Promote patriotic emulation movements

Kinhtedothi - The Government Office has document No. 576/TB-VPCP announcing the conclusion of Prime Minister Pham Minh Chinh at the 10th meeting of the Central Emulation and Reward Council.

The year 2025 is of special significance, marking the 95th anniversary of the founding of the Communist Party of Vietnam, the 50th anniversary of the liberation of the South and national reunification, the 135th anniversary of President Ho Chi Minh's birthday, the 80th anniversary of the founding of the country, and the year of holding Party Congresses at all levels, leading up to the 14th National Party Congress and the 11th National Emulation Congress. In particular, it is the year that the entire political system is determined to effectively implement and exceed the socio-economic goals set for 2025 and the entire term of the 13th National Congress, to bring the country into a period of stronger and faster acceleration.

Therefore, emulation and reward work needs to be carried out better with the spirit of "whatever is not done well must be overcome to do it well; what is done well must be more determined, make greater efforts, act more decisively and effectively" and encourage the spirit of daring to think, daring to do, daring to take responsibility for the common good, focusing on the following main tasks:

Promote patriotic emulation movements, launch peak emulation campaigns, make achievements to celebrate major holidays and important political events of the Party, the country and the nation, to welcome Party Congresses at all levels and the 14th National Congress, the 11th National Patriotic Emulation Congress...

Research and launch the emulation movement "The whole country competes in innovation and digital transformation, contributing to bringing the country into a prosperous and strong era". The Ministry of Home Affairs coordinates with relevant agencies to develop the Project and seek opinions from Council members in the first quarter of 2025.

Continue to effectively implement emulation movements, especially the preliminary and final summaries of emulation movements nationwide; resolutely and effectively carry out the peak emulation period of "500 days and nights of emulation to complete 3,000 km of expressway" and "450 peak days and nights to eliminate temporary and dilapidated houses in 2025", to be completed before December 31, 2025 to celebrate the 14th Party Congress.

Focus on solving key and urgent requirements and tasks, especially urgently and effectively implementing the "revolution to streamline the organizational apparatus of the entire political system" in the spirit of Resolution No. 18-NQ/TW of the 12th Party Central Committee, ensuring science, following a roadmap, appropriate and effective steps, associated with streamlining the payroll, restructuring and improving the quality of the staff, civil servants and public employees, with the spirit of unanimity to act and work together, "The Party has directed, the Government has agreed, the National Assembly has agreed, the People have supported, then only discuss and do, not discuss backing down".

Research and complete the system of legal documents on emulation and rewards to suit and meet practical requirements.

The Prime Minister directed the organization to thoroughly grasp, disseminate, propagate and implement the Politburo's Directive "on strengthening the Party's leadership over emulation and reward work in the new situation". Continue to research and perfect the system of legal documents on emulation and reward to suit and meet practical requirements in the new situation of ministries, branches and localities for unified implementation, creating a unified and synchronous legal basis.

Ministries, branches and localities implement the Plan to organize Patriotic Emulation Congresses at all levels and in all sectors towards the 11th Patriotic Emulation Congress to ensure practicality, effectiveness, correctness of purpose, requirements and progress.

The Ministry of Home Affairs submitted to the Prime Minister the Project on organizing the 11th National Patriotic Emulation Congress, to truly be a Congress to honor outstanding examples nationwide, the crystallization of achievements of patriotic emulation movements in the past time; at the same time, continue to launch more widely patriotic emulation movements in the period of 2026-2030, creating strong spread, momentum, and outstanding marks of the country in the new era.

The Prime Minister requested to promote propaganda for collectives and individuals with outstanding achievements, focusing on promoting advanced models in "Studying and following Ho Chi Minh's ideology, morality and lifestyle", in preventing and fighting corruption, practicing thrift and fighting waste; typical examples with outstanding achievements in labor, production, study and work.

Ensure timeliness, openness and transparency

The Prime Minister directed to carry out commendation work well, ensuring timeliness, publicity, transparency, serving important political events, holidays, and anniversaries of the country, ministries, departments, and local branches in 2025. Enhance the role and responsibility of leaders in discovering, praising, commending, and proposing competent authorities to commend.

Promote the role and responsibility of the Council and members of the Emulation and Reward Council at all levels, sectors, units and localities in advising Party committees and authorities in leading and directing the implementation of emulation and reward work.

Promote decentralization and delegation of authority associated with resource allocation, promote the responsibility of leaders, improve staff capacity and promote the application of information technology, digital transformation, and administrative procedure reform in leadership and organization of emulation and reward work in ministries, branches and localities.
