To unlock the potential for green development, tourism development, enhance environmental protection responsibility, create a breakthrough for the locality, and aim for the goal of establishing a town before 2025, in recent years, Kim Bang district has always considered the implementation of Program No. 28 of the Provincial Party Committee and Decision No. 2382 of the Provincial People's Committee on environmental pollution control in Ha Nam province for the period 2021-2025, focusing on the area west of the Day and Nhue rivers, as a crucial task. The Standing Committee of the District Party Committee and the People's Committee of Kim Bang district have focused on leading and directing the thorough dissemination and implementation to all levels of Party committees, Party organizations, officials, Party members, and the people in the district.

In addition, Kim Bang district proactively coordinates with relevant departments and units to strengthen inspection and supervision of production facilities in the area, especially the operation of environmental protection facilities; and control of wastewater discharge into the Nhue-Day river basin. It directs communes west of the Day River to continue maintaining environmental service teams and develop annual plans to suit the actual situation of each locality. It promotes propaganda work, improves the quality of household waste collection and sorting at source, and minimizes plastic waste. It urges communes and towns to invest in the construction of covered waste collection facilities that meet standards and to develop environmental protection plans for craft villages as required.

Kim Bang aims to develop green and sustainable tourism.

After two years of implementing Program No. 28, with the determination of the entire political system, the environment in the area west of the Day and Nhue rivers has seen positive changes. Specifically: Environmental pollution from air emissions has been minimized, with 100% of emission-generating facilities having collection and treatment systems, of which 90% of industrial emissions are treated to meet environmental standards; Environmental pollution from the exploitation and production of construction materials has been gradually reduced (areas with serious pollution have seen a 50% reduction in dust pollution levels, while other areas have gradually reduced to permissible standards); 2 out of 2 cement plants have exhaust gas treatment systems, automatic monitoring systems, and data transmission to the Department of Natural Resources and Environment for inspection and supervision; 52 out of 52 mineral mining and processing facilities have installed and are operating dust and exhaust gas treatment facilities and measures.

In particular, over the past period, many mining and mineral processing enterprises have strictly implemented the commitments made in their environmental impact assessment reports or environmental protection commitments and environmental protection plans. These enterprises have invested funds and human resources in environmental restoration according to approved plans and methods; most facilities conduct periodic environmental pollution monitoring and submit reports to state management agencies. Many enterprises have cleaned up spilled materials, planted trees along corridors, watered roads to reduce dust, and actively completed procedures and remedial measures after inspections and warnings. Industrial zones and clusters in the district have invested in building centralized wastewater treatment plants that meet standards before discharging wastewater into the environment, installed automatic wastewater monitoring systems, and transmitted data to the Department of Natural Resources and Environment as required.

The investment project to build Tan Lang Bridge and the regional connecting road, linking from Ring Road 4 - Ring Road 5 via National Highway 38 to National Highway 21 in Kim Bang district, will be a driving force for the district's development.

From the results achieved, it can be seen that Program No. 28 and Decision No. 2382 of the People's Committee of Ha Nam province have brought many positive results, initially contributing to reducing environmental pollution and minimizing environmental hotspots. More importantly, Program No. 28 has made and is making a significant contribution to awakening the potential for green economic development and sustainable tourism development in Kim Bang district in particular and Ha Nam province in general.

Mr. Nguyen Thanh Thang, Chairman of the Kim Bang District People's Committee, stated: Kim Bang District has identified the development of tourism and services in a green and sustainable direction as a task for the entire political system and society, aiming to improve the lives of the people. The goal is to develop green tourism in a sustainable, focused, and targeted manner, based on the potential and strengths of the locality, which includes the Tam Chuc spiritual tourism complex. Therefore, Kim Bang in particular and Ha Nam province in general are determined to invest in building this area into a key spiritual and ecological tourism destination of the province and the country.
