On November 27-28, Deputy Prime Minister Bui Thanh Son made a working visit to Cambodia, co-chairing the 13th Conference on Cooperation and Development of Border Provinces between Vietnam and Cambodia with Cambodian Deputy Prime Minister and Minister of Interior Sar Sokha.
Both sides frankly exchanged views and expressed their determination to preserve and develop relations and cooperation between the border provinces of Vietnam and Cambodia according to the motto "good neighborliness, traditional friendship, comprehensive cooperation, and long-term sustainability." The two countries will continue to build and maintain a peaceful, friendly, cooperative, and sustainably developing border.

Economic , trade, and investment cooperation has grown positively, especially in border provinces. Two-way trade turnover has averaged $10 billion per year in the last four years and reached $9.5 billion in the first 10 months of 2025, an increase of more than 13.5% compared to the same period in 2024.
Areas such as education, healthcare, labor, transportation, and livelihood support for border residents have been strengthened, bringing tangible benefits to the people.
The implementation of QR code payments using local currencies has contributed to facilitating transactions between the people of both countries, promoting trade, consumption, and tourism. Both sides have collaborated in organizing numerous conferences, seminars, trade fairs, and trade promotion events, enabling localities and businesses from both sides to directly meet, promote products, and find partners.
Both sides acknowledged the good relationship and cooperation between the authorities and functional forces of the border provinces of Vietnam and Cambodia in maintaining and protecting security, order, and stability along the border area, while promoting socio-economic development.
The conference emphasized strengthening cooperation between Vietnam's and Cambodia's border provinces in many important areas, including: defense, security, public order and social safety, cross-border trade, investment and border gate management, cross-border transport, infrastructure development and connectivity, border demarcation and marker placement...

The conference agreed to encourage the governments of border provinces to meet and exchange views at least once a year to review the progress and results of cooperation and development of relations between the governments of border provinces.

Cambodian Senate President Hun Sen expressed satisfaction with the positive and comprehensive developments in bilateral relations, emphasizing the importance of cooperation through party channels between Vietnam and Cambodia, and between Vietnam, Cambodia, and Laos.
Mr. Hun Sen proposed that the two sides strengthen cooperation in politics, security, defense, economics, trade, investment, education, training, culture, science, technology, people-to-people exchanges, and cooperation between border provinces.
Deputy Prime Minister Bui Thanh Son affirmed that the Vietnamese Government will actively direct ministries, sectors, and localities to effectively implement agreements and treaties between the two countries, especially the results achieved at the conference on cooperation and development of border provinces.
Meeting with Cambodian Prime Minister Hun Manet, Deputy Prime Minister Bui Thanh Son emphasized that, under the attention and guidance of the leaders of the two countries, the Vietnam-Cambodia relationship has been continuously strengthened and expanded, bringing practical benefits to the people of both countries.

Vietnam is always ready to cooperate comprehensively and closely to help Cambodia host the 20th Francophone Community Summit in Cambodia.
Cambodian Prime Minister Hun Manet proposed that Vietnam cooperate in increasing road, waterway, and air connectivity; promote comprehensive cooperation among border provinces, especially in culture and education, security and defense, and crime prevention; and accelerate border demarcation negotiations. The Cambodian government is concerned about people of Vietnamese origin and supports Vietnamese businesses investing and operating in Cambodia.
The Deputy Prime Minister expressed his hope that Prime Minister Hun Manet would continue to direct Cambodian ministries, departments, and localities to closely coordinate with Vietnam to focus on creating breakthroughs in economic cooperation, including accelerating the connection of transportation and logistics infrastructure, typically the project connecting the Ho Chi Minh City - Moc Bai - Bavet - Phnom Penh expressway.
The Deputy Prime Minister also suggested that the two countries develop border crossings and border trade infrastructure; strengthen defense and security cooperation, including enhancing the crackdown on cybercrime, human trafficking, and other cross-border crimes.
The two countries need to continue finding effective solutions to resolve areas where border demarcation is incomplete, and should soon sign agreements on border crossings and land border crossings, as well as agreements on border management regulations.
The Deputy Prime Minister requested that Cambodia continue to pay attention to and promptly grant citizenship to all eligible people of Vietnamese origin, and facilitate the enrollment of their children in public schools.
