Participating in the group discussion on the draft Law on National Defense, Security and Industrial Mobilization, Lieutenant General Ha Tho Binh - Commander of Military Region 4, National Assembly representative from Ha Tinh province - offered heartfelt and insightful comments.
Lieutenant General Ha Tho Binh affirmed that the promulgation of the Law on National Defense and Security Industry and Industrial Mobilization is necessary to build a self-reliant, self-strengthening, modern, dual-use national defense and security industrial potential, in line with the strategic defense posture; meeting the requirements of consolidating national defense and protecting national security from early on and from afar; and improving the effectiveness of national defense industry operations in the new situation.

Emphasizing that this is a unique and broad-scope draft law, the delegates proposed further review and full, comprehensive institutionalization of the Party's guiding principles on defense and security industry and industrial mobilization; clarifying the interconnected relationship between the defense and security industry and the national industry, and placing it within the overall socio -economic context.
Lieutenant General Ha Tho Binh agreed with the inclusion of specific regulations on resources, especially investment capital, for the defense and security industry in Article 16. However, he stressed the need to clarify the principle of prioritizing state budget allocation for the defense and security industry; and the mechanisms for mobilizing capital from other sources through various methods: public-private partnerships, joint ventures, and collaborations.
Given that the practical implementation of the defense enterprise model and enterprises in the defense industry sector still have many limitations in terms of operation, the Commander of Military Region 4 suggested clarifying regulations related to the system of enterprises serving the defense and security industries to serve as the core of the defense industry.
According to the delegates, it is necessary to specify the definition of the national defense industry and the national security industry; the model of the national defense industry; the meaning of the concept of a national defense industrial complex; the model of the complex; and to exclude provisions on restructuring from the law.
In addition, delegates proposed reviewing and re-evaluating the methods and models of industrial mobilization to ensure effectiveness, especially the review and management of industrial mobilization facilities.
Continue to decentralize and delegate authority to localities and military regions in implementing industrial mobilization; review issues related to budget, science and technology, intellectual property; and wage policies for workers to ensure they are consistent with the specific characteristics of core defense industrial facilities, security industrial facilities, and relevant laws.
