Decision No. 146 dated January 28, 2022, of the Prime Minister on the development of human resources for national digital transformation until 2025, with orientation to 2030, clearly states: Developing human resources is key to implementing effective and sustainable digital transformation, helping to successfully achieve the goals in the national digital transformation program.

The overall goal is to improve the quality and effectiveness of training and development of human resources for digital transformation in each industry, sector, and locality.

By 2015, the target was to ensure that 100% of leaders, civil servants, and employees in state agencies, state-owned corporations, and general companies annually participated in training, professional development, and updating their knowledge on digital transformation, digital skills, and digital technology .

100% of digital transformation and information technology specialists receive annual training and professional development in digital technology, and their training results are assessed online through the national digital skills assessment and evaluation system.

70% of people of working age are aware of and skilled in using online public services and other essential digital services in the fields of healthcare, education , transportation, tourism, and banking; they basically understand how to use these services when needed.

Decision 146 also sets targets for training at least 1,000 digital transformation experts in various sectors, fields, and localities to become the core force leading, organizing, and disseminating the national digital transformation process; and for training 5,000 high-quality engineers, bachelors, and practical bachelors specializing in digital technology at universities and colleges with strengths in digital transformation training. Furthermore, 50% of educational institutions at all levels, from primary to high school, should organize STEM/STEAM education and digital skills activities.

According to the National Committee for Digital Transformation, Vietnam currently faces a severe shortage of information technology human resources, accounting for only 2.8% of the total workforce in the province, while the requirement is for the digital economy to account for 20% of GRDP by 2025.

According to the 2022 recruitment market report and 2023 recruitment demand report published by TopCV, IT software was one of the top three positions most frequently recruited by businesses in 2022. In businesses, the IT department had the highest rate of personnel shortages.

At the same time, IT software is one of the two most difficult positions to recruit for and retain this year.

According to TopCV's forecast, software IT is one of the positions that will continue to be most in demand in 2023.

However, it's inaccurate to say that digital transformation is solely the responsibility of the IT team. Digital transformation will change the organization's work environment, the methods and processes of operation in departments in general, and for each individual in particular.

Therefore, digital transformation is not the responsibility of any single department or leadership, but requires the participation and engagement of all personnel within the organization. Enhancing the digital capabilities of all employees – led by professionals with formal training in information technology – is essential.

According to Mr. Le Nguyen Truong Giang, Director of the Institute for Digital Transformation Strategy, in practice, many leaders of ministries, departments, localities, and businesses still do not consider digital transformation as a key task, and have not truly paid attention to, directed, or prioritized resources, especially human resources, for digital transformation.

This has led to a situation where Vietnam's human resources for digital transformation are still insufficient in terms of both quantity and quality, and their distribution is uneven.

"We are implementing digital transformation at a rapid pace, with large volumes and high demands. However, currently, digital transformation training is being narrowed down to certain groups and specific areas."

"This leads to the reality that digital transformation training is currently focused on targets, while the quality of training for digital transformation personnel at three levels—digital transformation consultants, digital transformation trainers, and specialists in digital transformation work—is the biggest shortcoming in Vietnam," said Mr. Le Nguyen Truong Giang.

Each year, Vietnam trains only about 65,000 IT professionals, which is less than 50% of the demand. In terms of quality, only 30% of newly graduated IT professionals can immediately meet job requirements.

Digital transformation is essentially about introducing a means, a process, to ultimately achieve economic, political, and social goals. According to Resolution 52, it's about transforming the growth model from extensive to intensive. To achieve this, the first thing needed is people. We must transform perceptions, train digital skills, and train digital transformation personnel, ” emphasized the Director of the Institute for Digital Transformation Strategy.

Currently, many positive examples and successful models are emerging, such as the development of digital awareness and the training of digital human resources. For instance, in Da Nang City, the People's Committee regularly organizes workshops inviting experts and scientists to update officials on new knowledge and technologies. This will lead to the formation of a network of digital transformation consultants to advise, guide, and support digital transformation in government agencies, organizations, and businesses.

In particular, the city will organize training courses for community-based digital technology teams to update their knowledge and skills in using digital technology applications, aiming to form a core team to spread and bring digital technology to every citizen.

In Ho Chi Minh City, to meet the demand for human resources in digital transformation, the Department of Information and Communications is collaborating with international organizations to train city officials and civil servants in digital skills and competencies. For the private sector, financially strong businesses have utilized specialized digital transformation training providers.

For small and medium-sized enterprises, the Department provides free courses, programs, manuals, applications, and software on the city's digital transformation portal for businesses to study on their own.

At some of the leading technology companies, FPT is investing heavily in AI (artificial intelligence), starting with human resources. Currently, FPT has assembled 500 experts, including 50 AI PhDs/Masters, and continues to recruit talent in this field.

However, to continue building a strong workforce, FPT has partnered with AI research institutes and leading global AI companies to train and exchange high-quality human resources in AI.

Together with Landing AI, 20 experts from FSOFT AI Center have been trained and received international certifications in Computer Vision from Landing AI, contributing to improving the quality of FPT's personnel when working with top manufacturing companies worldwide.

The AI ​​workforce will be supplemented by 1,300 AI-major students from FPT University and 300 students trained in practical AI annually by FPT. The company also nurtures technology talent through a partnership with IPPG, making FPT Education one of the few educational institutions to train AI/robotics from the primary school level.

To implement more comprehensive and decisive solutions, Decision 146 outlines measures for developing human resources for digital transformation, including organizing training courses in state agencies down to the commune level, and in state-owned corporations and companies; selecting at least 1,000 officials from central and local state agencies and some state-owned corporations and companies for training and development in digital transformation, digital technology, and skills in synthesizing and analyzing digital data…

It is necessary to establish a national network of digital transformation experts based on linking 1,000 digital transformation experts both domestically and internationally; to develop, promulgate, and pilot a model for digital higher education; to organize training for teachers to teach educational activities related to informatics, natural sciences, social sciences, technology, engineering, and arts in educational institutions from primary to high school using STEM/STEAM methods; to organize training for lecturers and researchers specializing in digital technologies such as artificial intelligence, blockchain, big data, cloud computing, digital finance, digital business, digital communication, and many other solutions.
