Investing in the Tuyen Quang - Ha Giang expressway project.

On May 27th, the 20th Provincial People's Council of Tuyen Quang, term 2026-2031, opened its third session (special session) to consider and approve 47 resolutions belonging to the following main content groups: Mechanisms and policies to concretize breakthroughs and key tasks according to the Resolution of the First Congress of the Tuyen Quang Provincial Party Committee; Regulations related to the content, norms, expenditure levels, revenue levels, and contributions to the state budget in various sectors and fields of social life; Mechanisms and policies on ensuring social security... At the same time, the Provincial People's Council repealed legal normative resolutions issued by the People's Council of Tuyen Quang province and the People's Council of Ha Giang province (formerly) that are no longer consistent with the provisions of law and the practical conditions of the province after the reorganization and merger.

The delegates proceeded to elect the Vice Chairman of the Provincial People's Committee.

Notably, at this session, the Tuyen Quang Provincial People's Council unanimously approved the investment plan for the Tuyen Quang - Ha Giang expressway project (complete phase), the section passing through Tuyen Quang province, with the goal of connecting Tuyen Quang province with the Tuyen Quang - Phu Tho expressway, meeting the increasing demand for travel and goods transportation, contributing to resolving traffic bottlenecks in inter-regional and intra-regional areas, and enhancing the province's connectivity capacity.

This project is of significant importance in promoting socio -economic development while ensuring national defense and security in border areas; it is consistent with the road network plan for the period 2021-2030, with a vision to 2050.

Accordingly, in terms of scale, the investment will upgrade the section from Km12+500 to Km77+00 from 2 lanes to 4 lanes, with a design speed of 100 km/hour (according to the National Technical Regulation on Expressways No. QCVN 117:2024/BGTVT and the National Standard for Expressways TCVN 5729:2012). Investment will also be made in one of the 12 bridges to ensure completion according to the road scale; and two layers of asphalt concrete will be added to the road surface constructed in phase 1.

In addition, the project includes the investment in a complete management and operation system along the entire route, such as: Intelligent Transportation System (ITS); Electronic Toll Collection (ETC); vehicle weight inspection system; and the addition of a rest stop at kilometer marker Km10+500 for investment under a public-private partnership model… The total investment for the project is 5.9 trillion VND, using central government budget funds for the period 2026-2030, and the project implementation period is from 2026-2028.

Delegates congratulated Mr. Do Anh Tuan, Director of the Department of Internal Affairs of Tuyen Quang province, and Mr. Do Hung Duc, Secretary of the Party Committee and Chairman of the People's Council of Minh Xuan ward, on their election to the positions of Vice Chairmen of the People's Committee of Tuyen Quang province, 20th term, 2026-2031.

Also at the session, the Tuyen Quang Provincial People's Council elected Mr. Do Anh Tuan, Member of the Provincial Party Committee, Director of the Department of Internal Affairs of Tuyen Quang province, and Mr. Do Hung Duc, Member of the Provincial Party Committee, Secretary of the Party Committee and Chairman of the People's Council of Minh Xuan ward, to the positions of Vice Chairmen of the Tuyen Quang Provincial People's Committee, 20th term, 2026-2031.

Concluding the session, Mr. Nguyen Van Son, Chairman of the Tuyen Quang Provincial People's Council, stated that, based on the submissions from the Provincial People's Committee and the verification reports from the Provincial People's Council's committees, the delegates focused their intellect, thoroughly discussed, contributed many insightful and heartfelt opinions, and voted to approve 47 important resolutions. These are fundamental and urgent legal foundations aimed at promptly addressing issues arising from practice, promoting socio-economic development, ensuring national defense, security, and social welfare in the province in the coming period.

Chairman of the Tuyen Quang Provincial People's Council, Nguyen Van Son, requested the Provincial People's Committee and all levels and sectors to promptly concretize and develop a plan for organizing the implementation of the resolution, assigning tasks based on the six clear principles: clear person, clear task, clear progress/time, clear responsibility, clear authority, and clear output, contributing to strengthening public service discipline, upholding the role and responsibility of the head of each agency, and improving the effectiveness of inter-sectoral coordination.

Sectors and localities must consider the implementation of mechanisms and policies issued by the Provincial People's Council as a central task in fulfilling their political duties. For policies supporting vulnerable groups, a review and approval process must be publicly and transparently implemented, simplifying administrative procedures to ensure easy access for the people, and absolutely preventing any instances of "policy exploitation" or bottlenecks in implementation at the grassroots level.

In addition, agencies from the provincial to the grassroots level closely coordinate with the Vietnam Fatherland Front Committee and political and social organizations to proactively disseminate information on policies directly related to people's lives so that people understand and agree to implement them.

The Provincial People's Council assigns the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council, the delegate groups, and individual members of the Provincial People's Council to closely monitor the grassroots level, listen to feedback from voters to promptly identify obstacles, shortcomings, or inconsistencies between resolutions and practice, and propose timely adjustments and amendments to the Provincial People's Committee. The Provincial Committee of the Vietnam Fatherland Front, political and social organizations, and the people are encouraged to strongly promote their role in social supervision and criticism, promptly reflecting the thoughts and aspirations of the people in the process of implementing policies issued by the Provincial People's Council.
