equivalent (including the time under labor contracts as prescribed) is determined to be equivalent to the tenure of the professional title of primary and lower secondary school teacher of rank III without requiring a full 9 years of university-level training (Clause 2 and Clause 3, Article 13 of Circular No. 13/2024/TT-BGDĐT).

If the job position does not actually require foreign language or computer skills certificates, then teachers do not require them to have foreign language or computer skills certificates.

Teachers who already possess one of the training certificates according to the professional title standards for teachers at their current teaching level are considered to meet the requirements for professional title training certificates at their current teaching level and can use this certificate to apply for promotion to a higher professional title (Clause 3, Article 5 of Circular No. 08/2023/TT-BGDĐT). Teachers are not required to obtain additional training certificates according to the new professional title standards.

If the actual job position does not require a foreign language or computer skills certificate, then teachers are not required to have such certificates.

In cases where a foreign language or computer skills certificate is required, please note: If a teacher possesses one of the diplomas or certificates specified in Clause 3, Article 9 of Decree No. 115/2020/ND-CP, as amended and supplemented by Clause 4, Article 1 of Decree No. 85/2023/ND-CP, they are considered to meet the standard for foreign language proficiency or proficiency in a minority ethnic language for the professional title category they are applying for promotion (Clause 1, Article 14 of Circular No. 13/2024/TT-BGDĐT).

Specify the achievements in professional activities to serve as the basis for determining the successful candidates in the promotion examination as stipulated in point a, clause 2, Article 40 of Decree No. 115/2020/ND-CP, amended and supplemented by clause 20, Article 1 of Decree No. 85/2023/ND-CP (clause 2, Article 14 of Circular No. 13/2024/TT-BGDĐT).

For standards (including standards on the application of information technology and the use of foreign languages in professional activities) that do not have supporting evidence in the form of diplomas, certificates, certifications, decisions, commendations, awards, projects, or products applied in the education and teaching of students and related documents, the evidence shall be a record of evaluation and comments on the ability to meet those standards by the professional team, subject or equivalent, and confirmed by the head of the educational institution directly managing and employing the teacher (Clause 3, Article 14 of Circular No. 13/2024/TT-BGDĐT).

Continue reviewing and organizing the promotion of professional titles for lecturers in teacher training colleges, teachers, and vocational education lecturers under the management authority, in accordance with the actual conditions of the locality. The standards and conditions for considering promotion of professional titles for teachers and vocational education lecturers shall be implemented according to Circular No. 07/2023/TT-BLDTBXH, amended and supplemented by Circular No. 10/2024/TT-BLDTBXH. The standards and conditions for considering promotion of professional titles for lecturers in teacher training colleges shall be implemented according to Circular No. 05/2024/TT-BGDĐT.
