Following the mobile film screening team from the Thai Nguyen Provincial Cultural Center on their journey to show films in the highlands, we arrived at Vang Kheo village in Thuong Minh commune early in the morning. Vang Kheo is a particularly disadvantaged village with 100% of its inhabitants being Dao ethnic minorities. The entire village has only 24 households and is known by a very special name: the "three no's" village – no electricity, no phone signal, and no internet. To organize a film screening for the villagers, the technical staff had to bring a generator and fuel to ensure a reliable power source.
In the evening, under the flickering flashlight beams moving along the road leading to the village cultural center, the people of Vang Kheo flocked in large numbers, the elderly and children alike gathering around the projector screen. For many villagers, this was a rare opportunity to access information and enjoy cultural products.
The film crews presented the people with documentaries about the socio- economic situation of Thai Nguyen province; documentaries promoting the policies and guidelines of the Party and the State; and films recreating the fierce war years, the courageous fighting spirit, and the sacrifices of previous generations for the independence and freedom of the Fatherland.
Mr. Dang Khai Huong, Head of Vang Kheo village, Thuong Minh commune, said: "Vang Kheo village has no electricity, so access to information is slower compared to other villages. When film screenings are held, the villagers can watch films live, and we feel very happy. The villagers can see economic models in the province, and from there, they strive to work hard and produce for a more prosperous life."

Not only focusing on film screenings in mountainous areas, during the celebration of the successful 14th National Congress of the Party and the successful election of deputies to the 16th National Assembly and People's Councils at all levels, the Thai Nguyen Provincial Cultural Center promptly organized mobile propaganda sessions to serve people in remote areas such as Con Minh, Vo Nhai, Phong Quang, Dai Phuc, etc. Through these activities, the results of the Congress, the election results, and the province's socio-economic development policies and goals were conveyed to the people, contributing to inspiring a spirit of labor and production emulation, efforts to reduce poverty, and economic development in the locality.
Mr. Lam Ngoc Du, Director of the Thai Nguyen Provincial Cultural Center, said: The Center has two channels for disseminating information to the grassroots level: mobile film screenings and mobile propaganda. For mobile propaganda, the forms of dissemination are diverse, including oral presentations, theatrical performances, and music and dance. The mobile film screening teams still face many difficulties such as outdated equipment, a wide operating area, and difficult transportation; however, the staff always strive to serve the people with more than 1,000 film screenings each year...
For the propagandists and film technicians of the Thai Nguyen Provincial Cultural Center, each trip is a journey of overcoming difficulties, especially in the challenging mountainous terrain. Motorbikes carrying generators over the mountains, projection screens in villages without electricity – they continue to bring the light of culture, the Party's guidelines, and the State's policies to the people every day.
