On November 27-28, Deputy Prime Minister Bui Thanh Son paid a working visit to Cambodia, and together with Cambodian Deputy Prime Minister and Minister of Interior Sar Sokha chaired the 13th conference on cooperation and development of Vietnam-Cambodia border provinces.

The two sides frankly exchanged views and expressed their determination to preserve and develop relations and cooperation between the border provinces of Vietnam and Cambodia under the motto of “good neighbors, traditional friendship, comprehensive cooperation, long-term sustainability”. The two countries continue to build and maintain a border of peace , friendship, cooperation and sustainable development.

Economic, trade and investment cooperation has grown positively, especially in border provinces. Two-way trade turnover has averaged 10 billion USD/year in the past 4 years and reached 9.5 billion USD in the first 10 months of 2025, an increase of more than 13.5% over the same period in 2024.

The fields of education, health, labor, transportation and livelihood support for border residents have been promoted, bringing practical benefits to the people.

The implementation of QR payment in local currency has contributed to facilitating transactions between people of the two countries, promoting trade, consumption and tourism. The two sides have coordinated to organize many conferences, seminars, fairs and trade promotion events to help localities and businesses of both sides meet directly, promote products and seek partners.

The two sides acknowledged the good relations and cooperation between the authorities and functional forces of the border provinces of Vietnam and Cambodia in maintaining and protecting security, order and stability along the border area, while promoting socio-economic development.

The conference emphasized strengthening cooperation between Vietnam and Cambodia border provinces in many important areas, including: National defense, security, public order and social safety, cross-border trade, investment and border gate management, cross-border transport, infrastructure development and connectivity, border demarcation and border marker planting, etc.

The conference agreed to encourage border provincial authorities to meet and exchange at least once a year to review the progress and results of cooperation and development of relations between border provincial authorities.

Cambodian Senate President Hun Sen expressed his satisfaction with the positive and comprehensive developments in bilateral relations, emphasizing the importance of party-to-party cooperation between Vietnam and Cambodia and Vietnam, Cambodia and Laos.

Mr. Hun Sen proposed that the two sides strengthen cooperation in politics, security, defense, economics, trade, investment, education, training, culture, science, technology, people-to-people exchange and cooperation between border provinces.

Deputy Prime Minister Bui Thanh Son affirmed that the Vietnamese Government will actively direct ministries, branches and localities to effectively implement agreements and treaties between the two countries, especially the results achieved at the conference on cooperation and development of border provinces.

Meeting with Cambodian Prime Minister Hun Manet, Deputy Prime Minister Bui Thanh Son emphasized that under the attention and direction of the two countries' leaders, the Vietnam - Cambodia relationship has been constantly strengthened and expanded, bringing practical benefits to the people of the two countries.

Vietnam is always ready to coordinate comprehensively and closely to help Cambodia organize the 20th Francophone Summit in Cambodia.

Cambodian Prime Minister Hun Manet proposed that Vietnam coordinate to increase road, waterway and air connectivity; promote comprehensive cooperation between border provinces, especially in culture - education, security - defense, and crime prevention; and accelerate negotiations on border demarcation and marker planting. The Cambodian government cares about people of Vietnamese origin and supports Vietnamese enterprises to invest and do business in Cambodia.

The Deputy Prime Minister hopes that Prime Minister Hun Manet will continue to direct Cambodian ministries, branches and localities to closely coordinate with Vietnam to focus on creating breakthroughs in economic cooperation, including accelerating the connection of transport infrastructure and logistics, typically the project connecting the Ho Chi Minh City - Moc Bai - Bavet - Phnom Penh expressway.

The Deputy Prime Minister also suggested that the two countries develop border gates and border trade infrastructure; strengthen defense and security cooperation, including intensifying the suppression of cybercrime, human trafficking and other cross-border crimes.

The two countries need to continue to seek effective solutions to resolve areas where border demarcation and marker planting have not been completed, and soon sign an agreement on land border gates and border crossings, and an agreement on border management regulations.

The Deputy Prime Minister suggested that Cambodia continue to pay attention and soon grant citizenship to all eligible Vietnamese people and create favorable conditions for their children to study in public schools.
