Having been a member of the Party for 57 years, General Secretary Nguyen Phu Trong has made numerous significant contributions to the glorious revolutionary cause of the Party and the nation.
We are pleased to present the article by Comrade Nguyen Trong Nghia, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Head of the Central Propaganda Department, entitled: “The Imprint of General Secretary Nguyen Phu Trong on the Party’s Ideological Work”:
Having served in the Party for 57 years, General Secretary Nguyen Phu Trong has made numerous significant contributions to the glorious revolutionary cause of the Party and the nation.
In particular, during the process of national renewal, Comrade left many profound imprints on the Party's ideological work, contributing to the formulation of strategic policies and guidelines; building and perfecting the theory of the Party's renewal policy; and leading our country to achieve great achievements of historical significance.
General Secretary Nguyen Phu Trong pays great attention to the Party's ideological work.
Having held important positions such as: Member of the Central Committee of the Party from the 7th to the 13th terms; Member of the Politburo from the 8th to the 13th terms; Editor-in-Chief of the Communist Magazine; Secretary of the Hanoi City Party Committee; Chairman of the Central Theoretical Council; Chairman of the National Assembly; President of the Republic; and General Secretary from the 11th to the 13th terms, Comrade has proven himself to be an exceptionally outstanding politician and thinker.
Under all circumstances, Comrade always demonstrated the character and intellect of a communist with strategic vision; absolute loyalty to the Party, the Fatherland, and the People; unwavering adherence to Marxism-Leninism, Ho Chi Minh Thought, the revolutionary goals and ideals of the Party and the nation, and the Party's principles; preserving, upholding, and spreading the bright, pioneering, exemplary, humble, simple, and people-friendly revolutionary moral qualities.
1. In my capacity as a theorist, General Secretary Nguyen Phu Trong has made many special contributions, with numerous works, books, and articles of high theoretical value.
In his works, Comrade [Name] profoundly summarized practical experiences, elevating them into theoretical guidelines for reform. At the same time, he propagated the Party's platform, policies, and guidelines, as well as the State's laws and regulations, firmly safeguarding the Party's ideological foundation and contributing to unity within the Party and social consensus.
In the new context of the era, when goals, doctrines, and practices posed many challenges to the country's path to socialism, especially the challenge of ideological struggle amidst the ups and downs of real socialism after the painful lessons of the collapse of the Soviet Union and Eastern European countries in the work of Party building and organization..., Comrade always pondered and worried about how our Party could successfully realize the Marxist-Leninist doctrine and Ho Chi Minh Thought on the model of socialism in Vietnam.
According to the Comrade, first and foremost, it is necessary to fully and profoundly understand the requirements of theoretical work in the new era. Theory must rise to lead and accompany practice, must have a forward-looking vision and create breakthroughs in theoretical development, providing a timely scientific basis for the Party's reform policies.
With unwavering political acumen, sharp theoretical thinking, and a revolutionary spirit of offensive action, Comrade [Name] produced many profound works of high theoretical, practical, and actionable value on socialism and the path to socialism in Vietnam.
Typical examples include the following works: “Why did the Communist Party of the Soviet Union collapse?”; “Some theoretical and practical issues on socialism and the path to socialism in Vietnam”; “Turning challenges into opportunities, determined to create breakthroughs to bring about rapid and sustainable national development”; “Building a clean and strong Party and political system, contributing to the successful implementation of the Resolution of the 13th National Congress of the Party”; “Building and developing an advanced Vietnamese culture, rich in national identity”; “Resolutely and persistently fighting against corruption and negative phenomena, contributing to building a cleaner and stronger Party and State”; “Building and developing a comprehensive, modern Vietnamese foreign policy and diplomacy, deeply rooted in the Vietnamese bamboo identity”; “The National Assembly in the process of reform to meet the requirements of building and perfecting the socialist rule of law state of Vietnam”...
Comrade's works have had a profound impact on political and ideological awareness within the Party and society, helping cadres, Party members, and the people to correctly understand the theory and practice of socialism and the path to socialism in Vietnam, both objectively and subjectively, especially regarding Party building and the implementation of Party building tasks in politics, ideology, ethics, organization, and personnel.
On that basis, we strengthen the confidence of the entire Party, the entire people, and the entire army in the wise policies and leadership of the Communist Party of Vietnam; affirming the correct choice of the Party, the nation, and our people in the chosen path, with the goal of national independence linked with socialism.
I pledge to dedicate my life to striving, sacrificing, and remaining absolutely loyal to the ideals and revolutionary cause of the Party; to diligently cultivate and improve myself; and to strive to learn from and emulate the thoughts, ethics, and style of President Ho Chi Minh, so as to be worthy of being a member of the Communist Party of Vietnam.
Regardless of his position or role, Comrade always devoted time to summarizing practical experiences, elevating them to theoretical levels in various fields, and then applying these theories to the practical work of Party leadership. He distilled these experiences into lessons learned and identified major relationships and laws governing the construction of socialism, in accordance with the country's realities, contributing to the development of the Party's theoretical thinking and the State's policies and laws.
With the strategic thinking of an outstanding Party leader, Comrade always demonstrated unwavering character, firm and consistent viewpoints and stances, and the relentless revolutionary fighting spirit of a communist soldier.
Comrade [Name] made many significant contributions to the Party's ideological work, especially in protecting and creatively developing Marxism-Leninism and Ho Chi Minh Thought in accordance with the practical realities of the Vietnamese revolution in each stage. On that basis, the Party's viewpoints and guidelines on socialism and the path to socialism were formed, becoming increasingly clearer about the model, goals, and steps of the transitional period.
"The theory of the reform line, of socialism, and of the path to socialism in Vietnam is becoming increasingly complete and gradually being realized." This contributes to making the Party's ideology increasingly dominant in social life, raising awareness, consolidating unity and solidarity within the Party and consensus in society; maintaining political stability and socio-economic development of the country.
Comrade's insightful theoretical thinking has become a theoretical banner, a pioneering force that unites, guides, and clearly directs the Party's political, ideological, and theoretical work.
(i) Formulating the guidelines and strategic vision of the Party, the nation, and the Vietnamese revolution;
(ii) Emphasize the summarization of practical experience and the improvement of the theory of socialism and the path to socialism in Vietnam;
(iii) Emphasize the principle of survival, not allowing any "wavering or wavering": Firmly apply, creatively develop Marxism-Leninism and Ho Chi Minh Thought; firmly adhere to the goal of national independence and socialism; firmly adhere to the Party's reform line; firmly adhere to the principles of Party building; and ensure the highest national interests.
2. In the field of propaganda, public relations, journalism, and media, General Secretary Nguyen Phu Trong is a true journalist, very sharp-witted, and has become a towering figure in Vietnam's revolutionary press.
A particularly outstanding feature of Comrade's writings is their strategic vision and foresight, yet they are incredibly relatable, easy to understand, easy to remember, highly combative, and possess a profound power of influence and persuasion.
Many poems, folk songs, proverbs, and teachings of President Ho Chi Minh have been incorporated by the General Secretary into his journalistic writing, demonstrating both the sharp intellect and profound guiding principles of the leader of the Communist Party of Vietnam, as well as the rich and diverse writing style of a soldier on the ideological and cultural front.
Therefore, even though the content of the message is very abstract, ranging from Marxist-Leninist theory, Ho Chi Minh Thought, to the theory of Party building, socio-economic development guidelines, socialist-oriented market economy development, cultural guidelines, foreign policy, national defense and security... it is conveyed in a very simple, easy-to-understand, vivid, and attractive way, creating a strong ripple effect among cadres, Party members, and the people, becoming a "handbook" for widespread political activities in Party committees, Party organizations, governments, localities, agencies, and units.
Comrade's writings and speeches have made significant contributions to disseminating and educating on the Party's guidelines and policies, and the State's laws and regulations; raising the political awareness and fortitude of cadres, Party members, and the people; gradually establishing the Party's ideology as the dominant force in the spiritual life of society; contributing to protecting the Party's ideological foundation, combating erroneous and hostile viewpoints, actively fighting corruption, waste, and negative phenomena, preventing and repelling the decline in political ideology, morality, and lifestyle, and "self-evolution" and "self-transformation" within the Party; being more proactive in identifying, combating, and promptly and strictly handling violations by some organizations and individuals, warning, deterring, and preventing corruption and negative phenomena, and purifying the ranks of cadres and Party members.
The propaganda sector must do even better in building the Party politically and ideologically. This is the ideological foundation, the goals, the ideals, the unwavering adherence to Marxism-Leninism and Ho Chi Minh Thought, the steadfast commitment to the path we have taken, and the absolute absence of wavering or ambiguity... This is so that all of us can steadfastly pursue the path towards a prosperous people, a strong nation, democracy, justice, and civilization. |
Comrade's writings and speeches contributed to guiding public opinion in a positive, proactive, and timely manner, accurately predicting and grasping the developments in the ideological situation, and handling information from its nascent stages, preventing it from accumulating into major issues.
Comrade's writings and speeches contributed to the organization and implementation of the Party's reform policies, quickly bringing the Party's decisions into life and realizing socio-economic development goals in the short, medium, and long term.
With that spirit of will, determination, and effort, the entire Party, army, and people of Vietnam have overcome many difficulties and challenges, achieving important and historically significant accomplishments with outstanding achievements, making the potential, position, and prestige of the country increasingly high and sustainable.
3. In the field of Party building and rectification , General Secretary Nguyen Phu Trong has shown particular interest, high regard, and unwavering determination in the goal of building a truly clean, strong, and comprehensive Party and political system, as clearly demonstrated by the following highlights:
(1) Many important policies, decisions, resolutions, directives, conclusions, regulations... have been issued by the General Secretary together with the Central Committee, the Politburo, and the Secretariat, closely following the requirements of the revolutionary tasks set forth, each time more profound than the last, creating a new development in the theory, understanding and actions of the Party in building and training the political, ideological, moral qualities and lifestyle of cadres and Party members, creating a very positive transformation in the harmonious and more skillful combination of "building" and "combating", more comprehensively in all aspects of Party building work.
(2) The spirit of offensive, resolute, and decisive action in the struggle to prevent, repel, and strictly handle cadres and party members who are corrupt in political ideology, morality, lifestyle, corruption, negativity, "self-evolution," "self-transformation," "regardless of who that person is," "no forbidden zone," "no exception," "there is entry and exit; there is rise and fall," demonstrates the strictness, discipline, and order of the Party, the supremacy of the State's law, humanistic values, educational values, warnings, deterrence, and alarm among cadres and party members, contributing to curbing, gradually preventing, and repelling the decline in political ideology, morality, lifestyle, manifestations of "self-evolution," "self-transformation," corruption, "group interests," "term-based thinking," "individualism," and "power abuse" in a significant number of cadres and party members.
Innovating methods, enhancing leadership capacity, governing capacity, and the fighting strength of the Party; strengthening unity and cohesion within the Party; consolidating the people's trust in the Party, the State, and the regime; maintaining political and social stability; and promoting the socio-economic development of the country.
(3) Upholding revolutionary ethics, promoting the study and emulation of Ho Chi Minh's thought, morality, and style, in conjunction with regulations on setting examples and things that Party members are not allowed to do; focusing on doing well the content: studying and emulating Uncle Ho and setting examples of cadres and Party members with specific actions and deeds with the motto "the top first, the bottom later," "inside first, outside later," "study goes hand in hand with emulation" in the spirit of Conclusion No. 01-KL/TW, dated May 18, 2021, on continuing to implement Directive No. 05-CT/TW of the Politburo on "Promoting the study and emulation of Ho Chi Minh's thought, morality, and style;" Regulation No. 144-QĐ/TW, dated May 9, 2024, of the Politburo on the standards of revolutionary ethics of cadres and Party members in the new period.
Building a team of cadres and Party members with strong political convictions and qualities, who are responsible and have the right motivations, who are pioneering and exemplary, who fulfill their assigned tasks and responsibilities well, contributing together with the entire Party, the political system and the whole society to create breakthroughs in socio-economic development, and to build and firmly protect the socialist Fatherland of Vietnam.
(4) Upholding the core values of national-ethnic culture, the "soft power" of culture in economic and social development, ensuring national defense and security, strengthening and expanding foreign relations according to the motto: "Culture is the soul of the nation. As long as culture exists, the nation exists."
The National Cultural Conference on implementing the Resolution of the 13th National Congress of the Party (November 2021) has created new vitality and momentum for the cause of building and revitalizing an advanced Vietnamese culture rich in national identity.
Through this, all levels, sectors, and the entire political system are increasingly gaining a more accurate understanding and acting more actively and effectively on the issue of cultural and social development in accordance with the spirit of the Party's 13th National Congress Resolution: comprehensive and synchronized economic and social development; close and harmonious integration of economic development with cultural and social development; and the implementation of social progress and equity in every policy and every step.
4. In the realm of practical thought, ethics, and lifestyle, General Secretary Nguyen Phu Trong is a shining example of self-study, self-training, self-reflection, self-correction, and setting an example in all areas of Party work, especially in studying, following, and setting an example in practicing revolutionary ethics, studying and following the thoughts, ethics, and style of Ho Chi Minh, engaging in self-criticism and criticism, fighting to prevent and repel the decline in political ideology, ethics, and lifestyle, "self-evolution," and "self-transformation" within the Party; and fighting against corruption and negative phenomena.
He has a democratic, attentive, scientific, objective, cautious, thorough, and very decisive working method.
Comrade's thinking, style, and leadership methods in all aspects and fields, both domestic and foreign, bear the strong imprint of national culture, deeply inheriting and developing the dialectical materialism methodology of Marxism-Leninism and Ho Chi Minh Thought. This involves adhering to objective, comprehensive, stable, and developmental viewpoints, combining practicality and historical specificity; being resolute and persistent in principles, yet always flexible and adaptable to achieve success for the highest interests of the nation and people.
When striving to foster unity and consensus in thought, will, and action within the Party, and harmony in society, Comrade [Name] repeatedly emphasized: "With leadership and support from all, a single call from all responds, unity of purpose from top to bottom, and smooth communication from left to right."
In Party foreign affairs, State diplomacy, and people-to-people diplomacy, Comrade emphasized the characteristic features of the "Vietnamese bamboo" school of thought: firm roots, sturdy trunk, and flexible branches; soft, adaptable, skillful, humane, and compassionate, but also very resilient, resolute, and adaptable to all difficulties and challenges.
Party officials, members, people at home, Vietnamese expatriates abroad, and international friends all express their love and respect for the talent, revolutionary ethics, and pure, sincere lifestyle of General Secretary Nguyen Phu Trong.
To his comrades, colleagues, and friends, the General Secretary always showed warm, loyal, tolerant, kind, helpful, and sharing feelings.
For all people nationwide, from all walks of life and professions, religions, and ethnic groups, from the elderly to the young, Comrade always remained close to them, caring for their legitimate rights and interests, deeply empathizing with their aspirations and desires; respecting the people, being close to them, understanding them, learning from them, trusting, respecting, and promoting their right to self-governance; persistently implementing the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," and valuing the core idea that "the people are the foundation."
In Party foreign affairs, State diplomacy, and people-to-people diplomacy, Comrade emphasized the characteristic features of the "Vietnamese bamboo" school of thought: firm roots, sturdy trunk, and flexible branches; soft, adaptable, skillful, humane, and compassionate, but also very resilient, resolute, and adaptable to all difficulties and challenges.
Towards international friends, Comrade always showed sincere affection, a pure and trustworthy international spirit, and a readiness to cooperate and assist while ensuring the foreign policy principles and diplomatic guidelines of the Vietnamese Party and State. In everyday life, Comrade and his family were always humble, exemplary, simple, and sociable...
Comrade's life and career are an exemplary model of a steadfast and indomitable communist soldier, "diligent, thrifty, honest, upright, selfless," consistent in words and actions, wholeheartedly serving the Fatherland and the People, just as Comrade wished: "I vow to strive and sacrifice my whole life, to be absolutely loyal to the ideals and revolutionary cause of the Party, to diligently cultivate and train myself; to try to study and follow the thoughts, ethics, and style of President Ho Chi Minh to be worthy of being a member of the Communist Party of Vietnam, as the lyrics of a song say: 'If I am a flower, let it be a sunflower; if I am a bird, let it be a white dove; if I am a stone, let it be a diamond; if I am a person, let it be a communist!'"
While I'm at it, I'd also like to quote a few lines from the famous work. "That's how steel is tempered." From the Soviet writer Nikolai Ostrovsky: "The most precious thing a person has is life and the honor of living, because a person only lives once. One must live in such a way as to avoid regret and remorse for wasted years; to avoid shame for petty, cowardly actions that earn the contempt of others; so that when one closes their eyes in death, they can proudly say: All their life, all their strength, they have dedicated to the noblest cause in the world - the cause of fighting for national liberation, liberating humanity, and bringing happiness to the people!" "Steel is tempered in red fire and cold water; then steel becomes fearless!"... and the poem by the poet To Huu: "As long as there is one second, one minute of breath left; the fight will continue without ceasing!"
5. In his capacity as General Secretary, Comrade Nguyen Phu Trong has consistently demonstrated his pivotal leadership role, working alongside the Central Committee, the Politburo, and the Secretariat to provide timely and close guidance in the national construction and defense efforts, especially in building the Party politically, ideologically, and morally; intensifying the struggle to prevent and combat the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party; fighting corruption and negative phenomena; and building unity of thought, will, and action within the Party, and consensus in society.
He often reminded us: "Ideological and cultural work must ensure the continued advancement of the reform process on the basis of maintaining political and social stability, ensuring strengthened unity throughout the Party, the army, and the people (unity of understanding, unity of will, unity of action), creating an atmosphere of enthusiasm for industrialization and modernization, building and defending the country, and successfully implementing the Party's platform and guidelines, the Constitution, and the laws of the State."
At the same time, he also pointed out: “Ideological work is of paramount importance, but the difficulty lies in the fact that ideology is very abstract... The most frightening thing now is that among a segment of cadres, Party members, and the people, including propaganda cadres, there is ambiguity, an inability to distinguish right from wrong, fading ideals, a decline in fighting spirit, and a loss of fighting enthusiasm... Therefore, I hope that all cadres and Party members, especially the propaganda sector and particularly the Central Propaganda Department, will fully and deeply understand the meaning, role, and importance of ideological work. The propaganda sector must do even better in building the Party in terms of politics and ideology. This is the ideological foundation, the goals, the ideals, the steadfast adherence to Marxism-Leninism and Ho Chi Minh Thought, the steadfast adherence to the path we have taken, absolutely without wavering or ambiguity... This is so that all of us must steadfastly pursue the path towards a prosperous people, a strong nation, democracy, justice, and civilization.”
General Secretary Nguyen Phu Trong emphasized four key tasks that need to be focused on:
(1) Further improve Party building work in political ideology; firmly adhere to Marxism-Leninism and Ho Chi Minh Thought; absolutely do not waver or be vague, firmly adhere to the path to socialism, for the goal of a rich people, a strong nation, democracy, fairness, and civilization;
(2) Information and propaganda work must focus on building unity and solidarity within the entire Party and consensus among the people;
(3) Further strengthen the ideological struggle, refute the hostile and false arguments of hostile forces, and firmly protect the revolutionary viewpoints and lines of the Party;
(4) Building a team of cadres working in propaganda with high qualifications, firm political acumen, resilience, intelligence, dedication to work, courage to fight, professional qualifications, able to speak and act, not tempted or bribed by hostile forces.
The ideas, viewpoints, guiding principles, and action guidelines in ideological work of General Secretary Nguyen Phu Trong are the red thread, requiring every cadre and Party member, especially the heads of Party committees, to continue to thoroughly understand and effectively implement them, in order to maximize the combined strength of all branches of ideological work, based on: steadfastly applying and creatively developing Marxism-Leninism and Ho Chi Minh Thought; steadfastly pursuing the goal of national independence and socialism; and steadfastly adhering to the Party's reform line. Firmly adhering to the principles of Party building, enhancing combativeness, proactiveness, persuasiveness, and effectiveness, contributing to unity within the Party and consensus in society, successfully implementing the Resolution of the 13th Party Congress, creating a solid foundation for the successful organization of Party congresses at all levels, leading to the 14th National Congress of the Communist Party of Vietnam, and gradually realizing the goal: "By 2030, the 100th anniversary of the founding of the Party: To be a developing country with modern industry and high middle income."
By 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam: To become a developed, high-income country.
